established SEAT base, will supervise agency personnel as
well as contractor /cooperators in the proper and accepted
aircraft loading/parking procedures.
Regulate all aircraft and motor vehicle movements on and
around the SEAT operations base. SEMGs are responsible
for the safe operation of the ramp and loading pit area.
Although SEMGs are not required to be a qualified and
current Ramp Manager, it is strongly recommended that
each SEMG attend appropriate ramp manager training as
indicated in the Interagency Air Tanker Base Operations
Guide. In addition, when the number of SEATs operating
out of a remote base exceeds the standard span of control (3
per SEMG) additional personnel shall be ordered to provide
adequate oversight of ramp operations and traffic control.
Coordinate efforts to ensure that all fuel and retardant spills
are properly cleaned according to the established base
procedures or environmental and/or hazardous materials
procedures.
Ensure retardant quality in mixing and testing to
specifications prior to loading of aircraft by monitoring the
refractometer readings documented by the contractor and
conducting periodical assurance checks.
Ensure all personnel on the base are wearing the appropriate
attire and are adhere to any established dress codes the
using agency may have identified.
Monitor and document density altitude downloading of
retardant loads in aircraft.
Develop and maintain inventory of alternate operation
locations in conjunction with fire management staff and
flight crews.
Advise agency personnel regarding the need to relocate
operations nearer the incident, thus providing a more
efficient and cost effective air operation, and coordinates
with the SEAT pilot regarding airfield/airstrip capabilities
& limitations.
