REQUEST FOR PROPOSAL FOR A VIDEO ANIMATION
UNFPA Afghanistan is looking for a company registered in Afghanistan that can produce an educational
cartoon video animation (High Quality full 3D Animation) in Dari, Pashto and English.
To participate in the selection process the following documents need to be presented to Jamshid Sharifi
(sharifi@unfpa.org) before the mentioned deadline.
Document to be presented:
- Company presentation
- Cartoonist Curriculum Vitae
- Samples of previous similar production
- Budget to produce the video animation 3 minutes long with the following breakdown
1- Script Writer + Translation to Dari and Pashto of a 3 minutes long story
2- Creating Characters (6 main characters)
3- 3D Modeling characters, environment
4- Animating 3 minutes animation
5- Rendering and compositing 3 min. animation
6- Dubbing to Dari and Pashto (source language for animation is English)
7- Music and Sound Effect Plus final Mixing sound

Cartoon Brief:
- Topic/Objective: to improve access and utilization to Birth Spacing /family planning in Afghanistan
through male involvement.
- Target Audience: young afghan, men and women from 14 to 45 years old
Background information:
- In Afghanistan the Total Fertility Rate (TFR) of 5.1 children per woman is high. This implies that an
average Afghan woman will bear approximately six children in her lifetime if she experiences the
currently-observed age-specific fertility rates throughout her reproductive years.
The Millennium Development Goals n. 5 calls for reduction of maternal mortality by three quarter and
ensuring universal access to reproductive health by 2015. Each pregnancy multiplies a woman’s
chances of dying from complications of pregnancy and childbirth. Family planning services are essential
to enable women to delay, space and limit pregnancies, potentially averting 32 % of all maternal deaths
and nearly 10 % of childhood deaths. Access to family planning can save lives and it could help
prevent up to 1 in 3 maternal deaths and 1 in 11 child deaths.
According to the 2010 Afghanistan Mortality Survey, 90% of currently married women know of a
method of contraception yet only 22% use any family planning method.
Focus on Male involvement:
Expansion of Family Planning in Afghanistan requires the cooperation and involvement of men. Many
studies indicate that involvement of the male partner is an essential component in the success of family
planning programs. This is especially the case in societies where it is not customary for women to make
decisions regarding their fertility, such as Afghanistan. Providing family planning education and services
to Afghan men provides them with a much-needed service that currently does not exist in Afghanistan.
Their resulting increased knowledge and support of family planning will facilitate women’s access to
family planning services.
