Strategic Dialogue<br />
The idea behind the Pak-US Science and<br />
Technology Cooperative Programme is to<br />
bring entrepreneurship and innovation in R&D<br />
and make it relevant to the socio-economic<br />
development of the country. The meeting was<br />
followed by a display showcasing Pak-US<br />
collaborative research projects.<br />
The Sectoral meeting on S&T of the Pakistan US<br />
Strategic Dialogue was held at Islamabad on <strong>June</strong> 8,<br />
<strong>2010</strong>. It was co-chaired from Pakistan side by Mr. K. B.<br />
Rind, Secretary Ministry of Science and Technology and<br />
Dr. Sohail Naqvi, Executive Director, <strong>Higher</strong> <strong>Education</strong><br />
<strong>Commission</strong> (HEC). The US side was led by Dr. Kerri-Ann<br />
Jones, Assistant Secretary, US Department of State. Dr.<br />
Javaid R. Laghari, Chairman, HEC was also present on<br />
the occasion.<br />
The idea behind the Pak-US Science and Technology<br />
Cooperative Programme is to bring entrepreneurship<br />
and innovation in R&D and make it relevant to the socioeconomic<br />
development of the country. The meeting was<br />
followed by a display showcasing Pak-US collaborative<br />
research projects.<br />
This programme is a joint effort of the Governments of<br />
Pakistan and the US under the Pak-US Agreement of<br />
Science and Technology signed in 2003 and its major<br />
aim is to share the benefits of research in different fields<br />
of science and technology through mutual cooperation<br />
in S&T organizations as well as universities in both the<br />
countries. The programme has improved the capacity of<br />
Pakistan's public and private sector universities and S&T<br />
organizations to support industry competitiveness.<br />
Speaking on the occasion of Showcasing of Joint R&D<br />
projects, Dr. Laghari said that collaboration in S&T is<br />
only the first step towards the long way ahead before<br />
benefit of this research trickle down to the people, and<br />
the 31 projects undertaken by Pakistani universities and<br />
R&D organizations with US partners will improve the<br />
quality, relevance or capacity of education and research.<br />
The ongoing projects in the fields of water, agriculture,<br />
biotechnology range from the development of strategic<br />
model for improvement of Construction Project<br />

Pakistan, Capacity Building for Research, <strong>Education</strong><br />
and Training in Water Resources Management in<br />
Pakistan, Nano-medicine for Cancer Research,<br />

Tick Transmitted Diseases, Hepatitis C Virus<br />
Management in Pakistan, Bioremediation of<br />
Chromium and Arsenic from Industrial Wastewater,<br />
Enhance the Sugarcane Production in Pakistan by<br />
Modern Breeding Technology, and Capacity Building<br />
of Lady Health Workers in Rural Mardan, Khyber<br />
PakhtoonKhwa through Use of ICT based<br />
Telemedicine to mention only a few.<br />
Dr. Kerri-Ann Jones said that these joint projects are<br />
proof of the rich partnership between the two<br />
countries. She said that discussions during her<br />
current visit have been very productive. “We can do<br />
much more together and explore new ideas to work<br />
on,” she added. Each and every project under this<br />
programme is relevant to the socio-economic<br />
challenges of Pakistan, and the research conducted<br />
has an ultimate impact on the lives of the ordinary<br />
citizens.”<br />
Mr. K. B. Rind said that the selected projects of R&D<br />
will focus on cost-effective measures that ensure<br />
advantages of the competition to producers and<br />
consumers alike through quality products and<br />
economical prices. “We cannot afford to limit the<br />
benefits of innovations to laboratories alone, our joint<br />
efforts should be focusing on redressing the problem<br />
of the common people and to enhance good-will<br />
among people of the two countries” he said. The<br />
meeting stressed the need for centres of excellence,<br />
transfer of technology at the regional levels, sharing<br />
and promoting successful S&T models between<br />
Pakistan and the US for socio-economic uplift of the<br />
people.<br />
In 2003, the Ministry of Science and Technology<br />
(MoST) and the US Department of State signed the<br />
S&T cooperation agreement. In 2005, the USAID<br />
joined with MoST and HEC to support the joint<br />
Pakistan-US Science and Technology Cooperation<br />
Programme. This amalgamation of intelligence was<br />
focused to uplift the country's research sector. The<br />
first, second, third and fourth batches of the<br />
Programme were launched in 2005, 2006, 2007 and<br />
August 2009, respectively.<br />
The US delegation later took a tour of the National<br />
University of Sciences and Technology facilities and<br />
US sponsored health projects entitled “Hepatitis C<br />
Virus Management in Pakistan” and “Capacity<br />
Building of Lady Health Workers in Rural Mardan”.<br />

15 Papers during PhD Studies<br />
Farhan Muhammad has been awarded PhD<br />
degree by the Pakistan Institute of<br />
Engineering and Applied Sciences (PIEAS)<br />
for his work on the Inherent safety of an<br />
MTR i.e a nuclear reactor controlling itself<br />
without any outside interference, under the<br />
supervision of Dr. Asad Majid, Deputy Chief<br />
Engineer, PIEAS.<br />
During his PhD studies, Dr. Farhan achieved an extraordinary<br />
distinction of publishing 15 papers in European and USA based<br />
journals of International Science Index such as “Annals of<br />
Nuclear Energy”, “Nuclear Engineering and Design” and<br />
“Progress of Nuclear Energy”.<br />
These journals are rated among world's top journals in the field<br />
of Nuclear Engineering. The total impact factor of his<br />
publications is 9.119. Such an achievement is unprecedented in<br />
Pakistan and very rare in advanced countries.<br />
The scholar joined PIEAS in January 2005 as PhD student and<br />
successfully defended his work in November 2009. His research<br />
has been published in the form of thesis entitled “Analysis for<br />
Enhancement of Inherent Safety of an MTR”.<br />
The panel of external examiners comprised Prof. Dr. Sümer ªahin<br />
Gazi University, Turkey, Dr. Fatih Alim Turkish Atomic Energy<br />
Authority, Prof. Dr. Rizwan-uddin of University of Illinios, USA.<br />
The internal examiners panel constituted of Dr. Zafarullah<br />
Koreshi, Air University, Dr. Mushtaq Ahmed and Dr. Sikander<br />
Majid Mirza both from PIEAS.<br />
HEC Scholar Publishes<br />
Book on Ablative<br />
Nano-Composites<br />
Nadeem Iqbal, an HEC scholar, who is pursuing his PhD<br />
studies at the School of Chemical and Materials<br />
Engineering (SCME), National University of Sciences<br />
and Technology (NUST) has published a book entitled<br />
“Ablative Nano-Composites” with a leading international<br />
publisher, VDM.<br />

