established SEAT base, will supervise agency personnel as<br />

well as contractor /cooperators in the proper and accepted<br />

aircraft loading/parking procedures.<br />

Regulate all aircraft and motor vehicle movements on and<br />

around the SEAT operations base. SEMGs are responsible<br />

for the safe operation of the ramp and loading pit area.<br />

Although SEMGs are not required to be a qualified and<br />

current Ramp Manager, it is strongly recommended that<br />

each SEMG attend appropriate ramp manager training as<br />

indicated in the <strong>Interagency</strong> <strong>Air</strong> <strong>Tanker</strong> Base <strong>Operations</strong><br />

<strong>Guide</strong>. In addition, when the number of SEATs operating<br />

out of a remote base exceeds the standard span of control (3<br />

per SEMG) additional personnel shall be ordered to provide<br />

adequate oversight of ramp operations and traffic control.<br />

Coordinate efforts to ensure that all fuel and retardant spills<br />

are properly cleaned according to the established base<br />

procedures or environmental and/or hazardous materials<br />

procedures.<br />

Ensure retardant quality in mixing and testing to<br />

specifications prior to loading of aircraft by monitoring the<br />

refractometer readings documented by the contractor and<br />

conducting periodical assurance checks.<br />

Ensure all personnel on the base are wearing the appropriate<br />

attire and are adhere to any established dress codes the<br />

using agency may have identified.<br />

Monitor and document density altitude downloading of<br />

retardant loads in aircraft.<br />

Develop and maintain inventory of alternate operation<br />

locations in conjunction with fire management staff and<br />

flight crews.<br />

Advise agency personnel regarding the need to relocate<br />

operations nearer the incident, thus providing a more<br />

efficient and cost effective air operation, and coordinates<br />

with the SEAT pilot regarding airfield/airstrip capabilities<br />

& limitations.<br />
