FROM THE DESK OF THE EDITOR/PUBLISHER
Two of the three largest conferences we support
with our booth and physical presence are now over.
This issue will be hitting the newsstands on the edge
of the deadline that we have set for each edition because
we wanted to get all the news and photos from
ASQ’s WCQI printed and published in a timely
manner. Thanks to those that have made that goal
possible: Dilip Shah and Elias Monreal.
A huge congratulations go out to the division for achieving the highest
award possible for an ASQ division: the J. S. McDermond Quality Award
for 2008-2009. We have set the bar extremely high for ourselves and hope
to continue to achieve this same level for the coming years. Congratulations
to the officers who made this possible during that time frame: Craig
Niemann, Chair; Dilip Shah, Chair-elect; Chris Grachanen, Treasurer; and
Jay Bucher, Secretary.
The MQD quarterly teleconference meeting at 2010 NCSL International
Workshop & Symposium is set for Monday, July 26, 2010 from 4:00 to
6:00pm in the Newport room at the Westin in Providence, RI. Our last two
teleconference meeting minutes are included in this issue. Thanks to all
who participated in each, and to those who support us on a regular basis.
CHAIR’S CORNER
By Jay L. Bucher
I’m amazed how fast time has passed since becoming the Chair of MQD. Once
this issue is posted, we will have only one month left in the 2009/2010 ASQ
year. I was just notified that the division has been awarded the J. S. McDermond
Total Quality Award for 2008/2009 (see the next page). I’ve also included
a picture of Dilip Shah accepting our award along with the other DAC
(Division Affairs Council) Group Two recipients while attending WCQI 2010,
on the next page.
This is the time of year that the Chair is required to submit the division’s list of officers and chairs to
ASQ headquarters. I thought I would include that list here, since it is not often that we recognize the
dedication and support that is required of our volunteers to keep this great division up and running.
I have placed the following notice on the Measurement Quality Division web site:
Notice to the Measurement Quality Division membership:
Our quarterly newsletter, The Standard, shall be published/posted on our website no-later-than the first
calendar work day of the following months: March, June, September and December.
For all the authors, contributors, advertisers, etc., the deadline for submissions shall continue to be: February
15th for the March issue, May 15th for the June issue, August 15th for the September issue, and
November 15th for the December issue.
This notice is being given due to the following:
1) We cannot guarantee a 'broadcast email to the division membership' will be sent in a timely manner
after the quarterly posting of The Standard newsletter;
2) For obvious reasons, many division members have 'opted out' from receiving emails of any type from
ASQ and therefore are not notified when The Standard newsletter is posted;
3) By listing our publication deadlines and dates, the onus of posting each issue in a timely manner continues
to fall on the newsletter staff; and we pledge to meet those deadlines and publication dates. If
there is a change, modification, or slippage of those dates, notification will be given on our website in
advance, if possible.
4) Since The Standard has been published/posted in a timely manner for more than five (5) years, statistically
speaking, it is felt the trend will continue. Therefore, you may mark your calendars, electronic
and paper copies, and return to our website for the latest issue of The Standard as stated by the schedule
above.
Thank you for your membership in the Measurement Quality Division, and we hope you enjoy our quarterly
newsletters. Please send your comments, suggestions, and articles to me as listed on page two of
each issue.
THE LEARNING CURVE
By Phil Painchaud
This is the sixty-second in a contiguous series of quarterly columns, originally
charted by our Founding Editor-in-Chief, as a vehicle for the exploration of the general
subject of Metrology Education, and as a platform for the readers of this journal
to express their own views on that subject. During the ensuing nearly two decades
the dearth of publishable tracts opining reader views in response to this chartered
subject have required this author aim some columns elsewhere, however this has allowed
him the continuation of his nil admirari writing style. This format appears to
please certain readers as well as our current Boss, the most esteemed Executive Editor
of this periodic gazette as well. This time we are fortunate to be able to write
somewhat on the subject of our mandate. So, following our long established custom,
this Column will again be in the form of an open letter to him.
Dear Boss:
Well Boss it is now the middle of May. Yesterday you had to remind me via e-mail that this Column
was due—a first ever lapse on my part. Alibi? None. Explanation: I have been a bit lethargic lately
since my bout with the swine flu and pneumonia earlier this year. That conglomeration settled in my
ears and I am at this time partially deaf. Two very expensive hearing aids don’t seem to help much.
I was shocked as I had not given much thought to what I was to discuss in this Column 62. By a strange
coincidence, in the same e-mail batch was a message from a nephew, a lawyer in Kansas City, sending
me a copy of the examination that the State of Kansas required for an eighth grade graduation in 1898. I
doubt that many PhD’s today could pass it.
