frame in which the vendor provides services to the government on a<br />

30, 60 or 90 day basis. This type of contracting allows agencies to<br />

contract SEATs for an extended time frame. Contractors have already<br />

submitted their bids for this type of contracting, so awarding the<br />

contract can be done in a short time frame. Orders for Variable Term<br />

Contracts will be placed through the <strong>National</strong> Program Manager for<br />

SEATs who will request a “Task Order” through the Contracting<br />

Officer at AMD. All requests must be presented to the <strong>National</strong><br />

Program Manager for SEATs with a minimum of three days prior to<br />

the requested deployment date. BLM Variable Term Contracts are<br />

funded by the <strong>National</strong> Office and are considered <strong>National</strong> Office<br />

resources. Operational control of these contracts can be delegated<br />

down from the <strong>National</strong> Office to the State FMO for each state they<br />

are assigned to. Operational control of these contracts may be<br />

delegated down to the District level through the State Aviation<br />

Managers. The primary use for theses resources is designated for<br />

initial attack.<br />

C. Exclusive Use Contracts.<br />

Exclusive Use Contracts are those awarded to a vendor for a specified<br />

time frame in which the vendor provides exclusive use of its aircraft<br />

and support equipment to the government. Request for this type of<br />

contracting will be requested through and awarded by AMD.<br />

D. Modification for Aerial Task Force (ATF) modules.<br />

Provisions have been made to allow for a contract on a case by case<br />

basis for the Aerial Task Force (ATF) modules. Requests for any<br />

ATF modules will be identified and processed at a national level.<br />

V. Placing an Order for a SEAT.<br />

Placing an order for SEATs will be in compliance with all national and<br />

regional mobilization guidelines, using the appropriate dispatching<br />

procedures identified in those documents.<br />

SEATs are <strong>National</strong> Resources ordered and managed at both the<br />

geographical and national levels. A <strong>National</strong> SEAT Coordinator position<br />

was developed to help facilitate the ordering and movement of SEAT<br />

aircraft and managers. The <strong>National</strong> SEAT Coordinator works directly<br />

with the <strong>National</strong> <strong>Interagency</strong> Coordination Center (NICC) on a daily<br />

basis.<br />

A. <strong>National</strong> On Call Contract.<br />

SEAT vendors are list on a <strong>National</strong> SEAT Source List under the<br />
