FROM THE DESK OF THE EDITOR/PUBLISHER<br />

Two of the three largest conferences we support<br />

with our booth and physical presence are now over.<br />

This issue will be hitting the newsstands on the edge<br />

of the deadline that we have set <strong>for</strong> each edition because<br />

we wanted to get all the news and photos from<br />

ASQ’s WCQI printed and published in a timely<br />

manner. Thanks to those that have made that goal<br />

possible: <strong>Dilip</strong> <strong>Shah</strong> and Elias Monreal.<br />

A huge congratulations go out to the division <strong>for</strong> achieving the highest<br />

award possible <strong>for</strong> an ASQ division: the J. S. McDermond <strong>Quality</strong> Award<br />

<strong>for</strong> 2008-2009. We have set the bar extremely high <strong>for</strong> ourselves and hope<br />

to continue to achieve this same level <strong>for</strong> the coming years. Congratulations<br />

to the officers who made this possible during that time frame: Craig<br />

Niemann, Chair; <strong>Dilip</strong> <strong>Shah</strong>, Chair-elect; Chris Grachanen, Treasurer; and<br />

Jay Bucher, Secretary.<br />

The MQD quarterly teleconference meeting at 2010 NCSL International<br />

Workshop & Symposium is set <strong>for</strong> Monday, July 26, 2010 from 4:00 to<br />

6:00pm in the Newport room at the Westin in Providence, RI. Our last two<br />

teleconference meeting minutes are included in this issue. Thanks to all<br />

who participated in each, and to those who support us on a regular basis.<br />

The Standard is published quarterly by the Measurement <strong>Quality</strong> Division of<br />

CHAIR’S CORNER<br />

I’m amazed how fast time has passed since becoming the Chair of MQD. Once<br />

this issue is posted, we will have only one month left in the 2009/2010 ASQ<br />

year. I was just notified that the division has been awarded the J. S. McDermond<br />

Total <strong>Quality</strong> Award <strong>for</strong> 2008/2009 (see the next page). I’ve also included<br />

a picture of <strong>Dilip</strong> <strong>Shah</strong> accepting our award along with the other DAC<br />

(Division Affairs Council) Group Two recipients while attending WCQI 2010,<br />

on the next page.<br />

This is the time of year that the Chair is required to submit the division’s list of officers and chairs to<br />

ASQ headquarters. I thought I would include that list here, since it is not often that we recognize the<br />

dedication and support that is required of our volunteers to keep this great division up and running.<br />

Our quarterly newsletter, The Standard, shall be published/posted on our website no-later-than the first<br />

calendar work day of the following months: March, June, September and December.<br />

For all the authors, contributors, advertisers, etc., the deadline <strong>for</strong> submissions shall continue to be: February<br />

15th <strong>for</strong> the March issue, May 15th <strong>for</strong> the June issue, August 15th <strong>for</strong> the September issue, and<br />

November 15th <strong>for</strong> the December issue.<br />

This notice is being given due to the following:<br />

1) We cannot guarantee a 'broadcast email to the division membership' will be sent in a timely manner<br />

after the quarterly posting of The Standard newsletter;<br />

2) For obvious reasons, many division members have 'opted out' from receiving emails of any type from<br />

ASQ and there<strong>for</strong>e are not notified when The Standard newsletter is posted;<br />

3) By listing our publication deadlines and dates, the onus of posting each issue in a timely manner continues<br />

to fall on the newsletter staff; and we pledge to meet those deadlines and publication dates. If<br />

<strong>Dilip</strong> <strong>Shah</strong> is honored with Woodington Award<br />

at Measurement Science Conference 2010<br />

<strong>Dilip</strong> <strong>Shah</strong> was honored by the Measurement Science Conference with the 2010 Woodington Award in<br />

Pasadena, Cali<strong>for</strong>nia on March 25, 2010. This award is intended to honor those individuals who personify<br />

the highest level of professionalism and dedication to the metrology community. The Woodington<br />

Award, since its inception in 1978, has been an annual award under the aegis of the Measurement Science<br />

Conference. It is awarded by the Conference to recognize a member of the Measurement Community<br />

who represents the highest level of professionalism and dedication to the Metrology Profession.<br />

Candidates <strong>for</strong> the Woodington Award shall have exhibited noteworthy Professional achievement in the<br />

Metrology Profession.<br />

<strong>Dilip</strong> is currently a Principal of E = mc3 Solutions, a consulting practice that provides training and consulting<br />

solutions in ISO9000/TS 16949, ISO17025, measurement and computer applications.<br />