successfully defended his<br />
PhD thesis from the<br />
University of Manchester,<br />
UK under the supervision<br />
of Dr. Richard E. P.<br />
Winpenny.<br />
The scholar was selected under “Overseas<br />
Scholarship Scheme for PhD in Selected Fields”<br />
and proceeded to UK to pursue his research in<br />
September 2006. The title of his thesis was<br />
“Metal Cages From Antimonate-Phosphonate<br />
Ligands.”<br />
Dr. Shoaib was declared as first-rate student<br />
and his achievements were highly appreciated<br />
during his study period. Scholar's supervisor<br />
reported that he obtained a plenty of new<br />
results and was able to write the manuscripts<br />
for five research papers in reputable journals of<br />
Royal Society of Chemistry, UK.<br />
Shoaib, a native of Gujranwala, passed his<br />
Masters from Punjab University, Lahore and<br />
completed his MPhil from Quaid-i-Azam<br />
University, Islamabad.<br />
After completion of the PhD studies, the scholar<br />
has returned to Pakistan and joined his parent<br />
organization.<br />
Ablatives are the materials which enabled mankind to<br />
explore space and re-enter safely apart from imparting<br />
the capacity to deliver ICBMS. The cited book draws<br />
from the splendid practical work performed during the<br />
O<br />
course of his studies. Plasma flame at 15,000 C<br />
employing a data logging system generated the primary<br />
data. The performance of the ablative was enhanced by<br />
nano-ceramics and substantial increment in<br />
transpiration cooling.<br />
The Ablative finds gainful application as an effective fire<br />
proof material for civil structures and buildings as well. “I<br />
am grateful to the <strong>Higher</strong> <strong>Education</strong> <strong>Commission</strong> for the<br />
kind support extended to me for higher studies. I am<br />
also grateful to NUST for providing an excellent<br />
environment and encouragement to carry out my work”,<br />
said Nadeem.<br />

HEC Scholar Completes<br />
PhD in Austria<br />
Masters degree in Geology from<br />
University of The Punjab, Lahore.<br />
He joined Geological Survey of<br />
Pakistan, Karachi in March 1996<br />
and was the member of a team who<br />
explored the Thar Coal Field<br />

(World´s 7 largest coal field) and<br />
issued three appraisal reports.<br />
Later he joined OGDCL in October<br />
2001 and did field mapping for<br />
three years.<br />
HEC scholar Rahmat Ali Gakkhar<br />
nd<br />
(2 from right) recently defended<br />
his PhD thesis in Geology from the<br />
University of Leoben, Austria under<br />
the supervision of Dr. Walter<br />
Vortisch.<br />
He has rejoined his parent<br />
organization, the Exploration<br />
Department of Oil and Gas<br />
Development Company Limited<br />
(OGDCL).<br />
Dr. Gakkhar was selected and sent<br />
abroad for studies under “Overseas<br />
Scholarship Scheme for PhD in<br />
Selected Fields”. The title of his<br />
thesis is “Sedimentology and<br />
Organic Geochemistry of Potential<br />
Source and Reservoir Rocks of the<br />
Punjab Platform, Part of Indus<br />
Basin Pakistan.”<br />
His study was based on two wells<br />
which were drilled by OGDCL. The<br />
scholar worked out Cretaceous and<br />
Jurassic Formations and tried to<br />
delineate the environment of<br />
deposition of these sediments.<br />
It was considered that the<br />
hydrocarbon source is far away<br />
(Sulaiman Range) from the Punjab<br />
Platform but the scholar's studies<br />
have shown that the hydrocarbon<br />
source is indigenous and not from<br />
Sulaiman Range as was considered<br />
earlier.<br />
The scholar found age dating fauna<br />
in Jurassic rocks in the Punjab<br />
Platform which have never been<br />
reported from Pakistan. This age<br />
dating fauna will be very helpful in<br />
establishing the biostratigraphy<br />
especially in the Punjab Platform.<br />
The general concept about the<br />
depositional environment of ooids<br />
and oolitic limestone is shallow<br />
marine. His findings are against this<br />
general conception as the studied<br />
ooids from the wells are of deeper<br />
marine. Dawsonite and Boehmite<br />
have also reported for the first time<br />
from the Punjab Platform. These<br />
minerals have been considered as<br />
of high temperature origin. In the<br />
present study, the biogenic origin of<br />
these minerals has been proved.<br />

Best Five<br />

Mr. Fakhri Alam Khan (sitting with<br />

of 68 papers at International IEEE<br />
C o n f e r e n c e o n R e s e a r c h<br />
Challenges in Information Science<br />
(RCIS) held at Nice, France from<br />
May 19-21, <strong>2010</strong>.<br />
Fakhri is a PhD Scholar in Computer<br />
Science, Department of Scientific<br />
Computing, University of Vienna,<br />
Austria. The title of his paper is<br />
"Workflow Enactment Engine<br />
I n d e p e n d e n t P r o v e n a n c e<br />
R e c o r d i n g f o r e - S c i e n c e<br />
Infrastructures".<br />
“I would like to thank HEC for<br />
providing me opportunity and<br />
funding to pursue my career as a<br />
researcher,” said Fakhri.<br />

for Shell Eco Marathon<br />
A ceremony to distribute cheques among teams of young engineers for<br />
participation in Shell Eco Marathon was held under the auspices of<br />
STEM Careers Programme (SCP), a joint venture of the <strong>Higher</strong><br />
<strong>Education</strong> <strong>Commission</strong> (HEC) and Pakistan Institute of Engineering<br />
and Applied Sciences (PIEAS), at HEC Secretariat recently.<br />
Prof. Dr. Sohail. Naqvi, Executive Director HEC, was chief guest on the<br />
occasion. Dr. Abdullah Sadiq, Chairman STEM and Dr. Muhammad<br />
Aslam, Rector, PIEAS were also present.<br />
Three teams of young engineers from Ghulam Ishaq Khan Institute<br />
(GIKI), Swabi, University of Engineering and Technology (UET),<br />
Lahore and College of Electrical and Mechanical Engineering, NUST<br />
have been selected by SCP for sponsoring their participation in Shell<br />
Eco Marathon to be held from July 8-10, <strong>2010</strong> at Kuala Lampur,<br />
Malaysia.<br />
Speaking on the occasion, Dr. Naqvi said that achievement of the<br />
young engineers was actually the result of the investment made by<br />
HEC in faculty development and strengthening universities'<br />
technological infrastructure. He appreciated the project advisers of all<br />
the three universities, for guiding the young engineers and<br />
successfully completing the project despite financial constraints. He<br />
also announced the plans to organize a pre Shell Eco Marathon at<br />
national level from the next year.<br />
Each year Shell organizes an energy-economy competition known as<br />
the Shell Eco-marathon, which challenges top young engineers to push<br />
the limits of fuel efficiency. The competition is an educational platform<br />
that encourages students across Asia to design, build and test fuelefficient<br />
vehicles. At last year's event in Berlin, a vehicle traveled 3836<br />
kms on a single liter of fuel.<br />
This year for the first time in the history of the event the Shell Eco-<br />
Marathon will hold the event in an Asian country. The event will be held<br />
at the Sepang international racetrack, a formula one track in Kuala<br />
Lumpur. Of immense interest to every Pakistani is the fact that 27<br />
student teams have registered for the event the highest number in the<br />
competition. These teams come from top universities across Pakistan<br />
and will pit their eco-vehicles against 120 teams from Asia.<br />
This is only the second time that Pakistan has taken part in the<br />
competition. Last year four teams of young engineers from GIKI and<br />
National University of Sciences and Technology (NUST) participated in<br />
the competition, of which one was sponsored by SCP.<br />
The teams selected to be sponsored by STEM Careers Programme are<br />
Pak-Wheelers, College of EME, NUST (Sanctioned Amount: Rs. 500,<br />
000), Team Aqua, GIKI (Sanctioned Amount: Rs. `300, 000), and The<br />
Innovators, UET Lahore (Sanctioned Amount: Rs. 300, 000).<br />

