needs, linked to their<br />

specific circumstances:<br />

schools which<br />

must be equipped<br />

to register <strong>and</strong><br />

accommodate the<br />

needs of learners<br />

facing barriers that<br />

require low-intensive<br />

support;<br />

<br />

that are equipped<br />

to provide moderate<br />

levels of support. The<br />

White Paper requires<br />

one such school per<br />

school district;<br />

<br />

providing highintensive<br />

support.<br />

Targeted beneficiaries<br />

Children with different<br />

learning needs due<br />

to their <strong>vulnerable</strong><br />

circumstances,<br />

including children<br />

living with a disability<br />

Ordinary public<br />

schools<br />

Full-service schools<br />

Special schools<br />

Education policies<br />

require that children<br />

with different learning<br />

needs/challenges,<br />

including those who<br />

are HIV+ <strong>and</strong> children<br />

living with a disability,<br />

be accommodated<br />

in ordinary public<br />

schools or full-service<br />

schools (ordinary public<br />

schools with additional<br />

teaching facilities) <strong>and</strong><br />

that referral to special<br />

schools be the last<br />

action of choice.<br />
