• Agencies with biennial budgets that exceed
$10 million;
• Program may be implemented:
• Individually;
• Cooperatively with other agencies; and/or
with;
• Other public entities and private
organizations.

• Program features should be flexible to
maximize participation;
• Participation is neither a guarantee for a
contract opportunity nor a promise of
business; and,
• Program’s intent is to foster long-term
relationships between prime contractors and
HUBs.

Mentor Protégé Program Mission
Three key components:
•Foster long-term relationships between prime
contractors and HUBs;
•Increase the ability and capacity of HUBs to
become awarded contractors; and,
•Increase HUB subcontracting.

• Include mentor eligibility and selection criteria;
• Include protégé eligibility and selection
criteria;
• HUB Coordinators/Administrators shall
facilitate compliance;

• Notify potential mentors and protégés that
participation is voluntary;
• Mentor(s) and Protégé(s) should agree on the
nature of their involvement; and,
• Submit a Supplemental Letter with the HUB
Report or LAR

• Complete an agency Mentor Application;
• Attend the agency Orientation;
• Comply with agency Reporting Requirements;

Written Mentor Protégé Agreements
The agreement must state that:
•Participation by both the mentor and protégé is
voluntary;
•Participation is neither a guarantee for a contract
opportunity nor a promise of business;
•Program's intent is to foster positive long-term
business relationships.

The agreement must state that (Cont.):
• Identification of the developmental areas;
• Time period (no more than 2 years);
• General Information (e.g., Name, contact
persons, etc.);
• Notification to Terminate Relationship; and,
• Timeline to report progress of the relationship to
the sponsoring agency.

Mentor Protégé Requirements for
Procurements and Contract
A respondent's participation in a Mentor-Protégé
Program under Government Code, §2161.065, and the
submission of a protégé as a subcontractor in the HUB
subcontracting plan constitutes a good faith effort for
the particular area to be subcontracted with the protégé.
When submitted, state agencies may accept a Mentor-
Protégé Agreement that has been entered into by the
respondent (mentor) and a certified HUB (protégé).

Procurements and Contract
The agency shall consider the following in
determining the respondent's good faith effort:
• (A) if the respondent has entered into a fully executed
Mentor-Protégé Agreement that has been registered
with the comptroller prior to submitting the plan,
and,
• (B) if the respondent's HUB subcontracting plan
identifies the areas of subcontracting that will be
performed by the protégé.