(HEC) has urged the faculty<br />
members to get acquainted with<br />
latest advances in their respective<br />
disciplines.<br />
He was speaking at the concluding<br />

ceremony of the 13 Master<br />
Trainers Faculty Professional<br />
D e v e l o p m e n t P r o g r a m m e<br />
organized by the Learning<br />
Innovation Division, HEC at the<br />
<strong>Commission</strong> Secretariat on<br />
Tuesday.<br />
Twenty-nine faculty members from<br />
22 public and private universities<br />
across Pakistan participated in this<br />
Programme, which was held from<br />
April 14 to <strong>June</strong> 8, <strong>2010</strong>.<br />
The Chairman said that in this age<br />
of information explosion, a teacher<br />
must be well prepared as today's<br />
students have access to unlimited<br />
knowledge through a variety of<br />
resources on internet. “To be a<br />
good teacher, you shall have to<br />
keep pace with the rapidly<br />
c h a n g i n g i n formation a n d<br />
technology,” he said.<br />
Dr. Laghari emphasized on the<br />
importance of pre-service and<br />
continuous in-service teachers<br />
training. He appreciated the efforts<br />
of Learning Innovation Division in<br />
making up the major deficiency of<br />
pre-service training by organizing<br />
regular Faculty Development<br />
Programmes to develop and<br />
enhance the requisite pedagogical<br />
and administrative skills of the<br />
existing faculty.<br />
The Master Trainers Faculty<br />
P r o f e s s i o n a l D e v e l o p m e n t<br />
Programme (MT FPDP) is an eight<br />
to twelve week in-service<br />
orientation programme designed to<br />
equip the higher education<br />
teaching faculty with the latest<br />
pedagogical and research skills<br />
required for effective teaching and<br />
research. So far, 386 Master<br />
Trainers have been trained in 13<br />
successful batches of MT FPDP.<br />

today have great potential and HEC<br />
is ready to provide them all<br />

comprised of core modules along<br />

In “Teaching as a Profession”<br />
module they gained insight about<br />
their profession. In “Microteaching”<br />
module they got chance to<br />
demonstrate and improve their<br />
teaching skills. “Assessment and<br />
Evaluation”, “Communication<br />
Skills” and “Research Methods and<br />
Skills” modules were also<br />
conducted to enhance the teaching<br />
capabilities of the participants.<br />
Participants took keen interest in<br />
“Competent Language Usage<br />
Essentials” module which was<br />
highly appreciated by the<br />
participants. Other than core<br />
modules special sessions were also<br />
arranged in which eminent scholars<br />
shared their views with the<br />
participants of on different topics.<br />
On the occasion, the Chairman HEC<br />
took oath from the participants that<br />
they should remain loyal to their<br />
profession. Certificates were<br />
distributed amongst the successful<br />
Master Trainer Faculty Members at<br />
the end of the ceremony.<br />

Workshop on Audit and Financial Management Skills<br />
As part of a series of workshops to be held throughout<br />
Pakistan at higher education institutions for capacity<br />
building of audit and finance departments, the Learning<br />
Innovation Division organized a six-day workshop on<br />
Audit and Financial Management Skills at HEC Regional<br />
Centre, Lahore.<br />
The main objective of this workshop, organized under<br />
the programme “Modern University Governance for<br />
University Administrators” was to provide an<br />
opportunity to the participants to examine their own<br />
skills in problem-solving and negotiations through<br />
exercise related to audit and financial management.<br />
Lt. Gen. (R) Muhammad Akram Khan, Vice Chancellor,<br />
UET Lahore was the chief guest at the closing ceremony.<br />
Appreciating activities of HEC, he highlighted the<br />
importance of the subject and suggested that this<br />
workshop should also be held at sub-campuses of the<br />
universities.<br />
Mr. Amir Imtaiz and Ms. Sumbal Iftikhar, representatives<br />
of the participants, expressed deep gratitude to the HEC<br />
for bringing people from different universities together<br />
and making the workshop a success. They said that such<br />
programmes provide a forum for fruitful discussion and<br />
increase the opportunities of learning and sharing.<br />
So far, 289 University Audit and Finance Department<br />
representatives have been equipped and trained by<br />
Modern University Governance Programme of the<br />
Learning Innovation Division.<br />
2-day ITE Module Review Workshop Concludes<br />
A two-day workshop on ITE Module Review was organized by the<br />
National Academy of <strong>Higher</strong> <strong>Education</strong> (NAHE), Learning Innovation<br />
Division, <strong>Higher</strong> <strong>Education</strong> <strong>Commission</strong> at HEC Secretariat.<br />
The workshop was third in the series of module development process<br />
for the component Incorporating Technology in <strong>Education</strong> (ITE). The<br />
participants represented seven public universities, including University<br />
of Engineering and Technology, Taxila; University of Balochistan,<br />
Quetta; Lahore College for Women<br />
University, Lahore; University of<br />
Agriculture, Faisalabad; Mirpur University<br />
of Science and Technology, AJK; Fatima<br />
Jinnah Women University, Rawalpindi;<br />
and University of Sindh, Jamshoro.<br />
The workshop focused on the finalization<br />
of the indigenous ITE modules through<br />
which participants will be imparted<br />
training for the betterment of classroom<br />
instruction at higher education level in<br />
the country. The programme has the<br />
feature of imparting training at the<br />
doorstep of the universities. It has been<br />
planned that the same material will be<br />
pilot tested to test the effectiveness of<br />
the modules for the targeted group.<br />
In the first phase of the project, NAHE<br />
imparted International Computer Driving<br />
License (ICDL) training to 246 faculty<br />
members from across Pakistan.<br />

Zulfiqar Ali Shah<br />
Completes PhD in Finance<br />
Gold Medal Syed Zulfiqar Ali Shah has completed his<br />
Ghaffar, belonging to district Dera Bugti and a<br />
graduate of BUITEMS Quetta, was selected<br />
under the scheme “Provision of <strong>Higher</strong><br />
<strong>Education</strong> Opportunities for Students of<br />
Balochistan and FATA,” which has been<br />
specifically designed to provide financial<br />
assistance to 1300 undergraduate and 700<br />
postgraduate talented students of Balochistan<br />
and FATA so that they may continue their<br />
studies in reputed universities of the country.<br />
PhD in Finance from Muhammad Ali<br />
Jinnah University (MAJU). He was<br />
supervised by Dr. Tariq Javed, Associate<br />
Professor, Qauid-i-Azam University,<br />
Islamabad.<br />
The title of Dr. Zulfiqar's thesis is<br />
“Corporate Governance and Financial<br />
Performance, a Comparative Study of<br />
Developing and Developed Markets”.<br />
This study compares the impact of corporate governance on<br />
various areas of performance between the USA (developed<br />
economy) and Pakistan (developing economy). Dr. Zulfiqar also<br />
availed the HEC scholarship under International Research<br />
Support Initiative Programme (IRSIP) and carried out part of his<br />
research at State University, New York, USA. During his<br />
coursework, he published 13 research papers in HEC recognized<br />
journals.<br />
Acknowledging Zulfiqar's competence, his foreign supervisor<br />
remarked, “His econometrics skills are if not superior are<br />
comparable to any PhD student of USA business schools.”<br />
“I am very thankful to HEC for awarding me this<br />
scholarship without which it was impossible for<br />
me to pursue MBA from CIIT, Islamabad. This<br />
is an excellent opportunity for the students of<br />
Balochistan,” said Ghaffar.<br />
HEC has awarded 451 scholarships during the<br />
intake of batch-I and II during 2008-10. The<br />
scheme will now be advertised in July <strong>2010</strong>.<br />

