that is obliged in law<br />

to pay maintenance; or<br />

the family has died.<br />

In which case the<br />

application must be<br />

made within three<br />

months of the death; or<br />

affected by a disaster<br />

as defined in the<br />

Disaster Management<br />

Act, 2002; or<br />

<br />

may cause undue<br />

hardship as set out in<br />

the DoSD’s Procedural<br />

Manual <strong>for</strong> Social<br />

Relief of Distress. xvii<br />

<br />

hardship that may<br />

qualify include:<br />

a single parent who<br />

has to care <strong>for</strong> one<br />

or more children <strong>and</strong><br />

is unable to take up<br />

employment because<br />

of their caring<br />

responsibilities;<br />

children who live<br />

alone <strong>and</strong> have no<br />

access to daily meals;<br />

families where there<br />

are symptoms of<br />

malnutrition <strong>and</strong><br />

stunted growth in<br />

children.<br />

Exclusions<br />

No one may get a SROD<br />

benefit if they are in<br />

receipt of another grant.<br />
