Information System Users Information System Users are responsible for accessing and working within information systems, and for creating and manipulating information in accordance with these, and any agency specific, policies. 1.3 Policy Revision This policy has been created to represent the security needs of the State of Kansas’s and its information systems as they currently stand. Given that these needs are likely to change and/or grow over time, this policy must be a living document, being appended to and updated as required. To that end, the following measures will be applied: • These Security Policies will be benchmarked against the State of Kansas security infrastructure and operational requirements on an as needed basis, at a maximum interval of three years. • These Security Policies will be reviewed against the State of Kansas organizational security requirements and industry standard best practices on an as needed basis, at a maximum interval of three years. • These Security Policies will be updated as per the output of the above procedures on an as needed basis, coinciding with the completion of either process. 6
2 Assessment & Security Planning Section 2.1 constitutes the State of Kansas’ Assessment Policy. This policy is accompanied by defined Risk Assessment Mandatory and Non-Mandatory Procedures and Baselines that are distributed in a companion document. Section 2.2 constitutes the State of Kansas’ Security Planning Policy. Create a Security Plan (5 sets) (3 sets) 2.1 Risk and Privacy Assessment The State of Kansas requires that both risk and privacy assessments are performed for all information systems that house or access State controlled information. These risk and privacy assessments shall address unauthorized access, use, disclosure, disruption, modification and/or destruction of information or the information system itself. Further, the assessments shall identify known potential threats, the likelihood of their occurrence and the magnitude of the impact of those threats should they occur. Risk and privacy assessments are used to determine the likelihood and magnitude of harm that could come to an information system and ultimately the State itself in the event of a security breach. By determining the amount of risk that exists, the State will be in a better position to determine how much of that risk should be mitigated and what controls should be used to achieve that mitigation. Without risk and privacy assessments the potential exists that the organization can leverage inappropriate (either too strict or too lax) security controls to protect information systems. Both risk and privacy assessments shall be performed upon initial acquisition of an information system (in the event that the information system is owned/operated by the State) or prior to initial establishment of service agreements (in the event that the information system is owned/operated by a third party on behalf of the State). Further, the risk and privacy assessments shall be reviewed and, where required, updated after three years or whenever a significant change is made to the information system, whichever comes first. 7
