Agency Mission<br />

The <strong>Texas</strong> <strong>Department</strong> <strong>of</strong> <strong>Public</strong> <strong>Safety</strong> is an agency <strong>of</strong> this state created to provide public safety services to those people in the state <strong>of</strong> <strong>Texas</strong> by enforcing laws,<br />

administering regulatory programs, managing records, educating the public, and managing emergencies, both directly and indirectly through interaction with<br />

other agencies.<br />

DPS Structure<br />

DPS is comprised <strong>of</strong> six major Divisions: Administration, Driver License, <strong>Texas</strong> Highway Patrol, Criminal Law Enforcement, <strong>Texas</strong> Rangers, and Governor's<br />

Division <strong>of</strong> Emergency Management.<br />

DPS HUB Program Objectives.<br />

Establish and implement policies governing purchasing that foster meaningful and substantive inclusion <strong>of</strong> <strong>Historically</strong> <strong>Underutilized</strong> Businesses (HUBs) in all<br />

phases <strong>of</strong> procurement activities, cultivate subcontracting opportunities and facilitate Mentor-Protege agreements.<br />

I. HUB Program - A <strong>Historically</strong> <strong>Underutilized</strong> Business (HUB) is defined as corporation, sole proprietorship, partnership or joint venture formed for the<br />

purpose <strong>of</strong> making a pr<strong>of</strong>it in which at least 51 % is owned or controlled by one or more <strong>of</strong> the following:<br />

The Comptroller <strong>of</strong> <strong>Public</strong> Accounts (CPA), <strong>Texas</strong> Procurement and Support Services (TPASS) administers the <strong>Historically</strong> <strong>Underutilized</strong> Business (HUB)<br />

II.<br />

Centralized Master Bidders List (CMBL) - is a master database used by State <strong>of</strong> <strong>Texas</strong> purchasing entities to develop a mailing list for vendors to receive<br />

bids based on the products or services they can provide to the State <strong>of</strong> <strong>Texas</strong>. Manufacturers, suppliers, and other vendors wishing to furnish materials,<br />

equipment, supplies, and services to the state should register for the CMBL to receive bidding opportunities. State <strong>of</strong> <strong>Texas</strong> purchasers are mandated to<br />

check the CMBL first when sourcing vendors. Annual registration/renewal fee is $70.00 and may be paid on-line by credit/debit card or check debit<br />

(US addresses only) or via a printable application (hltp:l/www.window.state.tx.us!procurementiproglcmbVreg_howto.html).<br />

III. Electronic State Business Daily (ESBD) - The ESBD is an automated search engine used by vendors. Statewide procurement opportunities valued at $25,000<br />

or more are posted on the ESBD. You can search by Agency, Requisition number, Class and Item Code. and key word.<br />

IV.<br />

Economic Opportunity Forums (EOF) - Are events sponsored by state and local government agencies, as well as minoritylwomen development centers<br />

and tade organizations. EOFs provide numerous opportunities to disseminate and share information about public and private sector procurement, as well<br />

as increase networking opportunities with <strong>Texas</strong>-based small, minority, and women-owned businesses.<br />

V. Mentor Protege Program - Mentor Protege Programs are designed to foster long-term relationships between prime contractors and <strong>Historically</strong> <strong>Underutilized</strong><br />

Businesses (HUBs). The objective <strong>of</strong> a Mentor Protege Program is two fold. One, is for the mentor to provide the Protege with pr<strong>of</strong>essional guidance and<br />

support to facilitate growth and business development. The second, is to provide the mentor with a strong and reliable subcontracting partner through<br />

increased exposure with the protege. All participation is voluntary.<br />

VI.<br />

HUB SUbcontracting Opportunities - In accordance with <strong>Texas</strong> Gov'! Code §2161.252 and <strong>Texas</strong> Administrative Code §111.14, each state agency<br />

(including institutions <strong>of</strong> higher education) as defined by §2151.oo2 that considers entering into a contract with an expected value <strong>of</strong> $100,000 or more shall,<br />

before the agency solicits bids, proposals, <strong>of</strong>fers, or other applicable expressions <strong>of</strong> interest, determine whether subcontracting opportunities are probable<br />

under the contract. If subcontracting opportunities are probable, each state agency's invitation for bids or other purchase solicitation documents for<br />

construction, pr<strong>of</strong>essional services, other services, and commodities with an expected value <strong>of</strong> $100,000 or more shall state that probability and require a<br />

HUB Subcontracting Plan (HSP).<br />
