Further on from the study, an application to a real study case was carried out. Taking Turin as a case<br />

study and using the method described above, an ARTIST scheme based on P.U.T objectives was<br />

deployed and measured the efficiency of the present ITS operating in Turin.<br />

The second study aimed at developing both the Logical and the Physical Architectures of the “Urban<br />

freight transport management module”, and a practical application was analysed for the city of Rome.<br />

The study was performed in association with the University of Rome “La Sapienza”.<br />

The National ITS Strategic Plan<br />

<strong>TTS</strong> <strong>Italia</strong>, on request of the former Ministry for Infrastructure and Transport, has worked out the<br />

first draft of a National ITS Strategic Plan.<br />

Actually, eve n though the ITS sector has been active in Italy since the Eighties, our Country still lacks<br />

a political and strategic reference Plan to point out ITS priorities in the short/medium term, the<br />

objectives to achieve, the actions needed to attain them and the expected benefits. This Plan should<br />

take into account the challenges settled by an increasing traffic demand which is changing in<br />

accordance with the social models, the national competitiveness and the European goals about safety<br />

and the balance between modes of transport. Moreover, the Plan should also create the technological<br />

and normative conditions to facilitate the <strong>Italia</strong>n ITS development starting from the National ITS<br />

Architecture ARTIST.<br />

Therefore, Italy needs a national ITS strategy that sets up:<br />

the short/medium term priorities;<br />

the measures necessary to realize them;<br />

the organizational and financial instruments;<br />

the mechanisms for promoting the adoption and the maintenance of the ITS systems<br />

and services on the basis of achieved benefits;<br />

the need of training.<br />

<strong>TTS</strong> <strong>Italia</strong> has perceived this need and, together with the Ministry, has elaborated a proposal of an<br />

ITS Strategic Plan to be submitted to Public Institutions. The aim of this initiative is to provide<br />

Institutions with a debate platform able to stimulate the creation of an ITS national policy, to accept<br />

the challenges of the increasing transport demand and the enlarging markets, to face the national and<br />

European interoperability needs. Ultimately, thanks to this proposal, the transport system will not be a<br />

difficult nor critical field anymore, but a powerful engine for the Country’s growth.<br />

The document is the result of a discussion and comparison process which involved all the main actors<br />

interested in ITS, such as Institutions, Companies, Research bodies. It has the aim to point out a set<br />

of thematic priorities based on the macro objectives of national transports and also to present a set of<br />

possible measures and the instruments to realize them.<br />