<strong>Dilip</strong> is the co-author of The Metrology Handbook published by the ASQ <strong>Quality</strong> Press and has contributed<br />

to the 2010 re-write of the CCT Primer by the <strong>Quality</strong> Council of Indiana. <strong>Dilip</strong> participated in the<br />

development of ASQ’s Certified Calibration Technician exam. <strong>Dilip</strong> participates actively in the measurement<br />

related issues through National Conference of Standards Laboratories International (NCSLI)<br />

and the west coast based Measurement Science Conference (MSC) where he presents sessions, papers<br />

and workshops. <strong>Dilip</strong> also is a<br />

member of Institute of Electrical<br />

and Electronic Engineers (IEEE).<br />

<strong>Dilip</strong> is the recipient of MQD’s<br />

Highest Award, the 2005 Max J.<br />

THE LEARNING CURVE<br />

This is the sixty-second in a contiguous series of quarterly columns, originally<br />

charted by our Founding Editor-in-Chief, as a vehicle <strong>for</strong> the exploration of the general<br />

subject of Metrology Education, and as a plat<strong>for</strong>m <strong>for</strong> the readers of this journal<br />

to express their own views on that subject. During the ensuing nearly two decades<br />

the dearth of publishable tracts opining reader views in response to this chartered<br />

subject have required this author aim some columns elsewhere, however this has allowed<br />

him the continuation of his nil admirari writing style. This <strong>for</strong>mat appears to<br />

please certain readers as well as our current Boss, the most esteemed Executive Editor<br />

of this periodic gazette as well. This time we are <strong>for</strong>tunate to be able to write<br />

somewhat on the subject of our mandate. So, following our long established custom,<br />

this Column will again be in the <strong>for</strong>m of an open letter to him.<br />

Dear Boss:<br />

Well Boss it is now the middle of May. Yesterday you had to remind me via e-mail that this Column<br />

was due—a first ever lapse on my part. Alibi? None. Explanation: I have been a bit lethargic lately<br />

since my bout with the swine flu and pneumonia earlier this year. That conglomeration settled in my<br />

ears and I am at this time partially deaf. Two very expensive hearing aids don’t seem to help much.<br />

I was shocked as I had not given much thought to what I was to discuss in this Column 62. By a strange<br />

coincidence, in the same e-mail batch was a message from a nephew, a lawyer in Kansas City, sending<br />

me a copy of the examination that the State of Kansas required <strong>for</strong> an eighth grade graduation in 1898. I<br />

doubt that many PhD’s today could pass it.<br />

However that gave me an idea. As I have mentioned previously, the late Dr. Gene Watson, the father of<br />

the Metrology program at the Cali<strong>for</strong>nia State University—Dominguez Hills, frequently worked on my<br />

patio developing the curricula <strong>for</strong> the classes. As he was less proficient at the keyboard than I, he would<br />

have me type his notes into a usable <strong>for</strong>mat. Besides, my extensive library was close at hand. As part of<br />

curricula, he would also develop the examinations, tests, and quizzes. The one that fascinated me the<br />

most was one that he had developed to “filter” out the dilettantes from the serious Metrology students<br />

early in the program. I don’t know if it was ever decided wither this examination was intended as the<br />

First Quarter Final or as the First Semester Final.<br />

Boss, this gave me one of my “brilliant” ideas. Remember a couple of years ago, I held a contest and<br />

offered a cash prize (of course I screwed up and was morally obligated to give three cash prizes). However<br />

it accomplished its purpose and got some reader reaction. So what I intend to do here is to present<br />

Dr. Watson’s examination as he dictated it to me, and offer a First, Second, and Third Cash Prize. First<br />

Prize will be $250 USD; the Second Prize will be $125 USD, and the Third Prize will be $75 USD<br />

(editor’s note: prize money to be paid by MQD).<br />

The examination rules will be as Dr. Watson originally specified:<br />

The Examination shall consist of 15 questions.<br />

Each question shall have a value of 10 points irrespective of the length or number of parts of the answer.<br />

There shall be no partial credits <strong>for</strong> multi-part answers, all parts must be answered correctly <strong>for</strong> the<br />

answer to score.<br />

Correct answers shall receive a score of +10 points; non-answers shall have a score of zero; incorrect<br />

answers shall have a score -10 points. (Dr. Watson’s rational here was that a Metrologist is supposed<br />

to be correct in whatever he pronounces and if he is unable to do so he should plead nolo contendere<br />

and not try to answer.) Thus final scores could go negative.<br />

A perfect score would be +150, and a possible negative score could be -150.<br />

