Introduction<br />
To enjoy <strong>the</strong> gift <strong>of</strong> freedom and <strong>the</strong> opportunity <strong>to</strong> flourish: this right<br />
belongs <strong>to</strong> each and every young person on earth. <strong>The</strong> good news is that <strong>to</strong>day,<br />
many children celebrate this freedom as well as <strong>the</strong> increased sense <strong>of</strong> safety and<br />
space <strong>to</strong> thrive that it brings <strong>to</strong> <strong>the</strong>m.<br />
Yet <strong>the</strong>re are still many o<strong>the</strong>r young people who are trapped in a world where<br />
<strong>the</strong>ir freedom has been s<strong>to</strong>len from <strong>the</strong>m. <strong>The</strong> tragedy is that every thirty seconds,<br />
somewhere in <strong>the</strong> world, a child or young person is taken against <strong>the</strong>ir will and<br />
trafficked in<strong>to</strong> slavery.<br />
But this is not just happening <strong>to</strong> young people; mo<strong>the</strong>rs and fa<strong>the</strong>rs, bro<strong>the</strong>rs and<br />
sisters, wives and husbands, sons and daughters; are all trafficked by international<br />
syndicates <strong>of</strong> highly organized criminals. That’s why <strong>the</strong> governments <strong>of</strong> <strong>the</strong> world<br />
have got <strong>to</strong>ge<strong>the</strong>r <strong>to</strong> fight this massive abuse <strong>of</strong> human rights. And, that’s what<br />
this convention is all about.<br />
It is time for <strong>the</strong> free young people <strong>of</strong> <strong>the</strong> world <strong>to</strong> stand up and speak up for those<br />
who cannot stand up and speak for <strong>the</strong>mselves; <strong>to</strong> fight for <strong>the</strong> rights <strong>of</strong> every<br />
person who has become a victim <strong>of</strong> <strong>the</strong> crime we call human trafficking.<br />
Our hope is that, <strong>to</strong> give it its full title, this version <strong>of</strong> <strong>the</strong> <strong>United</strong> <strong>Nations</strong> <strong>Pro<strong>to</strong>col</strong><br />
To <strong>Prevent</strong>, Suppress And Punish Trafficking In Persons, Especially Women And<br />
<strong>Child</strong>ren, Supplementing <strong>The</strong> <strong>United</strong> <strong>Nations</strong> Convention Against Transnational<br />

Q&A: What is a Convention? A Convention is an agreement<br />
between countries. When a country signs a Convention, it<br />
becomes a legal promise and guides <strong>the</strong> actions <strong>of</strong> <strong>the</strong><br />
government.<br />
Q&A: What is a <strong>Pro<strong>to</strong>col</strong>? A <strong>Pro<strong>to</strong>col</strong> is such a convention,<br />
consists <strong>of</strong> articles, and pro<strong>to</strong>cols always comes <strong>to</strong><br />
complement <strong>the</strong> conventions.<br />
About <strong>the</strong> <strong>Pro<strong>to</strong>col</strong><br />
This <strong>Pro<strong>to</strong>col</strong> <strong>to</strong> <strong>Prevent</strong>, Suppress and Punish Trafficking in<br />
Persons, Especially Women and <strong>Child</strong>ren recognizes that our<br />
governments must do its best not only <strong>to</strong> keep us protected<br />
from trafficking in persons but also <strong>to</strong> take care with us once<br />
we became victims <strong>of</strong> that crime.<br />

