The national child labour action programme is a holistic, multi-departmental plan of<br />
action to develop appropriate policies <strong>and</strong> a national action programme to combat<br />
child labour.<br />
Protection against child labour: young <strong>and</strong> other <strong>vulnerable</strong> children may not be<br />
employed.<br />
Unemployment insurance benefits are short-term financial benefits <strong>for</strong> workers who<br />
have lost their jobs or are unable to work because of illness or <strong>for</strong> maternity reasons.<br />

labour by addressing<br />
the socio-economic<br />
circumstances creating<br />
fertile ground <strong>for</strong><br />
child labour <strong>and</strong><br />
exploitation, most<br />
notably, poverty. It also<br />
seeks to address child<br />
labour where it is a<br />
reality.<br />

as well as those<br />
doing household<br />
chores which are<br />
exploitative, hazardous,<br />
inappropriate <strong>for</strong> their<br />
age or detrimental<br />
to their schooling or<br />
development<br />
The NCLPA defines<br />
child labour as,<br />
‘Work by persons<br />
between 5–17 which<br />
is exploitative,<br />
hazardous or otherwise<br />
inappropriate <strong>for</strong> their<br />
age, or detrimental<br />
to their schooling or<br />
their social, physical<br />
or moral development.<br />
It includes chores in<br />
the home or work <strong>for</strong><br />
the family if these are<br />
excessive or unsuitable.’<br />
The NCLPA obliges<br />
all government<br />
departments to work<br />
together to achieve<br />
the objectives.<br />
The DoL is the lead<br />
