For schools not attending the coaches meeting on Thursday, April 25, 2013; packets may be picked up<br />

I. CONTESTANTS:<br />
A. Competitor Check In will be at the south end of Javelina Stadium – opposite end of the<br />
scoreboard – outside of the track. Competitors will be escorted by flights to starting line.<br />
B. Athlete Warm-Up Area will be at the south end of Javelina Stadium – opposite end of the<br />
scoreboard – outside of the track. No warm-ups permitted on the track infield surface.<br />
C. Must remain in the st<strong>and</strong>s when not participating in event or warming up.<br />
D. <strong>Field</strong> Event Competitors check in at event site.<br />
E. Awards: Running Events & <strong>Field</strong> Events : The first, second <strong>and</strong> third place winners will report to the awards<br />
st<strong>and</strong> on the infield immediately after the conclusion of their event.<br />
F. <strong>Field</strong> Events: When a competitor has qualified in more than one field event:<br />
a. He/She must inform the official upon check-in<br />
b. Upon leaving one event to compete in another, he/she must inform the official of time leaving. Competitor<br />
has 10 minutes to return.<br />
c. Trial may be taken in succession.<br />
G. The Shot <strong>and</strong> Discus weigh-in station will be at the Clement Center (Weight Room), located at the North-East<br />
Corner of Javelina Stadium (Scoreboard End) Schedule for Implement Weigh-In:<br />

All implements weighed will be impounded <strong>and</strong> only certified implements will be placed in the “pool” for<br />
competition. Athletes will be allowed to warm-up by flights prior to the start of competition, under the<br />
supervision of an official.<br />
H. Pole Vault: Competitor’s weight verification <strong>and</strong> pole inspections will conducted at the event site immediately<br />
prior to the competition. Disqualified poles will be impounded.<br />
I. No loud radios.<br />
J. Automatic timing system <strong>and</strong> video will be used for all running events.<br />
K. For running event prelims, athletes should judge their warm-up on events, not time.<br />
L. Designated uniform for throws participants is specified as a singlet uniform top.<br />
M. No cell phone usage or other wireless device used for communication will be allowed on the infield during<br />
competition.<br />

N. Vertical Jumps: Starting heights will be determined by the UIL <strong>Region</strong>al Meet Games Committee based on Area<br />
Meet entries.<br />
Per <strong>University</strong> Interscholastic League (UIL): Pole Vault: 6” increments until 4 jumpers are left,<br />
then 3” increments. High Jump: 2’ increments until 4 jumpers are left, then 1” increments.<br />
O. No metal or detachable/screws on cleats may be work on the infield turf.<br />
P. The use of tobacco, sunflower seeds <strong>and</strong> chewing gum is prohibited on the field turf or track.<br />
Q. Only water can be used on the field turf. No colored drinks such as Gatorade may be used on the field.<br />
R. No glass bottles, cans or food are allowed on the field.<br />
S. Spectators will not be allowed on the field before, during or after the meet.<br />
T. Official UIL T-Shirts will be on sale at the Gift Shop, located near the main entrance –Cost $15.00<br />
U. Hip numbers will be issued to each competitor in running events at check-in.<br />
V. Dressing <strong>and</strong> shower facilities will not be available at the stadium.<br />
<strong>II</strong>. COACHES<br />
A. No district passes ,THSCA or TGCA membership passes will be honored.<br />
B. Please park all school buses on the East Side of Javelina Stadium – Grass area.<br />
Please refer to campus map in the UIL <strong>Region</strong>al Meet H<strong>and</strong>book.<br />
C. Practices /workouts are not permitted at Javelina Stadium prior to Friday, April 26, 2013.<br />
D. Team “camps” need to be set up under the stadium bleachers, East or West side of the stadium.<br />
No camps on infield or warm-up area.<br />
E. Any canopy-like structures in the st<strong>and</strong>s, need to be set up only at the top levels of the stadium.<br />
No canopies in Section C or Section D, in front of the East Side press box.<br />
F. Wristb<strong>and</strong>s identifying <strong>Region</strong> IV coaches, with qualifying participants, will be given out with the information<br />
packets. These must be worn at all times at all sites. Also included in packets will be wristb<strong>and</strong>s (passes) for<br />
school administrators.<br />
G. Re-Entry into Stadium: Any re-entry by a coach, trainer or spectator into the stadium will require a wristb<strong>and</strong>.<br />

