The National Guidelines<br />

on School Uni<strong>for</strong>ms<br />

seek to make uni<strong>for</strong>ms<br />

more af<strong>for</strong>dable <strong>for</strong><br />

poor learners by<br />

imposing the following<br />

obligations on the<br />

school governing body.<br />

Targeted beneficiaries<br />

Poor learners<br />

School governing<br />

bodies at schools<br />

The obligations<br />

imposed are to:<br />

<br />

to participate in<br />

deciding on the<br />

introduction of a<br />

new uni<strong>for</strong>m if that is<br />

being contemplated;<br />

<br />

attend school even<br />

if they do not have<br />

the prescribed school<br />

uni<strong>for</strong>m;<br />

<br />

are unable to af<strong>for</strong>d<br />

school uni<strong>for</strong>ms,<br />

subject to the<br />

financial means of<br />

the school;<br />

<br />

to participate in<br />

extramural activities/<br />

special activities<br />

even if they do not<br />

have the prescribed<br />

additional clothes.<br />

Access to<br />

schools that<br />

are within a<br />

‘catchment<br />

area’ or,<br />

alternatively,<br />

access to<br />

safe, reliable<br />

transport<br />

<strong>for</strong> learners<br />

outside of<br />

catchment<br />

areas<br />

The National Policy <strong>for</strong><br />

an Equitable Provision<br />

of an Enabling School<br />

Physical, Teaching <strong>and</strong><br />

Learning Environment,<br />

2008, <strong>and</strong> the<br />

accompanying National<br />

Norms <strong>and</strong> St<strong>and</strong>ards<br />

<strong>for</strong> School Infrastructure<br />

introduce an obligation<br />

on the DoE to ensure,<br />

at full implementation<br />

of the Norms in 2010,<br />

Targeted beneficiaries<br />

All children, with<br />

priority given to<br />

children living in<br />

poverty<br />