THE PROTOCOL<br />
I. General Ideas<br />

<strong>The</strong> Relation between this <strong>Pro<strong>to</strong>col</strong> and <strong>the</strong> <strong>United</strong> <strong>Nations</strong> Convention against<br />
Transnational Organized Crime: This <strong>Pro<strong>to</strong>col</strong> complements <strong>the</strong> <strong>United</strong> <strong>Nations</strong><br />
Convention against Transnational Organized Crime.<br />
Arcle Objecves:<br />
To prevent and combat trafficking in persons, especially women and children;<br />
To protect and assist victims <strong>of</strong> this trade with respect for <strong>the</strong>ir human rights; and<br />
To increase cooperation between <strong>the</strong> countries members <strong>of</strong> this <strong>Pro<strong>to</strong>col</strong> <strong>to</strong><br />
achieve its goals.<br />
Arcle , eanings <strong>of</strong> Some Words Used in this <strong>Pro<strong>to</strong>col</strong>:<br />
- Trafficking in Persons: Occurs when we treated as a product that o<strong>the</strong>rs buy or<br />
even sell it or at least <strong>the</strong> parts <strong>of</strong> our own bodies, and when we are exploited by<br />
force <strong>to</strong> work without pay as slavery or work at a young age, and remove our<br />
organs. oreover trafficking includes <strong>the</strong> exploitation <strong>of</strong> us <strong>to</strong> participate in <strong>the</strong><br />
war and carry weapons.<br />
- <strong>Child</strong>: means any person less than eighteen years.<br />

This <strong>Pro<strong>to</strong>col</strong> applies <strong>to</strong> <strong>the</strong> prevention <strong>of</strong> crimes <strong>of</strong> trafficking in persons, which is<br />
made across countries as well as <strong>to</strong> <strong>the</strong> protection <strong>of</strong> <strong>the</strong> victims <strong>of</strong> <strong>the</strong>se crimes.<br />

<strong>The</strong> countries participate in <strong>Pro<strong>to</strong>col</strong> will adopt laws <strong>to</strong> punish people who<br />
involved in this crime.<br />

II. Protection trafficking in persons victims<br />
Arcle icms <strong>of</strong> Tracking in Persons Assistance and Protecon<br />
- Each country participate in this <strong>Pro<strong>to</strong>col</strong> will protect <strong>the</strong> privacy and <strong>the</strong> data <strong>of</strong><br />
<strong>the</strong> human trafficking victims.<br />
– Each country participate in this <strong>Pro<strong>to</strong>col</strong> will ensure that its law is providing <strong>the</strong><br />
protection for human trafficking victims and help <strong>the</strong>m <strong>to</strong> express <strong>the</strong>ir opinions.<br />
- Each country participate in this <strong>Pro<strong>to</strong>col</strong> will provide physical and psychological<br />
care and social assistance <strong>to</strong> victims <strong>of</strong> trafficking in collaboration with nongovernmental<br />
organizations NGOs in order <strong>to</strong> provide <strong>the</strong>m with:<br />
A - Suitable housing, B - edical and psychological care, C - Education and training<br />
and providing <strong>the</strong>m <strong>the</strong> opportunity <strong>to</strong> work.<br />
- Each country participate in this <strong>Pro<strong>to</strong>col</strong> must give attention <strong>to</strong> age, gender and<br />
special needs <strong>of</strong> victims <strong>of</strong> trafficking in persons, especially <strong>the</strong> special needs <strong>of</strong><br />
children, and providing <strong>the</strong>m with housing, education and care.<br />
- Each country participate in this <strong>Pro<strong>to</strong>col</strong> will provide physical care for victims <strong>of</strong><br />
trafficking in persons while <strong>the</strong>y are inside its land.<br />
- Each country participate in this <strong>Pro<strong>to</strong>col</strong> will ensure that laws include possibility<br />
<strong>of</strong> obtaining compensation for victims <strong>of</strong> trafficking in persons for <strong>the</strong> damage that<br />
<strong>the</strong>y suffered.<br />
Arcle icms <strong>of</strong> Tracking in Persons Situaon in Receiving Countries<br />
Each country participate in this <strong>Pro<strong>to</strong>col</strong> will ensure <strong>the</strong> existence <strong>of</strong> <strong>the</strong> law which<br />
would permit <strong>the</strong> remaining <strong>of</strong> <strong>the</strong> victims <strong>of</strong> trafficking within its land, temporarily<br />
or permanently, as well as must give an attention <strong>to</strong> <strong>the</strong>ir human and emotional<br />
needs.<br />
Arcle Return <strong>the</strong> icms <strong>of</strong> Tracking in Persons <strong>to</strong> <strong>the</strong>ir omes<br />
- Each country participate in this <strong>Pro<strong>to</strong>col</strong> will allow <strong>the</strong> return <strong>of</strong> victims <strong>of</strong><br />
trafficking in persons, whe<strong>the</strong>r <strong>the</strong>y are citizens or have <strong>the</strong> right <strong>to</strong> reside within<br />
while maintaining <strong>the</strong>ir safety.<br />
- When a country participate in this <strong>Pro<strong>to</strong>col</strong> return a victim <strong>of</strong> trafficking in<br />
persons <strong>to</strong> ano<strong>the</strong>r country is also involved in <strong>the</strong> <strong>Pro<strong>to</strong>col</strong> must give an attention<br />
<strong>to</strong> her/his safety.<br />

