V. SEAT Coordinator (SECO) Position.<br />

A. Introduction.<br />

The SECO position was developed to be mobilized at a state or<br />

regional level to help coordinate SEAT operations within a<br />

geographical area. The intent for the SECO is to work with all<br />

interagency partners within the defined area. Efforts for mobilizing a<br />

SECO for a specified area should involve coordinating with ALL<br />

agencies utilizing SEATs within that area. All assignments for<br />

SECOs will be approved through the BLM <strong>National</strong> SEAT Program<br />

Manager prior to the order being placed. All qualified SECOs, while<br />

on assignment as a SECO, represent the <strong>National</strong> Aviation Office,<br />

and the <strong>National</strong> Program Manager for SEATs. While deployed, the<br />

SECO will be under the day to day direction of the local State<br />

Aviation Manager or Regional Aviation Officer.<br />

B. Delegation of Authority.<br />

The SECO will receive written delegation of authority identifying the<br />

participating agencies, points of contacts, and assignment objectives.<br />

C. SECO Duties and Responsibilities:<br />

Perform as a liaison between the agency and the SEAT base of<br />

operations.<br />

Report directly to the agency’s state or regional level aviation<br />

managers, when assigned to a specific area of responsibility.<br />

Perform base inspections in the field using the standard SEAT<br />

base inspection form developed for pre-season or readiness<br />

reviews.<br />

o Provide assistance in rectifying any discrepancies.<br />

o Offer recommendations to improve safety and operational<br />

efficiency.<br />

Report to the State Aviation Manager or Regional Aviation Office<br />

or designee, as well as the <strong>National</strong> SECO or <strong>National</strong> Program<br />

Manager for SEATs on a daily basis or other schedule that is<br />

approved in advance.<br />

Report all concerns/issues to the State Aviation Manager or<br />
