Secretary General <strong>of</strong> <strong>the</strong><br />

Commonwealth, H.E Kamalesh<br />

Sharma at her St. Clair Office. The<br />

Statement <strong>of</strong> Condolence on<br />

<strong>the</strong> passing <strong>of</strong> Lady Hochoy<br />

TThe Government <strong>of</strong> <strong>Trinidad</strong><br />

and Tobago acknowledges<br />

with sadness <strong>the</strong> passing <strong>of</strong><br />

Lady Thelma Hochoy, widow <strong>of</strong> Sir<br />

Solomon Hochoy, <strong>for</strong>mer Governor<br />

General <strong>of</strong> <strong>Trinidad</strong> and Tobago.<br />

Lady Thelma Hochoy was perhaps<br />

most famous <strong>for</strong> <strong>the</strong> founding <strong>of</strong><br />

<strong>the</strong> Lady Hochoy Home, but <strong>the</strong><br />

effects <strong>of</strong> her humanitarian work on<br />

behalf <strong>of</strong> o<strong>the</strong>rs were far-reaching<br />

and touched <strong>the</strong> lives <strong>of</strong> many. Lady<br />

Thelma Hochoy’s life was marked<br />

by dedication to community,<br />

unwavering commitment to service<br />

to <strong>the</strong> less <strong>for</strong>tunate and seemingly<br />

boundless generosity to those in<br />

need. Her tireless ef<strong>for</strong>ts to secure<br />

<strong>the</strong> welfare <strong>of</strong> vulnerable members<br />

<strong>of</strong> society have <strong>for</strong>ged a path <strong>for</strong><br />

o<strong>the</strong>rs to follow. Even when she<br />

call on <strong>the</strong> newly appointed Prime<br />

Minister in order to brief her on<br />

matters related to <strong>the</strong> Chairmanship<br />

<strong>of</strong> <strong>the</strong> Commonwealth which is<br />

currently held by <strong>Trinidad</strong> and<br />

Tobago.<br />

<strong>the</strong> Commonwealth Secretary-<br />

General and <strong>the</strong> Prime Minister<br />

discussed a variety <strong>of</strong> issues<br />

including progress on mandates<br />

from <strong>the</strong> CHOGM <strong>of</strong> 2009, work<br />

currently being conducted to<br />

re<strong>for</strong>m <strong>the</strong> Commonwealth and <strong>the</strong><br />

tasks to be undertaken by <strong>the</strong> Prime<br />

Minister in her role as Chairperson<br />

in Office <strong>of</strong> <strong>the</strong> Commonwealth.<br />

The Minister <strong>of</strong> Foreign Affairs,<br />

Dr. Surujrattan Rambachan was<br />

also present at <strong>the</strong> meeting as was<br />

<strong>the</strong> Chief <strong>of</strong> Staff <strong>of</strong> <strong>the</strong> Secretary<br />

General, Mr. Simon Gimson.<br />

home so that o<strong>the</strong>rs devoted to a<br />

life <strong>of</strong> service could continue in<br />

<strong>the</strong>ir vocation.<br />

Her devotion to this country and<br />

her humility and grace in service<br />

have inspired o<strong>the</strong>rs to assist <strong>the</strong><br />

underprivileged. Lady Hochoy will<br />

be remembered always by those she<br />

touched and her memory will be<br />

ever etched in our hearts.<br />

Chinasing, o<strong>the</strong>r relatives and loved<br />

ones <strong>of</strong> Lady Thelma Hochoy, <strong>the</strong><br />

Government <strong>of</strong> <strong>Trinidad</strong> and Tobago<br />

extends its deepest condolences<br />

and may God provide you with <strong>the</strong><br />

strength to cope in your time <strong>of</strong> need.<br />

pursuing studies, she worked<br />

as a social worker with <strong>the</strong> Church<br />

<strong>of</strong> England Children’s Society <strong>of</strong><br />

London. She taught at <strong>the</strong> St. Andrew<br />

<strong>High</strong> School in Kingston, Jamaica and<br />

at <strong>the</strong> Mona Campus in Jamaica. Later,<br />

she taught at <strong>the</strong> St. Augustine campus<br />

<strong>of</strong> <strong>the</strong> University <strong>of</strong> <strong>the</strong> West Indies in<br />

<strong>Trinidad</strong>. After lecturing <strong>for</strong> a total <strong>of</strong><br />

six years, Mrs. Persad-Bissessar <strong>the</strong>n<br />

became a full-time Attorney-at-Law.<br />

In 1987 Mrs. Persad-Bissessar entered<br />

<strong>the</strong> political arena and has served as<br />

an alderman, from 1987 until 1991<br />

<strong>for</strong> St. Patrick County Council.<br />

Representing <strong>the</strong> United National<br />

Congress in Opposition, she took<br />

<strong>the</strong> Oath <strong>of</strong> Allegiance at a sitting <strong>of</strong><br />

<strong>the</strong> Senate on November 1, 1994.<br />

Since 1995 she has been <strong>the</strong> Member<br />

<strong>of</strong> Parliament <strong>for</strong> Siparia, serving as<br />

Attorney General, Minister <strong>for</strong> Legal<br />

Affairs and Minister <strong>of</strong> Education<br />

between 1995 and 2001. The United<br />

National Congress returned to <strong>the</strong><br />

Opposition benches in 2002 and<br />

on <strong>Apr</strong>il 26th, 2006, Mrs. Persad-<br />

Bissessar was appointed Leader <strong>of</strong> <strong>the</strong><br />

Opposition, <strong>the</strong> first woman to ever<br />

hold that position in <strong>the</strong> <strong>Republic</strong> <strong>of</strong><br />

<strong>Trinidad</strong> and Tobago. Mrs. Persad-<br />

Bissessar was appointed Leader <strong>of</strong><br />

<strong>the</strong> Opposition a second time on<br />

February 25, <strong>2010</strong>, almost one month<br />

after she was elected political leader<br />

<strong>of</strong> <strong>the</strong> United National Congress.<br />

days after <strong>Trinidad</strong> a victory and Tobago, at <strong>the</strong> polls, <strong>the</strong><br />
