IV. Managerial Process Plans<br />
Start-up Plan<br />
As control of the budget is not within the scope of this plan, the only portion of the start-up plan<br />
that will be addressed in this document will relate to staffing and resource acquisition.<br />
The required contractor resources allocated during this project will vary from 2 in the initial<br />
phases, to 3 or 4 during the actual testing and implementation phase. These resources will have<br />
both technical and project planning skill sets.<br />
Besides the project manager, which this project will require a significant portion of their time<br />
(+50%), the BOH will need to allocate some nominal time for resources associated with NETSS,<br />
TIMS, IMMPACT, and the data contained within these systems. This should amount to<br />
approximately one person per system for several weeks.<br />
DoTS will provide a key role in this project, and accordingly this project will rely at times quite<br />
heavily on that resource. Concerning the acquisition and allocation of technical resources<br />
(hardware and software), or just familiarizing the project team with the technology standards in<br />
place, this project will require both highly technical and administrative DoTS resources.<br />
One of the primary functions of <strong>NEDSS</strong> is the receipt of laboratory test results. With HETL<br />
acting as the fundamental supplier laboratory data, a successful interface (data exchange)<br />
between the <strong>NEDSS</strong> Base system and the HETL is dependant upon key resources within the<br />
laboratory. This project will require significant time from technical and laboratory processing<br />
staff at HETL. These technical resources will not only need the skill set to understand current<br />
technologies, but have intimate knowledge of the HETL system and all its nuances.<br />
Additional resources will be identified and reported once the project officially begins and the<br />
requirements become established.<br />

Project Tracking Plan<br />
Project tracking will be coordinated between the contractor and BOH project managers. One of<br />
the first stages of the project will be to define how to implement requirements management and<br />
schedule control. Without all the details of the <strong>NEDSS</strong> Base system and consequently the<br />
specifications of the implementation, this section outlines key areas that will need to be<br />
established once the project begins:<br />
• Specify the process for measuring, reporting and controlling changes to the project<br />
requirements.<br />
• Specify the processes to be used in assessing the impact of requirements changes on<br />
product scope and quality, and the impacts of requirements changes on project schedule,<br />
budget, resources and risk factors.<br />
