Program<br />
This program promotes an improved business<br />
environment, regulatory reform to encourage<br />
small and medium-sized enterprise (SME) and<br />
industrial development, a stabilized and predictable<br />
market with increased integration with<br />
regional and international markets, improved<br />
competitiveness and economic diversification<br />
by lowering market entry and exit costs, and<br />
a working National Quality Infrastructure. The<br />
goal of this program is to create a socially responsible<br />
market economy in <strong>Afghanistan</strong>, in<br />
which sustainable and equitable growth is led<br />
by the private sector and that growth leads to<br />
increased employment, higher living standards<br />
and a reduction in poverty.<br />

This program is to create a modern and efficient<br />
Information and Telecommunications sector. It<br />
is strengthening legal, regulatory, policy and<br />
institutional frameworks, expanding the telecommunication<br />
network, establishing “E-Government”<br />
and “M-Government” options; and<br />
modernizing the postal sector. The purpose of<br />
the program is to make affordable communication<br />
services available in every district and<br />
village of <strong>Afghanistan</strong> through enabling market<br />
economy, so that all Afghans, men and women<br />
alike, can use ICT to expeditiously improve government,<br />
social services, foster the rebuilding<br />
process, increase employment, create a vibrant<br />
private sector, reduce poverty and support underprivileged<br />
groups and to make <strong>Afghanistan</strong><br />
a forefront member of the E-global society.<br />
The Agriculture and Rural <strong>Development</strong> Cluster<br />
The focus of this program is to reverse damage<br />
to irrigation and other water systems, soil,<br />
rangeland and forests for the agricultural economic<br />
sector to grow. It emphasizes on large/<br />
medium and small-scale projects in irrigation<br />
development and management along with<br />
water harvesting, community based natural<br />
resource management, leasing of government<br />
lands for commercial and semi-commercial<br />
purposes, and rural renewable energy development.<br />
