Stormwater Management and Planning Chapter 1<br />

The CWQCD administers and enforces <strong>the</strong> requirements of <strong>the</strong> CDPS stormwater program, generally<br />

including <strong>the</strong>se general permit categories:<br />

• Municipal: CDPS General Permit for Stormwater Discharges Associated with Municipal Separate<br />

Storm Sewer Systems (MS4s) (Permit No. COR-090000). The CWQCD has issued three municipal<br />

general permits:<br />

1. A permit for MS4s within <strong>the</strong> Cherry Creek Reservoir Basin,<br />

2. A permit for o<strong>the</strong>r MS4s statewide, and<br />

3. A permit specifically for non-standard MS4s. (Non-standard MS4s are publicly owned systems<br />

for facilities that are similar to a municipality, such as military bases and large education, hospital<br />

or prison complexes.)<br />

• Construction: CDPS General Permit for Stormwater Discharges Associated with Construction<br />

Activity (Permit No. COR-030000).<br />

• Industrial: CDPS General Permits are available for light industry, heavy industry, metal mining,<br />

sand and gravel, coal mining and <strong>the</strong> recycling industries.<br />

The Phase II municipal MS4 permits require implementation of six minimum control measures (MCM):<br />

1. Public education and outreach on stormwater impacts<br />

2. Public involvement/participation<br />

3. Illicit connections and discharge detection and elimination<br />

4. Construction site stormwater management<br />

5. Post-construction stormwater management in new development and redevelopment<br />

6. Pollution prevention/good housekeeping for municipal operations<br />

This manual provides guidance to address some of <strong>the</strong> requirements for measures 4, 5, and 6.<br />
