Construction BMPs<br />

3.1.1 General SWMP Recommendations<br />

• At a minimum, a SWMP should communicate and satisfy <strong>the</strong> following:<br />

o<br />

o<br />

o<br />

Identify all potential sources of pollution which may affect <strong>the</strong> quality of stormwater discharges<br />

associated with construction activity;<br />

Describe <strong>the</strong> practices to be used to reduce <strong>the</strong> pollutants in stormwater discharges associated<br />

with construction activity including <strong>the</strong> installation, implementation and maintenance<br />

requirements; and<br />

Be prepared in accordance with good engineering practices and be updated throughout<br />

construction and stabilization of <strong>the</strong> site.<br />

• Implement <strong>the</strong> provisions of <strong>the</strong> SWMP as written and updated, from commencement of construction<br />

activity until final stabilization is complete. The SWMP typically requires additions or o<strong>the</strong>r<br />

modifications once construction commences, and documentation of all modifications and<br />

amendments is typically required by <strong>the</strong> construction stormwater permit. UDFCD recommends that<br />

<strong>the</strong> contractor maintain records of all inspections, BMP maintenance, and communications with <strong>the</strong><br />

owner and/or engineer. This should be kept on-site, with <strong>the</strong> SWMP. UDFCD recommends that<br />

<strong>the</strong>se records be recognized as part of <strong>the</strong> SWMP but that changes to <strong>the</strong> practices identified in <strong>the</strong><br />

SWMP should not be made without <strong>the</strong> approval of an engineer.<br />

• The SWMP should include additional discussion or plans for any special requirements of <strong>the</strong> site.<br />

Special requirements include Spill Prevention Control and Countermeasure (SPCC) plans under<br />

Section 311 of <strong>the</strong> Clean Water Act, or BMP programs o<strong>the</strong>rwise required by ano<strong>the</strong>r CDPS permit.<br />

3.1.2 SWMP Elements<br />

The SWMP should include <strong>the</strong> following as a minimum. When some sections are not applicable, include<br />

a statement to that effect.<br />

• Site Description: Clearly describe <strong>the</strong> construction activity, including:<br />

o<br />

o<br />

o<br />

o<br />

o<br />

o<br />

The nature of <strong>the</strong> construction activity at <strong>the</strong> site.<br />

The proposed sequence for major activities.<br />

Estimates of <strong>the</strong> total area of <strong>the</strong> site, and <strong>the</strong> area and location expected to be disturbed by<br />

clearing, excavation, grading, or o<strong>the</strong>r construction activities.<br />

A summary of any existing data used in <strong>the</strong> development of <strong>the</strong> site construction plans or SWMP<br />

that describe <strong>the</strong> soil or existing potential for soil erosion.<br />

A description of <strong>the</strong> existing vegetation at <strong>the</strong> site and an estimate of <strong>the</strong> percent vegetative<br />

ground cover.<br />

The location and description of all potential pollution sources, including ground surface<br />

disturbing activities (see CDPHE Stormwater General Permit for description), vehicle fueling,<br />

storage of fertilizers or chemicals, etc.<br />