I. DEADLINE FOR SUBTITUTES : TUESDAY, APRIL 23, 2013, 5:00 PM.<br />
If any of the top four places in the area meet will not be able to compete in the<br />
<strong>Region</strong>al Meet, the coach or school administrator whose athlete will not compete should notify the<br />
school of the fifth place winner.<br />
All scratches/substitutes for events must be certified by the Area <strong>Track</strong> Meet Director by submitting the changes<br />
in writing to: David Brock @ FAX: 361/593-3488 or by e-mail to<br />
david.brock@tamuk.edu. Use the form in the UIL <strong>Region</strong>al Meet H<strong>and</strong>book titled “<strong>Track</strong> & <strong>Field</strong> Substitute<br />
Certification Form.”<br />
J. RELAY CARDS – Due Saturday, April 27 by 12:00 Noon at the Check-In – South end of stadium.<br />
K. Appeals must be made by the coach in written form <strong>and</strong> submitted to a referee at the referee station on the<br />
field no later than 30 minutes after the announcement of the event results.<br />
Forms will be provided at the Referee’s table.<br />
L. No coaches will be allowed on the field during competition unless summoned by the referee or filing an appeal.<br />
Exception: Coaches of vertical <strong>and</strong> horizontal jumpers will be allowed to assist their athlete in setting their<br />
marks 30 minutes before their designated events. Coaches must not communicate with any other athlete who is<br />
not a qualifier in these events at their designated time. Coaches must return to the st<strong>and</strong>s 15 minutes prior to<br />
the start of competition.<br />
M. Trainers will not be allowed on the track or field unless they are called to administer to an athlete.<br />
N. Situations which are subject to an appeal include, but are not limited to:<br />
1. Misapplication of the rules.<br />
2. Correction of clerical or team scoring errors which must be corrected up to 48 hours after the end of the<br />
meet.<br />
3. Correction of meet results involving an ineligible participant.<br />
4. Failure to follow a procedure contained in the terms <strong>and</strong> conditions of competition announced in advance<br />
by the games committee.<br />
Non-Appealable situations:<br />
1. Any judgment decision pertaining to violation or alleged violations of the rules.<br />
2. A decision made by the finish judges or timers that does not involve misapplication of a rule or terms <strong>and</strong><br />
conditions of competition.<br />
3. Whether a start is fair <strong>and</strong> legal.<br />
4. Note: The meet referee has sole authority for ruling on infractions or irregularities not covered with the<br />
rules.<br />
O. Coaches are responsible for verifying Pole Vault Certification Sheets for weight rating. This will be conducted at<br />
the event site, immediately prior to the pole vault competition. It is the responsibility of the coach to verify that<br />
the competitor will use a legal pole rated at or above the competitor’s body weight. Coaches must submit the<br />
UIL Pole Vault Certification Form contained in this h<strong>and</strong>book. Pole weight <strong>and</strong> competitor’s body weight must<br />
correlate with the rules of the event.<br />

<strong>II</strong>I. CLOTHING:<br />
A. National Federation rules regarding uniforms shall be enforced at the <strong>Region</strong> IV Meet. Each<br />
competitor’s uniform shall consist of a full-length track Jersey (singlet). A singlet is defined as a school issued<br />
jersey. The jersey may be long-sleeved, short-sleeved or tank style. Shirts with cut-off sleeves are prohibited.<br />
Bare midriff tops are not acceptable. The jersey must hang below or be tucked into the waistb<strong>and</strong> of the shorts<br />
or briefs when the competitor is st<strong>and</strong>ing upright. These rules will be enforced at running <strong>and</strong> field events.<br />
B. Extra clothing, hats <strong>and</strong> or gloves may be worn in inclement weather by the meet director’s approval.<br />
C. Any protest of objectionable jewelry or head wear being worn by a runner must be called to the attention of the<br />
officials prior to the race. When objectionable jewelry or head wear is discovered on a competitor in a field<br />
event, the objectionable materials must be removed before the competitor can resume competition.<br />
D. The track <strong>and</strong> field uniform consists of a school issued jersey, shorts, which are not objectionable, <strong>and</strong> shoes<br />
which may be supplied by the contestant. Socks are not part of the uniform. Any visible apparel other than<br />
jersey <strong>and</strong> shorts must be on a single color <strong>and</strong> worn under the uniform jersey <strong>and</strong> shorts.<br />
E. Team members shall wear the school uniform. A competitor must be in the proper track uniform <strong>and</strong> wearing<br />
the assigned contestant number when numbers are used.<br />
F. In relay races, each team member shall wear the same color <strong>and</strong> design school uniform (jersey <strong>and</strong> trunks).<br />
When other apparel is worn under the jersey by more than one team member (two or more), that apparel must<br />
be the same color.<br />
G. UNIFORMS – National Federation <strong>Track</strong> <strong>and</strong> <strong>Field</strong> Rule Book; Rule 4, Section 3.<br />
1. The competitor’s uniform shall be issued by the school, worn as intended by the manufacturer.<br />
2. Each competitor shall wear shoes. Shoes shall be worn on both feet <strong>and</strong> shall have an upper <strong>and</strong> definitely<br />
recognizable sole <strong>and</strong> heel.<br />
3. The (shoe) upper must be designed so that it can be fastened securely to the foot. The use of slippers or<br />
socks does not meet the requirements of this rule.<br />
4. Each competitor shall wear a track top or one-piece uniform issued by the school.<br />
a. UIL Exception: For boys, body suits may be only be worn under the sorts but not in lieu of shorts.<br />
5. When numbers are used, each competitor shall wear his/her assigned unaltered contestant number.<br />
6. The top or one-piece uniform may have school identification <strong>and</strong> the top may have the competitor’s name.<br />
7. The top shall not be knotted or have a knot-like protrusion.<br />
8. A single manufacturer’s logo/trademark/reference, no more than 2 ¼ square inches with no dimension more<br />
than 2 ¼ inches, is permitted on the top or one-piece uniform.<br />
9. The American Flag, not exceeding 2x3 inches, <strong>and</strong> either a commemorative or memorial patch, not to<br />
exceed 4 square inches, may be worn on the uniform top.<br />
Note: One American flag <strong>and</strong>/or commemorative patch may be displayed on the uniform (one or two<br />
piece).<br />
10. Any visible garment(s) worn underneath the uniform top must be unadorned <strong>and</strong> of single, solid color. As<br />
per NFHS rules, a single, visible manufacturer’s logo <strong>and</strong> or single school name or insignia no more than 2 ¼<br />
inches are permitted on the undergarment. Visible items worn under both the top <strong>and</strong> bottom do not have<br />
to be the same color.<br />
Note: If more than one visible garment is worn under the uniform top, all must be the same color.<br />
11. The bottom or one-piece uniform may have the school identification.<br />
12. Loose-fitting, boxer-type bottoms, compression-style bottoms are permitted for boys <strong>and</strong> girls. Cross-leg<br />
briefs are acceptable for girls.<br />
13. The waistb<strong>and</strong> of a competitor’s bottom shall be worn above the hips.<br />