Now <strong>for</strong> my rules:<br />

This is an open book examination. Use any references you like, but when you do, cite your source<br />

each time.<br />

All answers must be typed on plain paper (editor’s note: not many typewriters are at hand, so a<br />

computer and printer will work just fine); no hand writing or paste-on.<br />

Each answer sheet must have a signed statement that the work on that sheet is your sole work and<br />

is not a collaboration with others.<br />

All answers must be MAILED to me via US Registered or Certified Mail. (Non US members may<br />

use whatever is equivalent in their nation’s mail service.) No e-mails, FAXs, or other electronic<br />

transmissions.<br />

While I intend to utilize Dr. Watson’s recorded answers to the questions, however should differences<br />

arise, I shall be the sole judge (editor’s note: MQD’s Chair, Chair-elect, Secretary and Treasurer<br />

are not eligible to participate).<br />

All answers must be in my hands by July 15, 2010.<br />

PROPOSED QUESTIONS FOR THE FIRST SEMESTER FINAL<br />

MEASUREMENT SCIENCE CURRICULUM—CSUDH<br />

Who was G.G. Stokes?<br />

For what is he famous? What unit of measurement is named <strong>for</strong> him? Define that unit.<br />

IEC versus ISO?<br />

Give the history of each and their purpose. What are their relationship, their authorities, and<br />

their limits? (An essay type answer is required here.)<br />

What is entropy?<br />

(An essay type answer is required here.)<br />

What is a Trough-to-Trough” voltage?<br />

How would you measure it?<br />

Who was René Antonio de Reaumur?<br />

What did he do of metrological importance, when?<br />

On the Rankine Thermodynamic scale 0°R=-459.67°F, BP=489.67°R.<br />

Where can you find it in use today?<br />

Who was Thomas Bugge?<br />

In 1977 the International Electro-Technical Commission (IEC) issued IEC Publication #469-1<br />

internationally standardizing many Time Domain technology terms hitherto <strong>for</strong>e used colloquially<br />

and imprecisely. A few of these archaic terms are: Risetime; Falltime; Pulse Width;<br />

and Pulse Height. State the now internationally agreed upon term <strong>for</strong> each of these features<br />

and the rational <strong>for</strong> the new designation.<br />

After the answers have been evaluated and the awards made, I will publish Dr. Watson’s answers in this<br />

column (September issue).<br />

The Measurement Science Conference <strong>for</strong> this year has come and gone and you Boss were not there—<br />

we missed you. It was nice to see <strong>Dilip</strong> get the Woodington Award. Personally I was not so happy with<br />

the venue—too much walking <strong>for</strong> my worn out knees. I understand that it will be there in Pasadena<br />

again next year and then back to Anaheim again.<br />

Well Boss I think that wraps it up <strong>for</strong> this issue. Let us hope that cash <strong>for</strong> correct answers will result in<br />

more response from our readers, please let me know whatever you may hear.<br />

MEETING MINUTES<br />

March 25, 2010<br />

Call to order: The quarterly ASQ-MQD meeting was called to order at 6:00pm, PST by <strong>Dilip</strong> <strong>Shah</strong>. The<br />

meeting requirements <strong>for</strong> a quorum are met.<br />

and has since been replaced). <strong>Dilip</strong> will take an MQD booth from ASQ warehouse to ASQ World Conference<br />

on <strong>Quality</strong> & Improvement (WCQI) in May 2010 in St. Louis, MO. Graeme will take minibooth<br />

from MSC <strong>for</strong> regional NCSLI meetings <strong>for</strong> April and May. He will then return it to <strong>Dilip</strong>.<br />

Graeme remarks that the booth media is difficult to remove from carrying case. <strong>Dilip</strong> agrees that it is a<br />

snug fit but not difficult.<br />

ASQ-CCT Survey<br />

Elias reports that he is behind in uploading the ASQ-CCT survey <strong>for</strong> inclusion in the next newsletter.<br />

Approximately 52 to 60% in ASQ-MQD membership do not have an ASQ certification. ~600 people are<br />

pending <strong>for</strong> section payment thru ASQ. Memberships may have lapsed.<br />