been possible due to HEC's support otherwise it would just have<br />

Workshop for Sindh Region<br />
Understanding DSF and its Implementation in HEIs<br />
The Quality Assurance Division, HEC organized a oneday<br />
workshop at HEC Regional Centre Karachi to<br />
introduce Degree Supplement Form (DSF) and its<br />
implementation in all the degree awarding institutions<br />
of Sindh. DSF will help in the recognition of Pakistani<br />
degrees at international level and facilitate students in<br />
getting admissions to the foreign Universities.<br />
Representatives of HEC and Controllers of Examination<br />
of all the public and private universities of the Sindh<br />
province participated in the workshop, which focused<br />
on capacity building and to apprise the universities<br />
about benefits of the DSF that would be attached to the<br />
degrees and would provide detailed information about<br />
qualification of the student, institution and other<br />
required information as per international criteria.<br />
Speaking on the occasion, through video conferencing,<br />
Dr. Riaz Hussain Qureshi, Adviser (HRD) HEC said that<br />
HEC has been working hard not only to boost the higher<br />
education in the country and to improve its quality but is<br />
also striving to earn international recognition for our<br />
degrees.<br />
He further added that Pakistani students have been<br />
facing great problems in getting admissions in the<br />
foreign universities due to lack of international<br />
recognition for our degrees and the DSF has been<br />
introduced to resolve the problems being faced by the<br />
students and to facilitate their admissions by providing<br />
them required information to the employers and<br />
universities.<br />
The resource person for the workshop Dr. Tanveer<br />
Ahmed Malik, Controller of Examination, University of<br />
Agriculture, Faisalabad gave a detailed presentation<br />
about the DSF. Ms. Zia Batool, Director General, Quality<br />
Assurance, HEC also spoke on the occasion.<br />
Workshop for Capacity<br />
Building of HEC's IT Staff<br />
A workshop on Microsoft System Center Configuration Manager<br />
(SCCM) 2007 R2 for capacity building of HEC's IT staff was<br />
organized recently. This tool provides various IT support services<br />
and enables efficient service delivery to end users while performing<br />
and managing all computer systems from SCCM Administration<br />
Console. The services include Software Distribution, Asset<br />
Intelligence, Operating System Deployment,<br />
Hardware Inventory, Software Metering and<br />
different types of Reports.<br />
The workshop was hosted by Syed Atif<br />
Ahmed, System Engineer (PERN2). The key<br />
participants of the workshop were Mr. Anwar<br />
Amjad, DG (IT), M. Pervaiz Khan, Director<br />
(NIS), Ch. Abdul Fayyaz Chattha, Country<br />
Coordinator/RM North (PERN2) and IT<br />
Support Staff.<br />
The main focus of the workshop was on<br />
SCCM features and tools for infusing<br />
innovative scenarios and new practices.<br />

Framework for Fine Arts Courses<br />
teachers. The Library and<br />
Laboratory funding should also be<br />

lectures of eminent scholars and<br />

An accreditation body should be<br />
established by HEC to ensure<br />
standards are met in all Art and<br />
Design departments in public and<br />

The National Curriculum Review Committee of the <strong>Higher</strong> <strong>Education</strong><br />
<strong>Commission</strong> in Fine Arts was held at HEC Regional Centre, Lahore to develop<br />
the final framework of courses. The National Association of Schools of Art<br />
and Design (NASAD), the accrediting body for Art and Design colleges in<br />
USA, was used as a model for developing the Fine Arts Curriculum in<br />
Pakistan, to ensure international as well as local standards are reflected.<br />
The Committee recommended that Learning Innovation Division of HEC<br />
should organize specialized teacher training programmes for Fine Art<br />

HEC Committee Updates Forestry Curriculum<br />
A three-day meeting of the<br />
National Curriculum Revision<br />
Committee in Forestry was<br />
organized by the <strong>Higher</strong> <strong>Education</strong><br />
<strong>Commission</strong>, to finalize curriculum<br />
of four-year BSc (Hons) in Forestry<br />
keeping in view the template of<br />
Agriculture disciplines, developed<br />
by experts in October 2009.<br />
The experts from all Agriculture<br />
universities, R&D Organization<br />
such as WWF and Director General<br />
of Pakistani Forest Institute<br />
attended the meeting. A detailed<br />
discussion on current and<br />
important issues of Forestry was<br />
carried out so that the revised<br />
curriculum reflects new ideas<br />
regarding changing scenario of<br />
forest resources in the country and<br />
around the world.<br />
The participants agreed that all<br />
universities and institutions that<br />
are imparting forestry education at<br />
graduation level should have<br />
common, comprehensive and<br />
updated curriculum according to<br />
demand of the Provincial Forest<br />
D e p a r t m e n t s a n d a l l i e d<br />
organizations. All courses were<br />
reviewed and improved by<br />
incorporating the latest issues in<br />
the contents. Some new subjects<br />
were also included in the scheme.<br />
The Committee recommended that<br />
latest books on the subject should<br />
be made available, besides urging<br />
the experts in the field of forestry to<br />
write monograph and textbooks<br />
under HEC funded scheme.<br />
It was further recommended that<br />
an Accreditation Council for<br />
Forestry degree in Pakistan should<br />
be established to ensure uniformity<br />
and quality standards in all<br />
departments and institutes offering<br />
Forestry degree at graduate and<br />
postgraduate levels. To ensure the<br />
quality of education in forestry,<br />
monitoring of the required facility<br />
in class room, laboratory, and<br />
equipment should be carried out on<br />
regular basis by HEC. Physical<br />
training and field visit should be an<br />
integral part of forestry education.<br />
Pakistan Forest Institute will adopt<br />
the revised curriculum along with<br />
other institutions, but to cater for<br />
requirement of provincial/regional<br />
g o v e r n m e n t s a n d o t h e r<br />
organizations, it will continue with<br />
the existing BSc and MSc Forestry<br />
programmes of two years each for<br />
maximum up to the next two years.<br />

First-ever Civic <strong>Education</strong><br />
Resource Centre Established<br />

