need to consider leapfrogging possibilities in other sectors such as agriculture,<br />
manufacturing <strong>and</strong> service sectors.<br />
Three clusters namely infrastructure planning <strong>and</strong> development; production <strong>and</strong><br />
manufacturing; <strong>and</strong> service delivery, that are attractive from the perspective of SCP in<br />
Africa are related to meeting basic needs <strong>and</strong> have an important role in terms of pulling<br />
millions of Africans out of poverty.<br />
The major opportunities for leapfrogging in Africa are the rich natural resource<br />
endowment of the continent; its currently low level of technological development; limited<br />
infrastructural expansion; <strong>and</strong> low-level corporate establishment. The challenges in<br />
realizing leapfrogging into SCP in Africa manifest at three points namely, pre-leap phase<br />
in the form of platform <strong>and</strong> framework (e.g. global economic structure); vehicles (e.g.<br />
low level of education); <strong>and</strong> during the post-leap phase (e.g. lock-in problems)<br />
To enable leapfrogging in an SCP fashion in Africa, the required policies <strong>and</strong> actions can<br />
be categorized into four clusters namely, political <strong>and</strong> institutional cluster; infrastructural<br />
cluster; development context <strong>and</strong> cooperation cluster; <strong>and</strong> instrumental cluster.<br />
Government policies, education as well as institutional capacity building are included<br />
under the first cluster. The second cluster is about the technological infrastructure <strong>and</strong><br />
associated decentralized systems. The development <strong>and</strong> cooperation cluster is where the<br />
soft parts of stakeholder participation, cooperation as well as partnership are highlighted.<br />
Aspects such as cultural context that are related to the prevailing condition on the ground<br />
in Africa are parts of the instrumental cluster.<br />
<strong>Leapfrogging</strong> to SCP is desirable <strong>and</strong> possible in Africa. It is important to highlight the<br />
role of legislative <strong>and</strong> policy level measures that can pave the way for leapfrogging. As in<br />
the case of the Brazilian ethanol case, for any kind of technological change that can be<br />
characterized as some form of leapfrogging to succeed, both strong government policies<br />
<strong>and</strong> good technological capabilities are needed in order to achieve widespread<br />
deployment of the technologies.<br />
<strong>Leapfrogging</strong> is not <strong>and</strong> can not be a panacea for all problems <strong>and</strong> development<br />
challenges of Africa. It is, however, an alternative that has the potential to avoid future<br />
social, economic <strong>and</strong> environmental costs of conventional alternatives.<br />
Integrated <strong>and</strong> holistic policies <strong>and</strong> strategies should be developed <strong>and</strong> implemented to<br />
amplify its merits while minimizing its demerits. To this end, the role of development<br />
partners is important provided that they support contextualized leapfrogging solutions in<br />
a less prescriptive fashion.<br />
1 Background<br />
Globally challenges like climate change are dem<strong>and</strong>ing the reorganization of human<br />
activities using different paradigm shift. The ecological <strong>and</strong> resource crises faced by the<br />
world today call for the need to have a sustainable economic development that takes into<br />
account both social as well as ecological performances of development plans <strong>and</strong><br />
strategies.<br />
