infrastructure like toilet<br />
facilities, wheelchair<br />

accommodate children<br />

Access to learning is<br />
inhibited not only by<br />
inaccessible spaces,<br />
but also by a lack<br />
of assistive devices<br />
necessary <strong>for</strong> mobility<br />
<strong>and</strong> participation in<br />
lessons. This includes<br />
devices such as<br />
wheelchairs <strong>and</strong> hearing<br />
aids, which must be<br />
made progressively<br />
available to learners<br />
who are denied access<br />
because of lack of<br />
appropriate resources.<br />
These <strong>services</strong> must be<br />
prioritised in full-service<br />
schools (DoE 2001).<br />

This Plan obliges the<br />
education system (as<br />
part of strategy 4) to<br />
increase the level of<br />
support it provides to<br />
children infected with<br />
<strong>and</strong> affected by HIV/<br />

various stakeholders,<br />
including learners,<br />
school governing<br />
bodies, school<br />
management teams,<br />
provincial education<br />
departments,<br />
educators <strong>and</strong><br />
principals all have<br />
a role to play in<br />
monitoring attendance<br />
