6. Strategic Framework A set of strategic themes, each linked to one of four strategic objectives set out in section 4, complete the framework for the Strategic Plan The strategic themes identify the primary aim of the specific initiatives within the plan. Each of the themes is related to one or more of the key issues outlined in the previous section, and the initiatives linked to the theme are designed to address these issues.
