a child older
than 1 but
younger than
15 years
If a baby’s birth is not
registered before the
child’s first birthday,
but before the age
of 15 years, the birth
registration process
requires the parents
to provide all the
prescribed documents,
plus they will have to
complete an affidavit
provided by Home
Affairs (B1-288)
confirming the child’s
identity. ii
Targeted beneficiaries
Children between the
ages of 1 and 15 whose
births have not been
registered

taken from the school
register of the first
school attended by
the child
certificate if he or she
has one
Late birth registrations
are processed at
regional and district
level DoHA offices.
Application may
be made at any of
the other tiers, for
example a Thusong
centre, but the
application will be
sent to the district
or regional office for
processing.
Issuing
identity
documents
Any citizen or
permanent resident who
is 15 years or older must
apply for an ID from the
DoHA.
It is free when you
apply for an ID. The
applicant will only have
to pay for the photos.
