9.2 Contingency Infrastructure<br />

The State <strong>of</strong> Kansas requires that all agencies <strong>of</strong> the State make provisions for the use<br />

<strong>of</strong> alternate infrastructure as a component <strong>of</strong> the contingency plan. This alternate<br />

infrastructure shall be broken down into three separate categories, processing<br />

facilities, storage facilities and telecommunications facilities.<br />

Alternate or secondary infrastructure acts as a safeguard in the event that primary<br />

facilities are rendered unavailable due to some form <strong>of</strong> catastrophic failure. Without<br />

the use <strong>of</strong> alternate or secondary infrastructure the potential exists that any outage<br />

caused by the unavailability <strong>of</strong> primary infrastructure will last until the primary<br />

infrastructure can be restored to full functionality.<br />

A. Alternate Processing<br />

In addition to requiring the use <strong>of</strong> alternate processing facilities, the State <strong>of</strong><br />

Kansas requires that the alternate processing facilities must be sufficiently<br />

geographically distributed from the primary processing facility to limit the<br />

likelihood <strong>of</strong> both facilities being impacted by the same event. It is up to the<br />

discretion <strong>of</strong> the State to determine if the alternate processing facility is<br />

sufficiently geographically distributed from the primary processing facility.<br />

Further, the State requires that all potential issues relating to access to the<br />

alternate processing facility be investigated and appropriate mitigation plans be<br />

drawn up to address these issues. Examples <strong>of</strong> mitigation actions include the<br />

transportation <strong>of</strong> necessary personnel to the alternate processing facility in<br />

vehicles with high access capabilities or the use <strong>of</strong> remote connections to the<br />

alternate processing facility. It is up to the discretion <strong>of</strong> the State itself to<br />

determine if these mitigation plans are appropriate and sufficient.<br />

B. Alternate Storage<br />

In addition to requiring the use <strong>of</strong> alternate storage facilities, the State <strong>of</strong> Kansas<br />

also requires that they be sufficiently geographically distributed from the primary<br />

storage facility to limit the likelihood <strong>of</strong> both facilities being impacted by the same<br />

event. It is up to the discretion <strong>of</strong> the State itself to determine if the alternate<br />

storage facility is sufficiently geographically distributed from the primary storage<br />

facility.<br />

C. Alternate Telecommunications<br />

In addition to requiring the use <strong>of</strong> alternate telecommunications facilities, the<br />

State <strong>of</strong> Kansas also requires that the alternate telecommunications facilities make<br />

use <strong>of</strong> priority <strong>of</strong> service plans/agreements to ensure that State <strong>of</strong> Kansas<br />

information systems communications are always given appropriate priority.<br />

Additionally the State <strong>of</strong> Kansas also requires that the alternate<br />

telecommunications facilities share no common point <strong>of</strong> failure with the primary<br />

telecommunications facilities.<br />
