Norms <strong>and</strong> St<strong>and</strong>ards<br />
<strong>for</strong> ECD <strong>and</strong> which<br />
are registered with<br />
the provincial head<br />
of social development<br />
of the province may<br />
receive funding from the<br />
provincial DoSD (s93(3);<br />
95(1)(a–c)).<br />
The National Norms<br />
<strong>and</strong> St<strong>and</strong>ards <strong>for</strong> ECD<br />
are contained in Part<br />
II of Annexure B to<br />
the Regulations to the<br />
Children’s Act. The norms<br />
<strong>and</strong> st<strong>and</strong>ards provide the<br />
minimum requirements<br />
deemed necessary <strong>for</strong><br />
ECD <strong>programmes</strong> to<br />
provide appropriate<br />
developmental<br />
opportunities; to<br />
help children realise<br />
their full potential; to<br />
care <strong>for</strong> children in a<br />
constructive manner <strong>and</strong><br />
provide support <strong>and</strong><br />
security; to ensure the<br />
development of positive<br />
social behaviour; to<br />
respect <strong>and</strong> nurture the<br />
culture, spirit, dignity,<br />
individuality, language<br />
<strong>and</strong> development of<br />
each child; <strong>and</strong> to meet<br />
the emotional, cognitive,<br />
sensory, spiritual,<br />
moral, physical, social<br />
<strong>and</strong> communication<br />
development needs of<br />
children (s94(2)).<br />
