The<br />

provision<br />

of ECD<br />

<strong>programmes</strong><br />

through<br />

partial care<br />

facilities <strong>and</strong><br />

child <strong>and</strong><br />

youth care<br />

centres xxxii<br />

In terms of section<br />

93(1) of the Children’s<br />

Amendment Act, the MEC<br />

<strong>for</strong> social development<br />

in the provinces may<br />

provide <strong>and</strong> fund ECD<br />

<strong>programmes</strong> <strong>for</strong> that<br />

province.<br />

ECD <strong>programmes</strong> are<br />

defined by the Children’s<br />

Act as ‘a programme<br />

within an early childhood<br />

development service to<br />

provide learning <strong>and</strong><br />

support appropriate to the<br />

child’s developmental age<br />

<strong>and</strong> stage’ (s91(3)).<br />

ECD <strong>programmes</strong> must be<br />

provided by a partial care<br />

facility providing partial<br />

care <strong>services</strong> <strong>for</strong> any<br />

children up to schoolgoing<br />

age, <strong>and</strong> a child<br />

<strong>and</strong> youth care centre<br />

which has in its care any<br />

children up to schoolgoing<br />

age (s93(5)).<br />

Targeted beneficiaries<br />

Children from birth to<br />

school-going age, with<br />

priority to be given to<br />

funding of <strong>programmes</strong>:<br />

in communities where<br />

families lack the means<br />

of providing proper<br />

shelter, food <strong>and</strong> other<br />

basic necessities;<br />

<strong>for</strong> children with<br />

disabilities.<br />

Funding is provided by<br />

the provincial DoSD.<br />

The ECD <strong>programmes</strong><br />

are provided by partial<br />

care facilities <strong>and</strong> child<br />

<strong>and</strong> youth care centres<br />

(s93(5)).<br />

Partial care facilities are<br />

facilities that provide<br />

care <strong>for</strong> more than six<br />

children on behalf of<br />

their parents during<br />

specific hours of the<br />

day or night (s76).<br />

A child <strong>and</strong> youth care<br />

centre is a residential<br />

facility (s191) that<br />

provides therapeutic<br />

<strong>programmes</strong> to more<br />

than six children<br />

outside the child’s<br />

family environment,<br />

in accordance with<br />

a residential care<br />

programme suited to<br />

the children in the<br />

facility, but excludes:<br />

a partial care facility;<br />

a drop-in centre;<br />

a boarding school;<br />

a school hostel;<br />

a prison.<br />
