NEDSS Phase II, Deliverables 1 and 2 II. Project Overview Introduction This section of the NEDSS Implementation Plan provides an overview of the purpose, scope and objectives of the project, the project assumptions and constraints, a list of project deliverables, a summary of the project schedule, and the plan for evolving the Implementation Plan. Purpose, Scope and Objectives The purpose of the project is to provide BOH and other key stakeholders with the means to improve timeliness, completeness and quality of disease reporting. This in turn will allow for the rapid detection of public health threats, timely public health responses and facilitate accurate and complete public health decision-making processes. The core objectives of this project are to: • Fully implement the NEDSS Base system in a production environment; • Establish reporting and data exchange with the State Health and Environmental Testing Laboratory; • Establish reporting and data exchange with a large in-state reference laboratory; • Establish reporting and data exchange with a hospital laboratory; • Replace the existing NETSS functionality with the NEDSS Base system; • Replace the existing TIMS functionality with the NEDSS Base system; • Interface with IMMPACT; • Document the NEDSS system; and • Provide Training to appropriate BOH staff and stakeholders. This project will be closely tied to the Health Alert Network (HAN) initiative, as both projects address similar public health issues and objectives and require cooperation from the same stakeholders. As the HAN project becomes further defined, the NEDSS Implementation project plan will be modified to describe the specific tasks where the two projects dovetail. Additionally, this project will work closely with the ongoing effort of IMMPACT. Outside of BOH, this project needs to work in conjunction with ongoing efforts and projects within the DHS Technology Services (DoTS), such as implementation of Health Insurance Portability and Accountability Act (HIPAA). Assumptions The following assumptions relate to the objectives of the NEDSS Implementation project as stated above: • The project and other management plans cannot be finalized until the NEDSS Base system is released; • The final NEDSS Base System is released by CDC prior to the start of the project implementation; • CDC resource is available for technical system training; PHRG Page 5 of 35 September 28, 2001
NEDSS Phase II, Deliverables 1 and 2 • Appropriate laboratory resources are available for implementing data exchange functionality; • DoTS can assign appropriate resources throughout duration of project; and • A suitable development / testing environment is available.
