The EPWP ECD Targeted beneficiaries<br />

programme aims to Children aged 0–4<br />

exp<strong>and</strong> access to ECD<br />

<strong>services</strong>, improve the<br />

quality of ECD <strong>services</strong><br />

<strong>and</strong>, at the same time,<br />

develop skills, create<br />

jobs <strong>and</strong> create incomeearning<br />

opportunities.<br />

The DoE is responsible<br />

<strong>for</strong> achieving these<br />

objectives by:<br />

<br />

practitioners;<br />

<br />

trainees;<br />

<br />

disseminating<br />

learning materials <strong>for</strong><br />

ECD trainees <strong>and</strong> <strong>for</strong><br />

use in ECD centre<br />

learning <strong>programmes</strong>.<br />

The DoE has identified<br />

a key intervention<br />

towards realising its<br />

commitment as the<br />

production of materials<br />

to guide teachers<br />

<strong>and</strong> parents in early<br />

intellectual stimulation.<br />

It aims to reach 10% of<br />

children per year aged<br />

0–4 from 2009–13. xxiii<br />

National DoE is<br />

responsible <strong>for</strong> policy<br />

<strong>and</strong> monitoring.<br />

Provincial departments<br />

are responsible<br />

<strong>for</strong> funding <strong>and</strong><br />

Privately run ECD<br />

centres employ the<br />

learners trained<br />

through the EPWP<br />

ECD initiative <strong>and</strong><br />

use the developed<br />

materials.<br />