- When <strong>the</strong> countries participate in this <strong>Pro<strong>to</strong>col</strong> receiving one <strong>of</strong> <strong>the</strong> victims <strong>of</strong><br />
trafficking in persons it must ensure that she/he is one <strong>of</strong> its citizens or has<br />
permanent residence on its land.<br />
- In <strong>the</strong> absence <strong>of</strong> a proper travel papers for one <strong>of</strong> <strong>the</strong> victims <strong>of</strong> trafficking in<br />
persons, <strong>the</strong> country which <strong>the</strong> victim belongs <strong>to</strong> or has <strong>the</strong> right <strong>to</strong> stay inside it<br />
will agree <strong>to</strong> give him <strong>the</strong> papers <strong>to</strong> get back <strong>to</strong> its land.<br />
& - <strong>The</strong>se articles does not affect or conferred by <strong>the</strong> law <strong>of</strong> any country or any<br />
agreement between two or more countries when be applied in <strong>the</strong> case <strong>of</strong> <strong>the</strong><br />
return <strong>the</strong> victims <strong>of</strong> trafficking in persons.<br />
III: <strong>Prevent</strong>ion, Cooperation and o<strong>the</strong>r Rules<br />
Arcle Prevenon <strong>of</strong> Tracking in Persons<br />
- Our Countries participates in this <strong>Pro<strong>to</strong>col</strong> will establish programs and do<br />
actions <strong>to</strong>:<br />
A - <strong>Prevent</strong> and combat trafficking in persons,<br />
B - Protect victims <strong>of</strong> trafficking in persons, especially women and children.<br />
- <strong>The</strong> countries members <strong>of</strong> this <strong>Pro<strong>to</strong>col</strong> will do research, media campaigns<br />
social and economic activities <strong>to</strong> prevent and combat trafficking in persons, and we<br />
can be part <strong>of</strong> that.<br />
- <strong>The</strong>se actions and programs will organize in cooperation with nongovernmental<br />
organizations and o<strong>the</strong>r organizations.<br />
- Countries participates in this <strong>Pro<strong>to</strong>col</strong> will cooperate <strong>to</strong> eliminate <strong>the</strong> conditions<br />
that make persons, especially women and children vulnerable <strong>to</strong> trafficking such as<br />
poverty.<br />
- Countries members <strong>of</strong> this <strong>Pro<strong>to</strong>col</strong> will cooperate <strong>to</strong>ge<strong>the</strong>r <strong>to</strong> do educational,<br />
cultural or social activities in order <strong>to</strong> prevent <strong>the</strong> exploitation <strong>of</strong> persons,<br />
especially women and children.<br />
Arcle Exchange <strong>of</strong> Information and Provide Training<br />
- Our counties will cooperate <strong>to</strong>ge<strong>the</strong>r <strong>to</strong> exchange information in accordance<br />
with its laws <strong>to</strong> be able <strong>to</strong> know:<br />