Scholarships to<br />
86 Needy Students<br />
A meeting of the Scholarship Management<br />
Committee was held at <strong>Higher</strong> <strong>Education</strong><br />
<strong>Commission</strong> (HEC) Secretariat to approve the<br />
cases of 86 needy students for academic year<br />
2009-10, under USAID funded Merit and Needs<br />
Based Scholarship Programme.<br />
The meeting was chaired by Prof. Dr. Sohail<br />
Naqvi, Executive Director HEC and attended by<br />
representatives of participating institutions,<br />
eminent scholars and senior HEC officials.<br />
The country's first ever Civic <strong>Education</strong> Resource Centre has<br />
been established at the Department of <strong>Education</strong>, Bahauddin<br />
Zakariya University (BZU), Multan. The University has<br />
established the Centre in collaboration with the <strong>Higher</strong> <strong>Education</strong><br />
<strong>Commission</strong> (HEC).<br />
The main objectives of the establishment of the Resource Centre<br />
include dissemination and promotion of concepts of civic<br />
education through effective campaigns, undertaking research on<br />
civic education, organizing workshops/seminars to enable<br />
individuals to play a meaningful participating role for community<br />
welfare and collaboration with similar organizations to make<br />
mutual efforts for promotion of civic/citizenship education in<br />
Pakistan.<br />
The establishment of the Centre will prove to be a milestone in<br />
promoting effective and quality citizenship education, especially<br />
in the higher education sector. This step would also help in<br />
strengthening Social Sciences in Pakistan.<br />
BZU's Department of <strong>Education</strong> is one of Social Sciences<br />
departments selected by HEC under its project<br />
“Development/Strengthening of Selected Departments of Social<br />
Sciences and Humanities in General Universities of Pakistan”,<br />
through which HEC is providing financial assistance to 13 Social<br />
Sciences departments of various public sector universities for<br />
construction of seminar rooms/classrooms, development of<br />
departmental websites/database, purchase of equipment,<br />
research grants, holding of conference/seminars and award of<br />
PhD scholarships.<br />
The importance of civic education has been highlighted in the<br />
new education policy. In the present situation of the country<br />
there is dire need to spread and promote civic education to make<br />
citizens aware of their civic responsibilities so that they can play a<br />
meaningful role for betterment of the society.<br />
The selected students belong to the Institute of<br />
Business Administration, Karachi, Quaid-i-Azam<br />
University, Islamabad, NWFP Agriculture<br />
University, Peshawar and Balochistan<br />
University of Information Technology,<br />
Engineering and Management Sciences.<br />
The students will complete their education by<br />
December 2011 on scholarships that cover<br />
tuition fee, transportation, books, lodging and<br />
incidental costs.<br />
HEC in collaboration with the US Government<br />
initiated the Merit and Needs based Scholarship<br />
Programme to provide assistance to those<br />
talented but needy students who are unable to<br />
continue their education due to financial<br />
disadvantages. These scholarships are<br />
available since 2004 in the field of Business<br />
Administration and Agriculture at 11<br />
participating universities.<br />
Speaking on the occasion, Dr. Naqvi stressed<br />
the need for fund raising activities for<br />
sustainability of the financial aid activities. He<br />
added that the involvement of local community<br />
is essential in order to raise funds for generating<br />
scholarships for needy students.<br />
Since the Programme's inception in 2004, 1328<br />
needy students have received scholarships in<br />
the field of Business Administration and<br />
Agriculture discipline, while 827 students have<br />
completed their education. A total of 1407<br />
scholarships will be provided under this<br />
programme.<br />

HEC Committee Revises Curriculum of Agriculture Economics<br />
A meeting of the National Curriculum Revision<br />
Committee (NCRC) in the field of Agriculture<br />
Economics was held at HEC Regional Centre,<br />
Karachi. The meeting was attended by various<br />
universities, degree awarding institutions and<br />
R&D organizations.<br />
Prof. Dr. Altaf Ali G. Shaikh, Member (Academics)<br />
HEC was the chief guest in the inaugural<br />
ceremony. Highlighting the obligation of HEC for<br />
curriculum revision for undergraduate and<br />
graduate levels, he briefed the participants about<br />
the procedure for review and development of<br />
curricula. A preliminary draft of curricula in<br />
Agriculture Economics was developed in<br />
Committee's previous meeting held in January<br />
this year. The draft was modified in the light of<br />
feedback received from committee members.<br />
The Committee recommended that a teaching<br />
schedule including course objectives,<br />
prerequisites, topics to be covered, list of books,<br />
articles and assignments shall be provided in the<br />
beginning of the semester. It was strongly<br />
recommended that the work load of the university<br />
teachers may be rationalized as per international<br />
standard.<br />
The Committee while revising curricula for the course of<br />
“Agricultural Problems of Pakistan” observed that there is no<br />
relevant book available in the market. It was decided that a<br />
manual will be prepared jointly by all the members of<br />
NCRC.Computer software such as Eviews, SPSS, SAS, STATA,<br />
etc. will be provided to the departments/faculty so as to train<br />
the graduate students.<br />
Keeping in view the emerging challenges in agriculture, the<br />
Committee recommended that new courses on WTO and<br />
Political Economy of Agriculture Sector should be developed.<br />
Institutions like State Bank of Pakistan and <strong>Education</strong> Ministry<br />
will be requested to consider the graduates of Agricultural<br />
Economics at par with that of Economics for recruitment.<br />
Nomenclature of the degrees of BSc(Hons) and MSc(Hons)<br />
may be changed to BS and MS as per international standards.<br />

ESP Workshop at GCU Faisalabad<br />
The English Language Teaching Reforms (ELTR) Project kicked off<br />
its second phase by organizing a week-long short course on English<br />
for Specific Purposes (ESP) at Government College University<br />
(GCU), Faisalabad recently. The faculty members of English<br />
departments from public sector universities and colleges of<br />
Faisalabad and nearby areas attended the course.<br />
The teachers were given an insight into latest practices in ESP with a<br />
special focus on ESP Student Needs, Linguistic Audit in ESP, ESP for<br />
Baccalaureate Programmes, Issues in ESP Course Design, Using<br />
Corpora in ESP Material Adaptation, ESP Games: Bingo Legal<br />
Vocabulary etc.<br />
Dr. C. J. Dubash from FC College University was chief guest at the<br />
closing ceremony. He congratulated the participants for completing<br />
the training in ESP and hoped that they would make best use of their<br />
learning in the field.<br />
Mr. Musa Hassan, HEC Coordinator, briefed the participants about<br />
the efforts of ELTR Project, especially in the area of teachers<br />
training with a special focus on English language learning and<br />
research. He introduced the participants with what opportunities<br />
the Project is offering to them.<br />
Singles and Doubles Title for Afsheen<br />
Ms. Afsheen Akhter, Project Manager (HRD) HEC<br />
has won singles as well as doubles titles in the table<br />
tennis tournament held from May 14-17, <strong>2010</strong> at<br />
Pakistan Sports Complex, Islamabad. Sixty-four<br />
players participated in the single competition while<br />
there were 32 players in the doubles competition,<br />
which were played on knock-out basis. Ms. Akhter<br />
is ranked number 14 at national level. Mir Ijaz<br />
Hussain Jahkarani, Federal Minister for Sports was<br />
the chief guest in the closing ceremony, who<br />
awarded trophies and cash prizes.<br />

Anthropology/<br />
Sociology Teachers<br />
A three-day workshop on dissertation<br />
w r i t i n g i n t h e s u b j e c t o f<br />
Anthropology/Sociology was organized by<br />
<strong>Higher</strong> <strong>Education</strong> <strong>Commission</strong> (HEC) in<br />
collaboration with The American Institute of<br />
Pakistan Studies (AIPS) at Islamabad<br />
recently.<br />
Second in the series, the dissertation<br />
workshop was for doctoral students in<br />
Anthropology and Sociology, and was<br />
conducted by eminent anthropologist Dr.<br />
Kamran Ali, University of Texas/Austin and<br />
Dr. Humaira Iqtidar, Research Fellow, Centre<br />
of South Asian Studies, University of<br />
Cambridge, UK. The first workshop was held<br />
in May 2009 in the subject of History.<br />
The workshop addressed issues of gender,<br />
class and religious/ethnic difference within<br />
an anthropological/sociological framework.<br />
The participants were encouraged to engage<br />
with social-historical and critical<br />
understandings of various themes which can<br />
range from an exploration of ethnic<br />
relations, religious movements, labour,<br />
women in urban life and the social<br />
implications of reconfiguration of urban<br />
spaces (e.g., urban planning, flyovers, new<br />
constructions) as well as critical film and<br />
media studies.<br />
The workshop was attended by a group of 12<br />
in-service university/college teachers<br />
pursuing MPhil/PhD degrees at various<br />
universities located across Pakistan.<br />
HEC and AIPS aims to facilitate scholarship<br />
within academe in Pakistan in various<br />
disciplines The workshops are intended to<br />
bring together doctoral students in Pakistan<br />
who are developing dissertation proposals<br />
a n d a r e i n e a r l y p h a s e s o f<br />
research/dissertation writing, and who seek<br />
to develop richer, more subtle or robust<br />
understandings of social science concerns of<br />
studying diversity and difference within<br />
social spaces.<br />