14. Each relay team member shall wear the same color <strong>and</strong> design of the school uniform although the length of<br />
the bottom or one-piece uniform may vary.<br />
UIL Exception: For relay teams, if shorts are worn over a body suit, the body suit does not have to be a<br />
single color, but must be the same for all members of the relay team.<br />
PENALTY: For illegal uniform, the competitor is disqualified from the event.<br />
Article 3: Jewelry shall not be worn by contestants.<br />
a. Medical alert medals are not considered jewelry. The alert should be visible. When the medal is<br />
attached:<br />
1. to a bracelet made of metal or unyielding material, it shall be taped to the body<br />
2. to a bracelet made of pliable material, it is not required to be taped to the body<br />
3. to a necklace, it shall be taped to the body.<br />
b. Religious medals are not considered jewelry <strong>and</strong> must be worn under the uniform <strong>and</strong> taped to the<br />
body.<br />
c. A watch may be worn around the wrist.<br />
<br />
Any protest of jewelry or headwear that is being worn by a contestant must be called to the<br />
attention of the officials prior to the race. When jewelry or headwear is discovered on a<br />
competitor in a field event, the objectionable material must be removed before the competitor<br />
can resume competition.<br />
Hats or gloves must be approved by the meet referee.<br />
d. Allowance for the use of bobby pins, barrettes <strong>and</strong> hair clips no longer than 2 inches to be worn to<br />
control a competitor’s hair. Certain types of devices, when securely fixed, may be worn to control<br />
the hair. It must not pose a risk to injury or be considered jewelry or type of adornment.<br />
PENALTY: A first violation will no longer result in immediate disqualification, instead a team warning<br />
will be issued <strong>and</strong> any subsequent violation by any team member (per gender) will result in<br />
disqualification from the event. The school coach (per gender) is responsible for the communication to<br />
all team members following a violation <strong>and</strong> warning. The meet referee or meet director will record a<br />
warning <strong>and</strong> subsequent infraction for each team.<br />
Article 4: Removing of any part of the team uniform, excluding shoes, while in the area of<br />
competition, as defined by the games committee, is illegal.<br />
PENALTY: This shall lead to a warning <strong>and</strong> if repeated, to disqualification from the event.<br />
If the incident recurs again, the athlete will be disqualified from further competition in<br />
the meet.<br />
IV. SCORING<br />
A. Individual <strong>Field</strong> <strong>and</strong> Running Events: (10-8-6-4-2-1) B. Relays: (20-16-12-8-4-2)<br />
V. LANE ASSIGNMENTS<br />
Running Events: Lane assignments for all prelim running events will be by r<strong>and</strong>om selection.<br />
Running Finals: Top eight (8) fastest times will advance to running finals.<br />
Preferred lane assignments will be used for running finals.<br />
<strong>Field</strong> Events: Top eight (8) qualifiers will advance to finals.<br />
VI. ADMISSION PRICES: Students: $ 5.00 Adults: $ 10.00 No Passes Accepted<br />
V<strong>II</strong>. PER UNIVERSITY INTERSCHOLASTIC LEAGUE (UIL), THERE WILL BE NO PRELIMS IN THE FOLLOWING EVENTS:<br />
