objective of the Policy<br />
as the facilitation<br />
of equitable access<br />
through improved<br />
infrastructure, materials<br />
<strong>and</strong> basic <strong>services</strong> in a<br />
manner that responds<br />
to the range of learning<br />
<strong>and</strong> physical needs,<br />
especially <strong>for</strong> students<br />
who are at risk of<br />
exclusion. For example,<br />
the Policy identifies<br />
the need <strong>for</strong> schools<br />
to match sanitation<br />
facilities to the needs of<br />
different gender groups,<br />
