The White Paper<br />

renovation of existing<br />
buildings to ensure<br />

environments <strong>for</strong><br />
learners with a disability<br />
(DoE 2001).<br />
The National Minimum<br />
Norms <strong>and</strong> St<strong>and</strong>ards <strong>for</strong><br />
School Infrastructure vi<br />
makes provision <strong>for</strong><br />
architectural <strong>and</strong> design<br />
norms relating to access<br />
<strong>and</strong> the learning spaces<br />
that must be provided<br />
<strong>for</strong> learners in the<br />
schools that are to be<br />
built <strong>and</strong> renovated over<br />
a 10-year period<br />
(2011–21). These<br />
Norms must be applied<br />
in accordance with<br />
the provisions of the<br />
accompanying National<br />
Policy <strong>for</strong> an Equitable<br />
Provision of an Enabling<br />
School Physical<br />
Teaching <strong>and</strong> Learning<br />
Environment. vii The latter<br />
policy requires that the<br />
Norms be implemented<br />
to give effect to the<br />
dictates of Education<br />
White Paper 6. This<br />
means that full-service<br />
schools (newly built<br />
<strong>and</strong> existing schools) <strong>for</strong><br />
children with physical<br />
<strong>and</strong> other learning<br />
barriers must be<br />