A- If people who cross international borders have <strong>the</strong> travel documents <strong>of</strong> <strong>the</strong>ir<br />
own or o<strong>the</strong>rs' documents or if <strong>the</strong>y are victims <strong>of</strong> trafficking;<br />
B- To see what types <strong>of</strong> travel documents <strong>of</strong> individuals that used <strong>to</strong> cross<br />
international borders for <strong>the</strong> purpose <strong>of</strong> trafficking in persons; and<br />
C – Countries will exchange <strong>the</strong> information about <strong>the</strong> means used by <strong>the</strong> human<br />
traffickers.<br />
- Countries participating in this <strong>Pro<strong>to</strong>col</strong> will provide training in areas <strong>of</strong><br />
immigration law <strong>to</strong> prevent trafficking in persons, and must give an attention <strong>to</strong><br />
<strong>the</strong> education and training <strong>of</strong> human rights, child rights, gender, and doing this in<br />
collaboration with NGOs and o<strong>the</strong>rs.<br />
- Every country member <strong>of</strong> this <strong>Pro<strong>to</strong>col</strong> will maintain <strong>the</strong> privacy <strong>of</strong> information<br />
when it shares with o<strong>the</strong>r countries.<br />
Arcle Acons on <strong>the</strong> Borders between Countries<br />
- Each Country participates in this <strong>Pro<strong>to</strong>col</strong> will control its borders <strong>to</strong> prevent<br />
trafficking in persons.<br />
- Each country member <strong>of</strong> this <strong>Pro<strong>to</strong>col</strong> will adopt a law <strong>to</strong> prevent <strong>the</strong><br />
commercial means <strong>of</strong> transport used by human traffickers.<br />
- <strong>The</strong>se laws should allow ensuring that all passengers have <strong>the</strong>ir appropriate<br />
travel documents prior <strong>to</strong> <strong>the</strong>ir travel.<br />
- Each country participates in this <strong>Pro<strong>to</strong>col</strong> will punish those who transport<br />
people for trafficking.<br />
- Each country member <strong>of</strong> this <strong>Pro<strong>to</strong>col</strong> will not allow <strong>to</strong> people who involved in<br />
trafficking in persons <strong>to</strong> enter its terri<strong>to</strong>ry.<br />
- All countries participating in this <strong>Pro<strong>to</strong>col</strong> <strong>to</strong> must work <strong>to</strong>ge<strong>the</strong>r <strong>to</strong> moni<strong>to</strong>r <strong>the</strong><br />
borders.<br />
Arcle Protecon <strong>of</strong> Travel ocuments<br />
Each country member <strong>of</strong> this <strong>Pro<strong>to</strong>col</strong> will ensure that <strong>the</strong> travel documents are<br />
difficult <strong>to</strong> imitate or falsify, as well as preventing <strong>the</strong>ir use incorrectly.<br />
Arcle <strong>the</strong> Real Travel ocuments<br />
Each country participate in this <strong>Pro<strong>to</strong>col</strong> will ensure that <strong>the</strong> documents <strong>of</strong> <strong>the</strong><br />
travelers are correct and <strong>the</strong>y do not use it for trafficking in persons.<br />