First Anniversary of LCWU Radio<br />
independent and regular transmission of FM<br />
channel.<br />
Dr. Bushra Mateen said that the Campus Radio<br />
is equipped with state-of-the-art equipment<br />
and producing programmes compatible to<br />
professional FM commercial channels. She also<br />
congratulated and appreciated the efforts of Dr.<br />
Anjum Zia and FM team for successfully on<br />
airing the transmission in a professional way.<br />
The Department of Mass Communication, Lahore College for<br />
Women University (LCWU) recently celebrated first anniversary<br />
of its campus radio FM 96.6, Voice of LCWU. Mr. Mujataba Shujaur-Rehman,<br />
Provincial <strong>Education</strong> Minister was the chief guest<br />
while Prof. Dr. Bushra Mateen, Vice Chancellor LCWU, presided<br />
over the ceremony.<br />
FM 96.6 was established in 2009 and its first transmission was<br />

for Upgrading TIAC<br />
Germany would extend<br />
financial assistance for upgradation<br />
of Taxila Institute<br />
of Asian Civilizations (TIAC),<br />
which is acting as a catalyst<br />
to understand the common<br />
and diverse features of the<br />
people of Asia, primarily in<br />
the historic mode.<br />
The financial assistance would be provided under Pakistan-<br />
German <strong>Education</strong>al Development Project recently signed<br />
between Dr. Michael Koch, Ambassador of the Federal Republic of<br />
Germany and Dr. Hugh van Skyhawk, Professor of Comparative<br />
Religion at TIAC and Principal Adviser to the German Technical<br />
Cooperation (GTZ/CIM) for upgrading of the Taxila Institute. TIAC<br />
is a constituent Institute of the Quaid-i-Azam University.<br />
While addressing the signing ceremony, the Ambassador hoped<br />
that this initial financial assistance for developing the Institute<br />
would help empower Pakistani students of Social Sciences and<br />

from the Physics community as its results may<br />
lead to discover a new brand form of matter.<br />
Jamil Aslam is a faculty member of Physics<br />
Department at Quaid-i-Azam Universty<br />
(QAU), Islamabad while the other two<br />
physicists are working in Deutsches<br />
Elektronen Synchrotron (DESY), the biggest<br />
German research centre for particle physics.<br />
Jamil and his team members analyzed the<br />
data collected by the KEK particle collider in<br />
Japan during an experiment known as Belle<br />
and claimed the discovery of tetraquark<br />
particles that consist of four quarks instead of<br />
the usual two (quark-antiquark) and three<br />
quark ones.<br />
“Though it is not conclusive, however the<br />
analysis made in paper supports the evidence<br />
of tetraquarks and if it is proved in Belle<br />
experiments, scheduled for later this year, it<br />
will give a brand new form of matter” says Mr.<br />
Jamil.<br />

said that in recent times,<br />
physiology has emerged as a<br />
multidisciplinary subject and has<br />
become more important due to<br />
upcoming discoveries at gene level.<br />

functioning of organs and organs<br />
linking with the environment have<br />
further broadened the science of<br />
physiology with respect to the<br />
impact of environmental insults on<br />
the physiological functioning of<br />
human and animal bodies. Dr.<br />
Shahab said scientific research can<br />
help devise effective therapeutic<br />
and pharmacologic designs in order<br />
to counter the devastating diseases<br />
like hepatitis, AIDS and cancer.<br />
Speaking on the occasion, Prof. Dr.<br />

QAU said that since its inception,<br />

The 6 convocation ceremony of the Bahria University,<br />
Islamabad was held recently at Jinnah Convention<br />
Centre Islamabad. Admiral Noman Bashir, Chief of the<br />
Naval Staff was the Chief Guest, who conferred degrees<br />
to the 700 graduating students in various discipline<br />
including BBA, BSE, BCE, BS, MS, MSC and MBA.<br />
Fourteen gold medals and 12 silver medals were<br />
awarded to the outstanding students as recognition of<br />
their remarkable achievement in their respective<br />
academic programmes. Tabinda Tariq, Tayyaba Mateen,<br />
Saira Siddiqui, Sofia Khushnud and M. Tayyab Asghar<br />
secured 4-CGPA in their respective disciplines.<br />
While congratulating the graduates, Admiral Noman<br />
Bashir appreciated them for continuous hard work of<br />
the last many years to earn their degrees. He said that<br />
he is confident that the quality education and grooming<br />
they received at Bahria University would always help<br />
them to withstand professional challenges.<br />
He said that University faculty needs to be conscious of<br />
the fact that they are preparing the youth who are<br />
required to steer this nation out of the present crisis<br />
which is multi-faceted and complex. He admired the<br />
University's role for taking up research projects of<br />
national and international significance, and its<br />
collaboration with foreign universities. He also<br />
appreciated the steps being taken by the University to<br />
double the needs-based scholarships to accommodate<br />

Vice Admiral (R) Muhammad Haroon, Rector, Bahria<br />
University in his speech gave a brief account of the<br />
various measures that the University has taken for its<br />
expansion. He mentioned that all computer laboratories<br />
have been upgraded with new equipment and servers. A<br />
newly constructed block consisting of 10 classrooms and<br />
spacious laboratories has been added to Islamabad<br />
Campus at a cost of about Rs. 100 million which helped<br />
the University to increase enrolment from 3300 to 4300<br />
to meet the growing demand of admissions.<br />
The Rector said that MPhil and PhD programmes have<br />
been introduced both at Islamabad and Karachi<br />
Campuses, a gymnasium is under construction at the<br />
Islamabad campus at a cost of Rs. 70 million which shall<br />
provide ample indoor sports facilities to students. “The<br />
future plans of growth include introduction of new<br />
academic discipline in Law and Dentistry from Fall <strong>2010</strong>,<br />
construction of Institute of Earth and Environmental<br />
Sciences and construction of Medical and Dental College<br />
building at Karachi,” he said.<br />
He informed the audience that university researchers<br />
are involved in two important projects of national<br />
significance, one is related to Monitoring of the Tectonic<br />
Movements of the Nanga Parbat, Haramosh and Indus<br />
River area and other pertains to Thar Coal and its<br />
chemical composition.<br />

