<strong>NEDSS</strong> Phase II, Deliverables 1 and 2<br />

II. Project Overview<br />

Introduction<br />

This section of the <strong>NEDSS</strong> Implementation Plan provides an overview of the purpose, scope and<br />

objectives of the project, the project assumptions and constraints, a list of project deliverables, a<br />

summary of the project schedule, and the plan for evolving the Implementation Plan.<br />

Purpose, Scope and Objectives<br />

The purpose of the project is to provide BOH and other key stakeholders with the means to<br />

improve timeliness, completeness and quality of disease reporting. This in turn will allow for the<br />

rapid detection of public health threats, timely public health responses and facilitate accurate and<br />

complete public health decision-making processes.<br />

The core objectives of this project are to:<br />

• Fully implement the <strong>NEDSS</strong> Base system in a production environment;<br />

• Establish reporting and data exchange with the State Health and Environmental Testing<br />

Laboratory;<br />

• Establish reporting and data exchange with a large in-state reference laboratory;<br />

• Establish reporting and data exchange with a hospital laboratory;<br />

• Replace the existing NETSS functionality with the <strong>NEDSS</strong> Base system;<br />

• Replace the existing TIMS functionality with the <strong>NEDSS</strong> Base system;<br />

• Interface with IMMPACT;<br />

• Document the <strong>NEDSS</strong> system; and<br />

• Provide Training to appropriate BOH staff and stakeholders.<br />

This project will be closely tied to the Health Alert Network (HAN) initiative, as both projects<br />

address similar public health issues and objectives and require cooperation from the same<br />

stakeholders. As the HAN project becomes further defined, the <strong>NEDSS</strong> Implementation project<br />

plan will be modified to describe the specific tasks where the two projects dovetail.<br />

Additionally, this project will work closely with the ongoing effort of IMMPACT.<br />

Outside of BOH, this project needs to work in conjunction with ongoing efforts and projects<br />

within the DHS Technology Services (DoTS), such as implementation of Health Insurance<br />

Portability and Accountability Act (HIPAA).<br />

Assumptions<br />

The following assumptions relate to the objectives of the <strong>NEDSS</strong> Implementation project as<br />

stated above:<br />

• The project and other management plans cannot be finalized until the <strong>NEDSS</strong> Base<br />

system is released;<br />

• The final <strong>NEDSS</strong> Base <strong>System</strong> is released by CDC prior to the start of the project<br />

implementation;<br />

• CDC resource is available for technical system training;<br />