However that gave me an idea. As I have mentioned previously, the late Dr. Gene Watson, the father of
the Metrology program at the California State University—Dominguez Hills, frequently worked on my
patio developing the curricula for the classes. As he was less proficient at the keyboard than I, he would
have me type his notes into a usable format. Besides, my extensive library was close at hand. As part of
curricula, he would also develop the examinations, tests, and quizzes. The one that fascinated me the
most was one that he had developed to “filter” out the dilettantes from the serious Metrology students
early in the program. I don’t know if it was ever decided wither this examination was intended as the
First Quarter Final or as the First Semester Final.
Boss, this gave me one of my “brilliant” ideas. Remember a couple of years ago, I held a contest and
offered a cash prize (of course I screwed up and was morally obligated to give three cash prizes). However
it accomplished its purpose and got some reader reaction. So what I intend to do here is to present
Dr. Watson’s examination as he dictated it to me, and offer a First, Second, and Third Cash Prize. First
Prize will be $250 USD; the Second Prize will be $125 USD, and the Third Prize will be $75 USD
(editor’s note: prize money to be paid by MQD).
The examination rules will be as Dr. Watson originally specified:
The Examination shall consist of 15 questions.
Each question shall have a value of 10 points irrespective of the length or number of parts of the answer.
(Continued on page 9)
Vol. 24, No. 2 The Newsletter of the Measurement Quality Division, American Society for Quality June 2010
MQD Page 9
(Continued from page 8)
There shall be no partial credits for multi-part answers, all parts must be answered correctly for the
answer to score.
Correct answers shall receive a score of +10 points; non-answers shall have a score of zero; incorrect
answers shall have a score -10 points. (Dr. Watson’s rational here was that a Metrologist is supposed
to be correct in whatever he pronounces and if he is unable to do so he should plead nolo contendere
and not try to answer.) Thus final scores could go negative.
A perfect score would be +150, and a possible negative score could be -150.
Now for my rules:
This is an open book examination. Use any references you like, but when you do, cite your source
each time.
All answers must be typed on plain paper (editor’s note: not many typewriters are at hand, so a
computer and printer will work just fine); no hand writing or paste-on.
Each answer sheet must have a signed statement that the work on that sheet is your sole work and
is not a collaboration with others.
All answers must be MAILED to me via US Registered or Certified Mail. (Non US members may
use whatever is equivalent in their nation’s mail service.) No e-mails, FAXs, or other electronic
transmissions.
While I intend to utilize Dr. Watson’s recorded answers to the questions, however should differences
arise, I shall be the sole judge (editor’s note: MQD’s Chair, Chair-elect, Secretary and Treasurer
are not eligible to participate).
All answers must be in my hands by July 15, 2010.
critical?
How much power (in Watts) does it take to cook a hot dog?
(Caution: The correct answer to this question is independent of the mass of the sausage or its physical
dimensions.)
Describe how you would calibrate a leak detector? Enumerate all of the materials and/or devices
used in that procedure.
What is the principal constituent of Acid Rain?
the Culinary System (i.e. Tea Spoonsful, etc.? What is the same equivalent in the S.I. System?
In 1977 the International Electro-Technical Commission (IEC) issued IEC Publication #469-1
internationally standardizing many Time Domain technology terms hitherto fore used colloquially
and imprecisely. A few of these archaic terms are: Risetime; Falltime; Pulse Width;
and Pulse Height. State the now internationally agreed upon term for each of these features
and the rational for the new designation.
After the answers have been evaluated and the awards made, I will publish Dr. Watson’s answers in this
column (September issue).
The Measurement Science Conference for this year has come and gone and you Boss were not there—
we missed you. It was nice to see Dilip get the Woodington Award. Personally I was not so happy with
the venue—too much walking for my worn out knees. I understand that it will be there in Pasadena
again next year and then back to Anaheim again.
Well Boss I think that wraps it up for this issue. Let us hope that cash for correct answers will result in
more response from our readers, please let me know whatever you may hear.
MEETING MINUTES
March 25, 2010
Call to order: The quarterly ASQ-MQD meeting was called to order at 6:00pm, PST by Dilip Shah. The
meeting requirements for a quorum are met.
Roll Call: The following persons were in attendance: Phil Painchaud, Dilip Shah (Chair-Elect), Graeme
Payne (Nominating Chair), Heather Wade (MQD Secretary), Earl Paazig. In attendance by phone starting
at 6:07pm: Elias Monreal (Membership Chair & Voice of Customer Representative).