IV Final Actions<br />
Arcle Principle <strong>of</strong> Protecon<br />
This <strong>Pro<strong>to</strong>col</strong> <strong>to</strong> ensure <strong>the</strong> rights <strong>of</strong> nations and individuals under <strong>the</strong><br />
international law and international humanitarian law and human rights, and does<br />
not distinguish between victims <strong>of</strong> trafficking.<br />
Arcle Problem-Solving<br />
Countries participating in this <strong>Pro<strong>to</strong>col</strong> will resolve problems concerning <strong>the</strong><br />
interpretation <strong>of</strong> this agreement through <strong>the</strong> discussions, and if not resolved<br />
within () months any country <strong>of</strong> that member in this <strong>Pro<strong>to</strong>col</strong> may refer <strong>the</strong><br />
problem <strong>to</strong> <strong>the</strong> International Court <strong>of</strong> Justice.<br />
Arcle Signature, Acceptance and Accession <strong>to</strong> this <strong>Pro<strong>to</strong>col</strong><br />
- <strong>The</strong> signing <strong>of</strong> this <strong>Pro<strong>to</strong>col</strong> was opened <strong>to</strong> our countries from <strong>to</strong> <br />
ecember in 'Palermo', Italy, and <strong>the</strong>n at <strong>the</strong> headquarters <strong>of</strong> <strong>the</strong> <strong>United</strong><br />
Naons 'New York' unl ecember .<br />
- This signature is available <strong>to</strong> regional organizations for economic cooperation,<br />
that at least one country <strong>of</strong> this organization has signed <strong>the</strong> <strong>Pro<strong>to</strong>col</strong>.<br />
- This <strong>Pro<strong>to</strong>col</strong> is open for acceptance and approval, and <strong>the</strong>se approvals leaves<br />
with <strong>the</strong> Secretary-General <strong>of</strong> <strong>the</strong> <strong>United</strong> <strong>Nations</strong>.<br />
- Starng from <strong>to</strong> ecember all countries <strong>of</strong> <strong>the</strong> <strong>United</strong> Naons or <strong>the</strong><br />
regional organizations will be able <strong>to</strong> agree with <strong>the</strong> <strong>Pro<strong>to</strong>col</strong> principals by signing<br />
it.<br />
Arcle , <strong>the</strong> Convenon in Acon<br />
- This <strong>Pro<strong>to</strong>col</strong> will be in action on <strong>the</strong> ninetieth day after <strong>the</strong> date <strong>of</strong> submission<br />
<strong>of</strong> <strong>the</strong> approval number ().<br />
Arcle Amendment<br />
- Aer () years from <strong>the</strong> beginning <strong>of</strong> <strong>the</strong> <strong>Pro<strong>to</strong>col</strong> our countries may propose an<br />
amendment and submit it <strong>to</strong> <strong>the</strong> Secretary General <strong>of</strong> <strong>the</strong> <strong>United</strong> <strong>Nations</strong>, who will<br />
inform <strong>the</strong> o<strong>the</strong>r countries participating in this <strong>Pro<strong>to</strong>col</strong>, as well as <strong>the</strong> Conference<br />
<strong>of</strong> <strong>the</strong> embers <strong>of</strong> this Convention, in order <strong>to</strong> discussing it and taking an action.<br />
Any amendment is subject <strong>to</strong> <strong>the</strong> approval <strong>of</strong> <strong>the</strong> countries participating in this<br />
<strong>Pro<strong>to</strong>col</strong>.<br />

- Every country that is a member <strong>of</strong> this <strong>Pro<strong>to</strong>col</strong> may denounce this agreement<br />
by writing note <strong>to</strong> <strong>the</strong> Secretary-General <strong>of</strong> <strong>the</strong> <strong>United</strong> <strong>Nations</strong>; <strong>the</strong> denunciation<br />
will become effective after one year from <strong>the</strong> date <strong>of</strong> receipt that note.<br />

- <strong>The</strong> Secretary-General <strong>of</strong> <strong>the</strong> <strong>United</strong> <strong>Nations</strong> will keep in a safe place <strong>the</strong><br />
promises submitted by our countries when <strong>the</strong>y sign <strong>the</strong> <strong>Pro<strong>to</strong>col</strong>.<br />
- <strong>The</strong> text <strong>of</strong> this <strong>Pro<strong>to</strong>col</strong> will be available in many languages like Arabic, Chinese,<br />
English, French, Russian and Spanish.<br />
