The Senior Commissioned Officer Student Training and Extern Program (SRCOSTEP) is designed to assist students
financially during the final academic year of their qualifying degree in return for an agreement to work for the U.S.
Public Health Service (PHS) Commissioned Corps after graduation. The payback service obligation is equal to twice
the time sponsored, i.e., an 18-month employment commitment for 9 months of financial support. Upon graduation,
assignments are made to the sponsoring Operating Division (OPDIV)/Staff Division (STAFFDIV)/non-Department
of Health and Human Services (HHS) organization to which the officer is assigned that provided the financial
support.

Students preparing for careers in medicine, dentistry, nursing, pharmacy, physical or occupational therapy, and medical technologies
are eligible to apply. A student must be a U.S. or Canadian citizen, enrolled full time in a school accredited in the field involved and
application must be for at least the third year of college. R.N. students must have completed the first year of schooling. Pre-med
students are not eligible to apply. For those students seeking degrees of M.D. or D.D.S. application must be for at least the second year
of medical or dental school.

o Abe and Esther Hagiwara Student Aid Award
The JACL is a national organization which has awarded hundreds of thousands of dollars to deserving JACL
members and their children.
A trust was established by the estate of Abe and Esther Hagiwara to provide financial assistance to students, who
otherwise would have to delay or terminate their education due to a lack of financing. Only applicants that exhibit
severe financial need will be considered for this award.
To request a Hagiwara financial aid application, write to the address above. Enclose a self-addressed stamped 4" x
10" envelope in your request. Applications are available October through March 20. Applications must be
postmarked by April 1.
o Chiyoko and Thomas Shimazaki Scholarship
The JACL is a national organization which has awarded hundreds of thousands of dollars to deserving JACL
members and their children.
Mr. Shimazaki was an active member of the Greater Los Angeles chapter, bringing forth singles concerns to the
national organization. This award is given to a student planning a career in the medical field.

o Henry & Chiyo Kuwahara Memorial Scholarship
The JACL is a national organization which has awarded hundreds of thousands of dollars to deserving JACL
members and their children.
This award was established by the estate of Henry and Chio Kuwahara. Mr Kuwahara, a resident of Los Angeles,
was a well known investment and securities broker in Little Tokyo.
