Department of Agriculture, Forestry<br />
<strong>and</strong> Fisheries<br />
Introduction<br />
The Department of Agriculture, Forestry <strong>and</strong> Fisheries (DAFF) is responsible, in part, <strong>for</strong><br />
the realisation of the rights of ‘everyone to sufficient food’ 90 <strong>and</strong> of ‘every child to basic<br />
nutrition’. 91 In terms of the Integrated Food Security <strong>and</strong> Nutrition Programme (2002),<br />
which is an integrated multi-sectoral plan <strong>for</strong> the realisation of food security in South<br />
Africa, the DAFF is responsible <strong>for</strong> increasing food production capacities <strong>and</strong> capabilities<br />
through various agricultural support <strong>programmes</strong>.<br />

Programmes <strong>and</strong> <strong>services</strong> provided<br />
Household Food Production Programme<br />
The programme assists households through the provision of the following packages:<br />
● production inputs;<br />
● production capacity (training);<br />
● on-farm technical provision (extension);<br />
● on-farm production infrastructure.<br />
Comprehensive Agricultural Support Programme<br />
The Comprehensive Agricultural Support Programme (CASP) is aimed at assisting l<strong>and</strong><br />
re<strong>for</strong>m, post-settlement, by providing the following assistance through a grant:<br />
● on-farm <strong>and</strong> off-farm infrastructure;<br />
● training <strong>and</strong> capacity building;<br />
● production inputs support;<br />
● regulatory <strong>services</strong>;<br />
● marketing <strong>and</strong> business development;<br />
● in<strong>for</strong>mation <strong>and</strong> knowledge management;<br />
● technical <strong>and</strong> advisory <strong>services</strong>.<br />
Agricultural development fund <strong>for</strong> South Africa<br />
The Micro-Agricultural Finance Initiative of South Africa (MAFISA) is a micro-lending<br />
scheme providing farmers <strong>and</strong> households involved in farming with finance at a lending<br />
rate cheaper than the commercial banks, to facilitate:<br />