Conference/Workshop on Ecology<br />

Dendrochronology and Plant<br />

Karachi. The conference, funded by<br />
the <strong>Higher</strong> <strong>Education</strong> <strong>Commission</strong>,<br />

exchange scientific ideas, share<br />
experiences, knowledge and<br />

Rector NUST Attends<br />
ACU Conference and<br />
UNESCO-COL Workshop<br />
Lt. Gen. Muhammad Asghar, Rector, National University of<br />
Sciences and Technology (NUST) attended the ACU<br />
Conference of Executive Heads in Cape Town, South Africa<br />
recently. About 200 Vice Chancellors, Rectors and senior<br />
officials of the universities from across the Commonwealth<br />
attended the Conference.<br />
The Conference was entitled “Universities and the<br />
Millennium Development Goals” and the main themes<br />
included sustainability, health and education. Twenty-two<br />
papers on various aspects of the themes were presented<br />
by the eminent scholars.<br />
NUST also presented a paper entitled “NUST Initiatives for<br />
clean water in Pakistan”. The paper discussed different<br />
water treatment projects undertaken by NUST Institute of<br />
Environmental Science and Engineering. The main focus of<br />
the paper was the treatment of drinking water and<br />
reclaiming sewage and contaminated water.<br />
The Rector NUST also participated in a workshop on<br />
Open <strong>Education</strong>al Resources (OERs) jointly organized<br />
by UNESCO and Commonwealth of Learning (COL) in<br />
Cape Town. A total of 30 Vice Chancellors and Rectors<br />
were invited to attend the workshop. The workshop<br />
aimed at expanding understanding of OERs among<br />
educational decision makers in order to promote their<br />
wider use. The participants shared their thoughts and<br />
experiences about the provisions and usage of OERs.<br />
Model United Nations<br />
Conference<br />
The NUST Business School (NBS) hosted the<br />
NUST Model United Nation Conference (NUMUN<br />
<strong>2010</strong>), which was organized by the BBA Spring<br />
batch 2009 as a final project of Business<br />
Communication.<br />
The event consisted of two simultaneous UN<br />
sessions, the Security Council and Counter<br />
Terrorism Committee. Different schools of NUST<br />
including NBS, SEECS, SCME and SCEE<br />
represented different countries.<br />
The discussion was highly informative, directed at<br />
enhancing the public speaking and leadership<br />
skills of the participants. During the sessions<br />
tentative resolutions were presented by the<br />
country delegates, which were passed in the end,<br />
following routine UN procedure.<br />

SZABIST Launches Institutional Research Office<br />
Shaheed Zulfikar Ali Bhutto Institute of Science and<br />
Technology recently launched the Institutional<br />
Research Office (IRO) at its Karachi campus. Speaking<br />
at this occasion, Dr. Izhar-ul-Haq, President, SZABIST<br />
said that IRO qualitatively and quantitatively assess the<br />
effectiveness of any educational institution and makes<br />
appropriate recommendations.<br />
He said that the tremendous explosive energy of the<br />
youth mingled with their ambition to stand out from the<br />
rest and change history is overwhelming for teachers<br />
and parents, and the basic responsibility lies with the<br />
educational institutions to ensure that students are fully<br />
equipped with adequate tools and qualified faculty and<br />
staff.<br />

Dr. Iqrar Laments Cut in HEC Budget<br />
“The University of Agriculture, Faisalabad (UAF) has<br />
been striving to develop bridges between academia and<br />
civil society by conducting research and development<br />
activities in order to facilitate the farming community<br />
with innovative technological outcomes initiated by its<br />
scientists.” This was stated by Prof. Dr. Iqrar Ahmad<br />
Khan, Vice Chancellor, UAF while addressing the<br />
inaugural session of workshop on “Food industry need<br />
based projects for research in academia” recently<br />
organized by National Institute of Food Science and<br />
Technology and Endowment Fund Secretariat.<br />
Dr. Khan said that our mission is to develop viable and<br />
useful linkage with industrial sector for the promotion of<br />
science and technology. He expressed his concern over<br />
heavy budget cut of the <strong>Higher</strong> <strong>Education</strong> <strong>Commission</strong><br />
(HEC) and termed it hurdle in human resource<br />
development activities taken place at the universities.<br />
The Vice Chancellor maintained that UAF had received<br />
Rs. 700 million grants from HEC while its original<br />
expenditure was Rs. 1200 million. Referring current<br />
financial year grant for the University he added that HEC<br />
has promised to give us Rs. 722 million which is<br />
insufficient amount even to meet the prevailing<br />
expenses of employee's salaries.<br />
Dr. Faqir Muhammad Anjum, Director General, NIFSAT<br />
stressed the need for coordination between academic<br />
institutions and industries and termed it vital for the<br />
growth and development. He said that in developed<br />
countries the private sector provides substantial<br />
backward linkages in terms of supply of inputs, services,<br />
credit, knowledge and forward linkages in processing,<br />
value addition and marketing.<br />

at the second convocation of the Federal Urdu University<br />
of Arts, Science and Technology (FUUAST), Dr. Ashfaq<br />
highlighted the importance of exploring new ways of<br />
education to ensure progress and prosperity of the<br />
country.<br />
He said that there is a dire need to give equal importance<br />
to the research in the fields of sciences, social sciences<br />
and technology to find out a solution to the confronting<br />
issues. He said that education was the main source for<br />
maintaining national integrity and for building a strong<br />
Pakistan, adding that the Government was focusing on<br />
the research-based education in the universities.<br />
Earlier, Prof. Dr. Mohammad Qasir, Vice Chancellor,<br />
FUUAST enumerated various achievements of the<br />
University. He said the University, so far, has issued as<br />
many as 6127 degrees in various disciplines including 50<br />
PhD and MPhil.<br />
He said that there are five faculties and 13 department,<br />
and 13000 students are enrolled at both campuses<br />
(Karachi and Islamabad) of the University. "Over 10000<br />
students are studying at Karachi campus and 2330 at<br />
Islamabad campus whereas about 2241 students were<br />
linked with the University as private candidates,” he said.<br />

Social Tagging and Library<br />
Practices Workshop at UMT<br />
The Learning Resource Centre, University of Management and<br />
Technology recently organized a one-day workshop on “Social Tagging<br />
and Library Practices for Knowledge Organization”.<br />
As many as 55 participants attended the workshop form various<br />
educational institutions across the province. The workshop was jointly<br />
conducted by Dr. Abdus Sattar Chaudhry, Associate Professor, Kuwait<br />
University and Dr. Sajjad-ur-Rehman, Professor, Kuwait University.<br />
A clear understanding of the concept, process, and tools related to<br />
social tagging is expected to help libraries take full advantage of this<br />
new initiative. The course was designed for Librarians and other<br />
information and knowledge professionals interested in taking<br />
advantage of social media tools for organizing and sharing knowledge.<br />
In his welcome note Dr. Hasan Sohaib Murad, Rector, University of<br />
Management and Technology said that web technologies have enabled<br />
the learners and made it easier for end user to access resources and<br />
develop technology-mediated social relations leading to the<br />

Irish Team Holds<br />
Workshops at UHS<br />
Two international workshops spread over<br />
eight days from were conducted at the<br />
University of Health Sciences, Lahore by<br />
a team of facilitators and trainers from<br />
Ireland headed by Mr. Macartan Hughes,<br />
Director, National Ambulance Services<br />
Ireland.<br />
The two different workshops were<br />
attended by 20 participants as master<br />
trainers from all over Pakistan in EFR<br />
(Emergency First Responder) and by<br />
another 22 participants from Rescue<br />
1122 on CFR (Cardiac First Responder).<br />
The main objective of these workshops is<br />
to train participants from all over the<br />
country in the field of pre-hospital<br />
emergency and in hospital emergency<br />
care. The workshops helped team<br />
building among doctors, nurses,<br />
paramedics, rescue workers by welding<br />
them work together to save life in golden<br />
minute and golden hour of any<br />
emergency. These also helped<br />
emergency preparedness for faculties<br />
and organizations.<br />

