of 3 km. This means<br />
that schools may not<br />
be more than a total of<br />
6 km walking distance<br />
to <strong>and</strong> from school (3<br />
km each way). The<br />
catchment area is the<br />
area to be served by<br />
a school. It defines<br />
the distance between<br />
a school <strong>and</strong> the<br />
community it is serving<br />
(s3.1 of the Norms <strong>and</strong><br />
St<strong>and</strong>ards).<br />
In addition, schools<br />
must be in a location<br />
which makes access<br />
safe <strong>and</strong> easy. Section<br />
3.4 of the Norms <strong>and</strong><br />
St<strong>and</strong>ards prohibits the<br />
location of schools next<br />
to cemeteries, business<br />
centres, railway<br />
stations, taxi ranks,<br />
sewage works, hotels<br />
<strong>and</strong> busy roads. The<br />
location should also<br />
ensure easy access to<br />
roads, sewage lines <strong>and</strong><br />
basic <strong>services</strong>, etc.<br />
<strong>and</strong> St<strong>and</strong>ards will be<br />
phased in, in a propoor<br />
sequence.<br />

Learning Environment,<br />
2008, <strong>and</strong> the<br />
accompanying National<br />
Norms <strong>and</strong> St<strong>and</strong>ards<br />
<strong>for</strong> School Infrastructure<br />
provide that where a<br />
school falls outside<br />
