1 At 9:30 a.m. the Board held a public hearing on the Amended and Restated<br />

TIF Plan (Margaritaville Project). After finding that no public comments were<br />

received, the Board adopted a RESOLUTION approving the adoption and<br />

implementation of the Tax Increment Financing plan, traffic flow and<br />

thoroughfare improvement plan project, <strong>Harrison</strong> <strong>County</strong>, Mississippi,<br />

November 1997, as amended, August 1999, as amended and restated, June<br />

2011, as amended and restated, March 2012.<br />

[The city of Biloxi will pledge 50% of state tax rebate for this project.]<br />

A motion was made by Supervisor Swetman III seconded by Supervisor<br />

Ladner, that this Resolution be ADOPTED by the following vote:<br />

an amount not to exceed $1,000,000.00 for the purpose of completing capital<br />

improvements identified as the installation of water system for West <strong>Harrison</strong><br />

Water and Sewer District and authorizing the Clerk of the Board to publish a<br />

public notice therefor.<br />

[Virgil Gillespie, Esq., stated that this project will provide a water distribution line to<br />

serve 186 households in Delisle. The West <strong>Harrison</strong> Water and Sewer District will<br />

repay the loan.]<br />

A motion was made by Supervisor Ladner seconded by Supervisor Martin, that<br />

and Urban Development for process and utilization of eligible HOME funds for<br />

the <strong>Harrison</strong> <strong>County</strong> down payment assistance program.<br />

[Any administration or legal costs associated with the HOME program will be paid from<br />

said fund. The city of Gulfport will check with HUD whether Pass Christian, Long<br />

Beach and D'Iberville can be included in the HOME program.]<br />

5 The Board received comments regarding the impact of Section 42 housing on<br />

their respective sectors from Clay Easterling with the Homebuilders'<br />

Association of the Mississippi Gulf Coast, Fred Swan representing merchants<br />

and Greg Smith representing landlords. After full discussion, the Board<br />

adopted an ORDER placing a moratorium on "Section 42" housing in the<br />

unincorporated areas of the county.<br />

66 ORDER authorizing expenditures, as listed, to advertise the opportunities and<br />

resources of <strong>Harrison</strong> <strong>County</strong>, Mississippi:<br />

a) $500.00 to Biloxi High Diamond Club for an outfield wall sign and full<br />

page advertisement in the program book during the 2012 baseball season.<br />

b) $250.00 to the D'Iberville Girls Fastpitch Softball League to place name<br />

and logo on signage and/or banners in and around events during the 2012<br />

softball season.<br />

c) $300.00 to the Gulf Coast Program Unit of the Mississippi Chapter of<br />

the National Association of Social Workers for 1/4 page ad in the 2nd annual<br />

Betty Spencer Memorial Social Work Month luncheon, acknowledgement<br />

during the program and sponsor ribbon with name tag.<br />

d) $500.00 to the Pass Christian Chamber of Commerce for full page ad<br />

in the 2012 Pass Christian Youth Leadership graduation program.<br />

Association's meeting, March 21-22, 2012 in Raymond, Mississippi for<br />

recertification and NPDES permitting, estimated total cost: $704.00.<br />

b) David Queal and Tot Burkhalter, Fire Service, to travel with county<br />

vehicle to attend the Fire Inspector Course 1031-I, March 5-14, 2012 at the<br />

Fire Academy in Jackson, Mississippi, estimated cost each: $1,160.00.<br />

c) Seniors to travel with MDOT bus to Pensacola, Florida, March 14, 2012<br />

at no cost to the county.<br />

d) Seniors to travel with MDOT bus to Wiggins, Mississippi, March 29,<br />