ACTION: Goal is to upload the survey in Q2 2010.<br />

Next Teleconference<br />

The next ASQ-MQD teleconference will be in May 2010.<br />

ASQ Senior Fellowship: Graeme reported he has received no feedback on an article written <strong>for</strong> those<br />

seeking ASQ Fellowship. There are 300 potential candidates.<br />

Survey Software: <strong>Dilip</strong> reports that ASQ has purchased new survey software <strong>for</strong> sections & divisions to<br />

use.<br />

The Standard newsletter: Phil would like to get feedback (any) on articles in The Standard. Earl reports<br />

that unless he receives an e-mail (announcing the publication of the newsletter) that he won’t seek<br />

it to read it. Phil advocates <strong>for</strong> a hard copy mailed <strong>for</strong> people to physically have. Jay sends “The Standard”<br />

electronically to ASQ to be uploaded and <strong>for</strong>warded to ASQ members by ASQ. ACTION ITEM:<br />

Are members even getting the newsletter? No one in attendance at this MQD meeting seems to recall<br />

getting notification from ASQ. How do we know if others are getting notifications? Is there tracking by<br />

Woodington Award<br />

Heather – Recognizes <strong>Dilip</strong> <strong>Shah</strong> <strong>for</strong> being awarded the Woodington Award, presented at MSC. Phil<br />

explains that the Woodington Award is the highest award worldwide in the metrology community.<br />

Future Conference Attendance<br />

<strong>Dilip</strong> will be presenting at the St. Louis WCQI and manning the MQD booth like he did last year. <strong>Dilip</strong><br />

is also presenting a workshop at NCSLI and doing booth duty. Graeme – will not be at ASQ World Conference<br />

on <strong>Quality</strong> & Improvement in May 2010 in St. Louis, MO. He will be at NCSLI Conference in<br />

Rhode Island in July 2010.<br />

This year (2010) MSC will be hosting its first Fall tutorial workshops (5 only) in October, 2010 in Irvine,<br />

CA. <strong>Dilip</strong> will be conducting his Measurement Uncertainty workshop, as well as Jay will be conducting<br />

a full day tutorial on A Paperless <strong>Quality</strong> Calibration Program That Complies with Domestic<br />

and International Standards & Regulations. MSC will be held in Pasadena, CA on March 14-18, 2011,<br />

then in Anaheim (return to Disneyland) in 2012.<br />

Call to order: The quarterly ASQ-MQD meeting was called to order at approximately 6:30pm (Eastern<br />

Daylight Time). The meeting requirements <strong>for</strong> a quorum are met.<br />

Roll Call: The meeting was held by conference call. The following persons were in attendance: <strong>Dilip</strong><br />

<strong>Shah</strong> (Chair-Elect), Graeme Payne (Nominating Chair), Heather Wade (MQD Secretary), Jay Bucher<br />

(Chair), Chris Grachanen (Treasurer). In attendance starting at 6:55pm: Elias Monreal (Membership<br />

Chair & Voice of Customer Representative).<br />

Agenda Issues<br />

J.S. McDermitt Total <strong>Quality</strong> Award<br />

The Measurement <strong>Quality</strong> Division (MQD) of the <strong>American</strong> <strong>Society</strong> <strong>for</strong> <strong>Quality</strong> (ASQ) has earned the<br />

2008-09 <strong>Quality</strong> Management Section of J.S. McDermond Total <strong>Quality</strong> Award, one of the highest honors<br />

a division can earn in the <strong>Society</strong>. The Measurement <strong>Quality</strong> Division was honored at ASQ’s 64th<br />

annual conference; the World Conference on <strong>Quality</strong> and Improvement (WCQI) on May 24, 2010 in St.<br />

Louis, MO. <strong>Dilip</strong> received four lapel pins and a trophy <strong>for</strong> display. The trophy is to be displayed with<br />

the booth display at conferences. The MQD Board members of ’08-’09 shall be awarded the lapel pins;<br />

Jay Bucher, <strong>Dilip</strong> <strong>Shah</strong>, Woody Niemann, and Chris Grachanen.<br />

MQD Financials<br />

Chris Grachanen sent a copy of the financials by e-mail prior to this meeting. A copy of that report can<br />

be found in its entirety on page 16/17.<br />

ASQ Staffing Update<br />

Jay announced that Leta Thrasher is no longer with ASQ. Jeanine Becker is our temporary person. Michelle<br />

Mason is the Managing Director <strong>for</strong> Community Development. ASQ is seeking a replacement <strong>for</strong><br />

Leta.<br />

Metrology Handbook<br />

Chris notes that over 4000 (4150) copies have been sold domestically (USA) and internationally. It is<br />

now in its 4 th printing.<br />

Jay announces that the Handbook will currently not be updated as the Certified Calibration Technician<br />