Book by Dr. Muddassar Farooq<br />
The peer-reviewed research book<br />
of Dr. Muddassar Farooq entitled<br />
" B e e - i n s p i r e d P r o t o c o l<br />
Engineering: from Nature to<br />
Networks" has been published by<br />
Springer-Verlag in Natural<br />
Computing series.<br />
Dr. Farooq is the Director of Next<br />
Generation Intelligent Networks<br />
Research Centre at FAST National<br />
University, Islamabad.<br />
Dr. Farooq has successfully<br />
conducted a unique research for<br />
telecommunication networks,<br />
based on techniques observed in<br />
the honey bee colonies. The book<br />
introduces a multipath routing<br />
algorithm for packet-switched<br />
telecommunication networks.<br />
His research observes that the<br />
honey bee networks demonstrate<br />
robust adaptive efficient agentbased<br />
communications and task<br />
allocations without centralized<br />
controls, which are desirable<br />
features in the network design.<br />
BeeHive algorithm, developed by<br />
Dr. Farooq, is dynamic, simple,<br />
efficient, flexible and represents an<br />
important step towards intelligent<br />
networks that optimally manage<br />
resources.<br />
The balanced exposition of the<br />
book makes it equally suitable for<br />
telecommunication network<br />
designers and theorists, and<br />
computer science researchers<br />
engaged with artificial intelligence,<br />
agents, and nature-inspired<br />
techniques.<br />
Dr. Farooq, a graduate of the<br />
National University of Sciences and<br />
Technology in Avionics, did his PhD<br />
in Informatics from University of<br />
Dortmund, Germany and Masters<br />
in Computer Science and<br />
Engineering from the University of<br />
New South Wales, Australia. He is<br />
also a member of IEEE, the world's<br />
largest professional association for<br />
the advancement of technology,<br />
one of the few senior member of<br />
the ACM (Association for<br />
Computing Machinery) from<br />
Pakistan, and a member of Pakistan<br />
Engineering Council.<br />
In his book, he has guided the<br />
readers in a survey of natureinspired<br />
routing protocols and<br />
c o m m u n i c a t i o n t e c h n i q u e s<br />
observed in insect colonies. He<br />
offers the design of a scalable<br />
framework for nature-inspired<br />
routing algorithms and examines a<br />
practical application using real<br />
networks of Linux routers. He also<br />
utilizes formal techniques to<br />
analytically model the performance<br />
of nature-inspired routing<br />
algorithms.<br />
In the last chapters of the book, the<br />
writer introduces an immuneinspired<br />
security framework for<br />
nature-inspired algorithms, and<br />
uses the wisdom of the hive for<br />
routing in ad hoc and sensor<br />
networks. He has also provided a<br />
comprehensive bibliography to<br />
serve as a reference for natureinspired<br />
solutions to networking<br />
problems.<br />
The book has bridged the gap<br />
between natural computing and<br />
computer networking. What sets<br />
this book apart from other texts on<br />
this subject is its natural<br />
engineering approach in which the<br />
challenges and objectives of a realworld<br />
system are identified before<br />
its solution, nature-inspired or<br />
otherwise, is discussed.<br />
The competence of Dr. Farooq has<br />
been acknowledged at home and<br />
abroad. He is the winner of Silver<br />

Training on Women Empowerment<br />
through Employment<br />
A fourteen-day training workshop on “Women Empowerment<br />
through Employment” was held at Pir Mehr Ali Shah Arid<br />
Agriculture University, Rawalpindi (AAUR). The workshop was<br />
jointly organized by the Department of Agri. Economics in<br />
collaboration with the Human Resource Development<br />
(HRDN), Islamabad. The objective was to provide an<br />
opportunity to women to gain innovative entrepreneurial<br />
skills, financial capacity, sharing of knowledge, skills training,<br />
and enterprise development.<br />
Prof. Dr. Khalid Mahmood Khan, Vice Chancellor, AAUR said<br />
there is a need to recognize and emphasize the diverse roles<br />
of women. “Women should be organized and strengthened at<br />
the grass root level to end their subordination,” he said. Ms.<br />
Umara Asim, Programme Adviser, HRDN, in her address<br />
informed the gathering about the aims and objectives of the<br />
HRDN and said that it's the first organization in Pakistan,<br />
which has developed quality standards for training. “These<br />
standards are followed by different training institutions for<br />
improvement in their programmes,” she added.<br />
AAUR Seminar on Human Rights<br />
A seminar on “Situation of Human Rights in Pakistan and Role<br />
of Academia” was organized by the Department of Sociology<br />
of the Pir Mehr Ali Shah Arid Agriculture University, Rawalpindi<br />
(AAUR) in collaboration with the Human Rights and Minorities<br />
Affairs Department of the Punjab Government and<br />
International Islamic University, Islamabad (IIUI) recently.<br />
Addressing as chief guest on the occasion, Dr. Khalid<br />
Mahmood Khan, Vice Chancellor, AAUR said the principle of<br />
universality of human rights is the cornerstone of the law of<br />
international human rights and all states have ratified at least<br />
one, and 80 percent of the states have ratified four or more, of<br />
the core human rights treaties.<br />
Ms. Parveen Qadir Agha, Vice President, IIUI said the<br />
academicians have to play their due role in the society to<br />
ensure protection of human rights. She said education covers<br />
political, economic, social, ethical, moral and cultural issues<br />
and is vital in changing the attitude of people towards dealing<br />
with conflicts. Mr. Arshad Bin Ahmad, Secretary, Human<br />
Rights and Minority Affairs, said the Government is trying hard<br />
to provide basic human rights to each and every citizen.<br />
Quality Seminar on<br />
Sports Management<br />
The Quality Enhancement Cell, Pir Mehr Ali Shah<br />
Arid Agriculture University, Rawalpindi organized a<br />
one-day seminar on “Sports Management and<br />
Sports for Development” recently. A large number<br />
of students and faculty members attended the<br />
seminar that highlighted the importance of Sports<br />
Management in promoting the sports culture in the<br />
country.<br />
Mr. Aamir Bilal, CEO and founder of Sports<br />
Development Foundation, who is a qualified IOC<br />
Coach and ex-Media Adviser of Pakistan Cricket<br />
Board (PCB), gave a detailed presentation on<br />
different aspects of sport management and sports<br />
for development.<br />
He said that Sports Management is a combination<br />
of skills relating to organizing, planning, directing,<br />
controlling, financing, evaluating, analyzing and<br />
leading within the context of an organization or<br />
department whose primary services are related to<br />
sport and physical activities. “The root cause of our<br />
present day poor performance in competitive<br />
sports at international level is the management<br />
inadequacies and lack of qualified human resource<br />
to manage the affairs of sport bodies in the<br />
country,” he said.<br />
UHS, British University to<br />
Launch Programmes in<br />
Medical <strong>Education</strong><br />
The University of Health Sciences (UHS), in<br />
collaboration with the University of Liverpool UK,<br />
has established the Centre of Innovation in<br />
Learning and Teaching (CILT), which is all set to<br />
launch joint certificate and master's degree<br />
programme leading to PhD in medical education.<br />
Ian Willis, Liverpool University's Director Centre of<br />
Life Long Learning and Hazel Howden-Leach,<br />
International Academic Course Developer held a<br />
seminar on “Best Practices in Medical <strong>Education</strong>”<br />
at UHS. More than 100 faculty members of<br />
affiliated medical colleges attended the seminar.<br />
The objective was to identify problems and issues<br />
in undergraduate and postgraduate medical<br />
education in Pakistan and to find solution of these<br />