Absent: Jay Bucher (Chair), Chris Grachanen (Treasurer), Leta Thrasher (ASQ Administration)
(editor’s note: Jay was representing MQD at the ASQ Section 1303—State of University of Iowa Section
meeting in Cedar Rapids, Iowa, during this teleconference call; the theme for the evening was
“Tribute to Measurement/Metrology”.)
Agenda Issues
MQD Financials
Chris Grachanen sent a copy of the financials by e-mail prior to this meeting. A copy from the e-mail are
included below:
MQD accounts as of February 26, 2010 are;
Checking Balance at $92,156.44
Money Market Balance at $79,739.33.
Chris recently paid the following MQD bills for March 2010;
ASQ HQ – Billing and other charges = $732.93.
NCSLI - Multifunction DVDs + Joe Simmons Scholarship + ASEE Conference Booth = $4,544.44
Chris has NCSLI invoice for breakdown cost, includes ASEE (in Louisville, KY). Georgia Harris &
Elisabeth Gentry (from NIST) and Gloria Neely (from NCSLI) will be in attendance.
MQD Display Booths
Dilip highlights the advantages of the mini-booth; such as being able to carry on a plane (which saves
~$300 in shipping costs). Jay currently has the bigger booth. Dilip has a 3 rd booth (mid-sized and made
of Mylar). He is awaiting RMA from booth media-makers (this was a booth that was incorrectly made,
and has since been replaced). Dilip will take an MQD booth from ASQ warehouse to ASQ World Conference
on Quality & Improvement (WCQI) in May 2010 in St. Louis, MO. Graeme will take minibooth
from MSC for regional NCSLI meetings for April and May. He will then return it to Dilip.
Graeme remarks that the booth media is difficult to remove from carrying case. Dilip agrees that it is a
snug fit but not difficult.
ASQ-CCT Survey
Elias reports that he is behind in uploading the ASQ-CCT survey for inclusion in the next newsletter.
Approximately 52 to 60% in ASQ-MQD membership do not have an ASQ certification. ~600 people are
pending for section payment thru ASQ. Memberships may have lapsed.
ACTION: Goal is to upload the survey in Q2 2010.
Next Teleconference
The next ASQ-MQD teleconference will be in May 2010.
New Business:
Phil – nothing to report
ASQ Senior Fellowship: Graeme reported he has received no feedback on an article written for those
seeking ASQ Fellowship. There are 300 potential candidates.
Survey Software: Dilip reports that ASQ has purchased new survey software for sections & divisions to
use.
The Standard newsletter: Phil would like to get feedback (any) on articles in The Standard. Earl reports
that unless he receives an e-mail (announcing the publication of the newsletter) that he won’t seek
it to read it. Phil advocates for a hard copy mailed for people to physically have. Jay sends “The Standard”
electronically to ASQ to be uploaded and forwarded to ASQ members by ASQ. ACTION ITEM:
Are members even getting the newsletter? No one in attendance at this MQD meeting seems to recall
getting notification from ASQ. How do we know if others are getting notifications? Is there tracking by
ASQ? Get this information from Leta.
Earl – nothing to report.
Heather – announces participation in ASQ-CCT Item Writing Workshop with Jay Bucher, held at ASQ
headquarters in February 2010. At that meeting, Jay also invited Heather to join ASQ-CCT Committee.
Heather accepted the invitation.
Woodington Award
Heather – Recognizes Dilip Shah for being awarded the Woodington Award, presented at MSC. Phil
explains that the Woodington Award is the highest award worldwide in the metrology community.
Future Conference Attendance
Agenda Issues
J.S. McDermitt Total Quality Award
The Measurement Quality Division (MQD) of the American Society for Quality (ASQ) has earned the
2008-09 Quality Management Section of J.S. McDermond Total Quality Award, one of the highest honors
a division can earn in the Society. The Measurement Quality Division was honored at ASQ’s 64th
annual conference; the World Conference on Quality and Improvement (WCQI) on May 24, 2010 in St.
Louis, MO. Dilip received four lapel pins and a trophy for display. The trophy is to be displayed with
the booth display at conferences. The MQD Board members of ’08-’09 shall be awarded the lapel pins;
Jay Bucher, Dilip Shah, Woody Niemann, and Chris Grachanen.
MQD Financials
Chris Grachanen sent a copy of the financials by e-mail prior to this meeting. A copy of that report can
be found in its entirety on page 16/17.