(CCT) body of knowledge (BOK) is essentially the same. The original addendum is also still available.<br />

<strong>Dilip</strong> recommends some type of update to Metrology Handbook due to new versions of reference standards,<br />

such as ISO 17025 & ANSI Z540. (Editor’s note: Jay will investigate the possibility of updating<br />

the current addendum to include this in<strong>for</strong>mation)<br />

ASQ WCQI<br />

<strong>Dilip</strong> and Elias are in attendance at ASQ’s World Conference on <strong>Quality</strong> & Improvement in St. Louis,<br />

Missouri. Steady booth traffic between WCQI sessions. ~250 multimedia Metrology DVDs were distributed<br />

in the 1 st day. Jay’s pens also going fast. Elias would like to post some pictures from WQCI conference<br />

in the next “The Standard” newsletter (they follow this report).<br />

Next ASQ-MQD Meeting<br />

The next ASQ-MQD meeting will be moved from Wednesday, July 28 to Monday, July 26 at 4:00pm<br />

ET. This will be held at NCSLI’s annual conference in Providence, Rhode Island. <strong>Dilip</strong> will <strong>for</strong>ward the<br />

meeting room in<strong>for</strong>mation. Chris and Jay are not attending NCSLI this year. Graeme will attend 2010<br />

NCSLI conference and may be able to do booth duty.<br />

CCT Exam<br />

Chris: Asked how many people are signed up <strong>for</strong> June 4 CCT exam.<br />

Jay: Heather & Jay were ineligible to participate in last weekend’s CCT Item Review Workshop at<br />

ASQ (because of their participation in the Item Writing Workshop). Jay to contact ASQ <strong>for</strong><br />

workshop update.<br />

Jay: Michael Byrnes, from ASQ, gave presentation on ASQ certification process to NCSLI-Madison<br />

(Wisconsin) section meeting on May 14th, 2010.<br />

<strong>Dilip</strong>: All 3 examinees have passed, who took CCT exam at Measurement Science Conference (MSC)<br />

in March 2010.<br />

<strong>Dilip</strong>: Gave CCT workshop to 16 people at NASA-JPL (Jet Propulsion Lab). Those in participation are<br />

slated to take the CCT exam on July 28.<br />

New Business:<br />

Chris: Next burning project <strong>for</strong> division – MQD to pursue another initiative (Jay will update 2010/11<br />

budget to reflect this expense)<br />

<strong>Dilip</strong>: Would like to pursue Metrology Handbook update<br />

Metrology Multi-media DVD<br />

Jay: Gave away 26 copies of multi-media DVD at NCSLI-Madison meeting.<br />

<strong>Dilip</strong>: Elias took 10 copies of DVD from WCQI to distribute.<br />

Jay: Giving presentation to NCSLI-Twin Cities (Minnesota) & will also take DVDs <strong>for</strong> distribution.<br />

Graeme: Spoke about CCT at NCSLI-Oak Ridge, Tennessee last week and distributed a ‘large number’<br />

of DVDs. (Editor’s note: here is Graeme’s report…) I was a speaker at a meeting of the NCSLI<br />

Tennessee Section, held at the Y-12 National Security Complex in Oak Ridge, Tennessee. I was<br />

asked to speak about the ASQ CCT program on behalf of Jay Bucher, The CCT program chair,<br />

and as part of that presentation I also gave a lot of background about ASQ Certifications and<br />

how they are developed. The presentation was very well received, and I found out that there<br />

were a number of people who came to the meeting only <strong>for</strong> that portion. (Editor’s note: MQD is<br />

the sponsor <strong>for</strong> the CCT)<br />

CCT Logo<br />

Graeme: Announced that on the ASQ website – membership page, there is a link to download a logo <strong>for</strong><br />

each of the ASQ certifications. Each logo is also branded with the year.<br />

Jay: Has the logo on his website (without the year). He also offers discounts on his presentations to<br />

CCT recipients, as well as NCSLI members.<br />

Voice of Customer Survey<br />

Elias is still <strong>for</strong>mulating questions <strong>for</strong> Voice of Customer Survey. July was the month to send out survey...hope<br />

not too late <strong>for</strong> action plans in upcoming QMP. IF the board prefers, could run survey in June<br />

<strong>for</strong> review in July? Timeline is tight but hope to get more that 10% feedback. Will send survey to board<br />

<strong>for</strong> final approval. Elias asks what incentives can be offered to entice responses to surveys, because of<br />

low turnout. Elias will distribute the survey question to the MQD Board <strong>for</strong> input.<br />
