counselling<br />
<strong>and</strong> testing<br />
(HCT)<br />

The national<br />
adolescentfriendly<br />
clinic<br />
initiative<br />
The HCT programme,<br />
as supplemented by the<br />
new 2010 Guidelines<br />
<strong>for</strong> the Management of<br />
HIV in Children, aims<br />
to provide an integrated<br />
testing service at all levels<br />
of the public health<br />
service delivery system<br />
<strong>for</strong> infants, children <strong>and</strong><br />
adults. It seeks to ensure<br />
that all infants, children<br />
<strong>and</strong> adults are tested, that<br />
infants <strong>and</strong> children are<br />
tested as early as possible,<br />
that those that test HIV<br />
negative maintain their<br />
negative status, <strong>and</strong> that<br />
people who test HIV+<br />
are supported, through<br />
appropriate treatment <strong>and</strong><br />
support, to live long <strong>and</strong><br />
healthy lives.<br />
Targeted beneficiaries<br />
Infants, children <strong>and</strong><br />
adolescents<br />
More specifically, the<br />
testing of the following<br />
children is expressly<br />
required: xxi<br />
<br />
infants;<br />
<br />
features suggestive<br />
of HIV infection <strong>and</strong><br />
with acute illnesses;<br />
<br />
with suspected<br />
symptomatic HIV<br />
infection;<br />
<br />
with TB;<br />
<br />
<br />
sibling has HIV<br />
infection;<br />
HCT can take place at<br />
any primary, secondary<br />
or tertiary health<br />
facility.<br />
HCT is provided at<br />
both state <strong>and</strong> private<br />
health facilities.<br />
Regulations to the<br />
Health Act have<br />
been promulgated<br />
(Gazette No. 33188)<br />
which allow certain<br />
persons who are<br />
not healthcare<br />
providers, subject to<br />
certain conditions, to<br />
withdraw blood from<br />
a living person.<br />
Key conditions are that:<br />

receive training<br />
at a healthcare<br />
establishment; <strong>and</strong><br />
