no-fee schools.<br />

The law provides <strong>for</strong><br />

a number of different<br />

kinds of exemptions<br />

from school fees: xvii<br />

Automatic exemptions<br />

The following<br />

caregivers are<br />

automatically exempt<br />

from all school fees:<br />

<br />

the responsibility of<br />

a parent in respect<br />

of a child placed<br />

in a foster home, a<br />

youth care centre, a<br />

place of safety or an<br />

orphanage;<br />

<br />

kinship caregiver of<br />

an orphan or of a<br />

child who has been<br />

ab<strong>and</strong>oned by his or<br />

her parents <strong>and</strong> who<br />

has no visible means<br />

of support;<br />

Foster parents<br />

Children in places of<br />

safety, in child <strong>and</strong><br />

youth care centres or in<br />

an orphanage<br />

Children who have<br />

been orphaned or<br />

ab<strong>and</strong>oned <strong>and</strong> are<br />

being cared <strong>for</strong> by<br />

their extended family<br />

members without a<br />

<strong>for</strong>mal foster care or<br />

adoption order<br />

Children living in<br />

poverty who qualify <strong>for</strong><br />

the CSG<br />

A child heading a childheaded<br />

household or a<br />

child living in a childheaded<br />

household<br />

For total <strong>and</strong> partial<br />

exemptions<br />

Children living in<br />

Eligibility is determined<br />

by the caregiver’s<br />

income levels xviii<br />

Full exemption<br />

Caregivers will qualify<br />

<strong>for</strong> a full exemption if<br />

the annual school fees<br />

are 10% or more of<br />

the parents’ combined<br />

gross annual income.<br />

Application is made<br />

by the parent/<br />

caregiver directly to<br />

the school governing<br />

body.<br />

If the school<br />

governing body<br />

declines the<br />

application, an appeal<br />

may be lodged with<br />

the head of the DoE<br />

in the province.<br />
