3.2- Prioritizing sustainability impacts (from long-list to short-list)<br />

The second step of this prioritization consisted on identifying the most important and<br />

pressing national priorities. Therefore, a sample of 7 experts was consulted in the three<br />

main pillars of sustainable development, i.e. economical, ecological, and social<br />

(reference Appendix A)<br />

Three key questions were asked to each expert (see Appendix B):<br />

- How important is this issue to your government?<br />

- What scope is there to improve?<br />

- Will the market be able to respond to this issue?<br />

Experts’ answers were compiled on a scale from 1 to 5 according to their own<br />

professional opinion. Then we calculated the average score for each of these 25<br />

priorities (see Appendix C). 8 major priorities were identified as shown in Table 2. A brief<br />

description of each priority is provided as per annex D.<br />

At this stage, following a common agreement with the Client, the top 8 priorities were<br />

regrouped into 6 priorities since it is only rational to merge ―Traffic management and<br />

Public Transportation‖ into same priority since they go hand-in-hand well as ―Regional<br />

disparities minimization and Regional job opportunities development‖ as the latter is an<br />

integral part of the former one. Therefore the creation of the short list of priorities was<br />

established (Table 3).<br />