ASQ Staffing Update
Jay announced that Leta Thrasher is no longer with ASQ. Jeanine Becker is our temporary person. Michelle
Mason is the Managing Director for Community Development. ASQ is seeking a replacement for
Leta.
Metrology Handbook
Chris notes that over 4000 (4150) copies have been sold domestically (USA) and internationally. It is
now in its 4 th printing.
Jay announces that the Handbook will currently not be updated as the Certified Calibration Technician
(CCT) body of knowledge (BOK) is essentially the same. The original addendum is also still available.
Dilip recommends some type of update to Metrology Handbook due to new versions of reference standards,
such as ISO 17025 & ANSI Z540. (Editor’s note: Jay will investigate the possibility of updating
the current addendum to include this information)
ASQ WCQI
Dilip and Elias are in attendance at ASQ’s World Conference on Quality & Improvement in St. Louis,
Missouri. Steady booth traffic between WCQI sessions. ~250 multimedia Metrology DVDs were distributed
in the 1 st day. Jay’s pens also going fast. Elias would like to post some pictures from WQCI conference
in the next “The Standard” newsletter (they follow this report).
Next ASQ-MQD Meeting
The next ASQ-MQD meeting will be moved from Wednesday, July 28 to Monday, July 26 at 4:00pm
ET. This will be held at NCSLI’s annual conference in Providence, Rhode Island. Dilip will forward the
meeting room information. Chris and Jay are not attending NCSLI this year. Graeme will attend 2010
NCSLI conference and may be able to do booth duty.
CCT Exam
Chris: Asked how many people are signed up for June 4 CCT exam.
Jay: Heather & Jay were ineligible to participate in last weekend’s CCT Item Review Workshop at
ASQ (because of their participation in the Item Writing Workshop). Jay to contact ASQ for
workshop update.
Jay: Michael Byrnes, from ASQ, gave presentation on ASQ certification process to NCSLI-Madison
(Wisconsin) section meeting on May 14th, 2010.
Dilip: All 3 examinees have passed, who took CCT exam at Measurement Science Conference (MSC)
in March 2010.
Dilip: Gave CCT workshop to 16 people at NASA-JPL (Jet Propulsion Lab). Those in participation are
slated to take the CCT exam on July 28.
New Business:
Chris: Next burning project for division – MQD to pursue another initiative (Jay will update 2010/11
budget to reflect this expense)
Dilip: Would like to pursue Metrology Handbook update
Metrology Multi-media DVD
Jay: Gave away 26 copies of multi-media DVD at NCSLI-Madison meeting.
Dilip: Elias took 10 copies of DVD from WCQI to distribute.
Jay: Giving presentation to NCSLI-Twin Cities (Minnesota) & will also take DVDs for distribution.
Graeme: Spoke about CCT at NCSLI-Oak Ridge, Tennessee last week and distributed a ‘large number’
of DVDs. (Editor’s note: here is Graeme’s report…) I was a speaker at a meeting of the NCSLI
Tennessee Section, held at the Y-12 National Security Complex in Oak Ridge, Tennessee. I was
asked to speak about the ASQ CCT program on behalf of Jay Bucher, The CCT program chair,
and as part of that presentation I also gave a lot of background about ASQ Certifications and
how they are developed. The presentation was very well received, and I found out that there
were a number of people who came to the meeting only for that portion. (Editor’s note: MQD is
the sponsor for the CCT)
CCT Logo
Graeme: Announced that on the ASQ website – membership page, there is a link to download a logo for
each of the ASQ certifications. Each logo is also branded with the year.
Jay: Has the logo on his website (without the year). He also offers discounts on his presentations to
CCT recipients, as well as NCSLI members.
Voice of Customer Survey
Elias is still formulating questions for Voice of Customer Survey. July was the month to send out survey...hope
not too late for action plans in upcoming QMP. IF the board prefers, could run survey in June
for review in July? Timeline is tight but hope to get more that 10% feedback. Will send survey to board
for final approval. Elias asks what incentives can be offered to entice responses to surveys, because of
low turnout. Elias will distribute the survey question to the MQD Board for input.
Newsletter Metrology Questions Contest
The Metrology Questions Contest will be published in this next issue of The Standard. MQD Board
members are ineligible for prizes. Dilip asks MQD members if they’re receiving “The Standard” newsletter.
Most reply that yes they are and that they’re downloading it from the ASQ website.
World Metrology Day
Jay spoke with a producer from the Rachel Maddow Show for show segment on World Metrology Day
(May 20, 2010). Here’s a link to the segment: http://www.youtube.com/watch?v=4ywTk_XDL3w. In
