gowns for use during the graduation ceremony.<br />

12.3 Community Service<br />

Every <strong>student</strong> is encouraged to complete a total of 40 hours of<br />

community service while attending <strong>Union</strong> <strong>County</strong> <strong>Vocational</strong>-<br />

Technical Schools. Twenty hours should be completed by the<br />

end of the sophomore year and the remainder before<br />

graduation. These hours should be fulfilled with at least two<br />

different community service activities.<br />

13.0 Search and Seizure<br />

School lockers remain the property of the <strong>district</strong> even when<br />

used by <strong>student</strong>s. Lockers are subject to administrative search<br />

in the interests of school safety, sanitation, discipline,<br />

enforcement of school regulations and search by law<br />

enforcement officials on presentation of a proper warrant.<br />

Students shall be informed of this policy when lockers are<br />

assigned. A <strong>student</strong>'s locker and possessions may be<br />

searched by school officials provided that the official has<br />

reasonable grounds to suspect that the search will turn up<br />

evidence that the <strong>student</strong> has violated or is violating either the<br />

law or the rules of the school. The extent or scope of the<br />

search will be reasonably related to the objectives of the search<br />

and not excessively intrusive. If illegal objects or controlled<br />

dangerous substances are found, the chief school administrator<br />

and the local police shall be notified immediately. The <strong>student</strong><br />

will be disciplined according to board policy and may be<br />

prosecuted in accordance with the law. Each <strong>student</strong> shall<br />

have the privilege of using a locker for personal belongings.<br />

The locker is designed for the use of one <strong>student</strong> only.<br />

Combinations should be kept private and not shared with other<br />

<strong>student</strong>s. It is expected that lockers are to be kept clean and<br />

free of debris. The hallway is not to be used to store personal<br />

items, books or bags.<br />

13.1 Substance Abuse Searches<br />

Searches conducted by staff when there is suspicion that<br />

substance abuse laws and policies are being violated will be<br />

based on the reasonable grounds required by this policy.<br />

When law enforcement officials conduct searches, the more<br />

stringent grounds required by law must be applied.<br />

14.0 Harassment, Intimidation and Bullying<br />

The <strong>Union</strong> <strong>County</strong> <strong>Vocational</strong>-Technical Schools prohibits<br />

acts of harassment, intimidation or bullying. A safe and civil<br />

environment in school is necessary for pupils to learn and<br />

achieve high academic standards. Harassment, intimidation<br />

or bullying, like other disruptive or violent behaviors, is<br />

conduct that disrupts both a pupil’s ability to learn and a
