prepare a petition <strong>for</strong> termination <strong>of</strong> parental rights. The changes were also incorporated into the new Adoptions policy manual that<br />

was distributed to DFCS staff.<br />

The Office <strong>of</strong> Adoptions through the Regional Adoption Coordinators provided training on the policy requirements (Manual<br />

Transmittal 03-01 <strong>of</strong> 3/27/03) to adoption staff throughout the state during May and June 2003 and will continue to provide policy<br />

training as needed. The Adoption policy has been integrated into practice curriculums, Adoption Support and Preservation Curriculum<br />

and Child Assessment and Preparation Curriculum. ASAP/Policy is a five-day curriculum and CAP/Policy is a four-day curriculum.<br />

Three sessions <strong>of</strong> each was provided to staff during the quarter March-June 2003. This curriculum will continue to be available to new<br />

staff providing adoption placement/resource development through a contract with a private contract provider and will be available at<br />

intervals during the year.<br />

DOCUMENTATION PROVIDED 3 RD Quarter:<br />

4 th Quarter Federal Response: Noted as achieved based on policy revision and completion <strong>of</strong> training. However, has this shown to<br />

be effective in reducing time from TPR to registration and from placement to finalization (measurable benchmark)?<br />

5 th Quarter Report: The state has been successful in reducing the time frame from TPR to registration and from placement to<br />

finalization. The average time between 1 st free date and registration <strong>for</strong> 1 st quarter <strong>of</strong> FFY 2003 was 8.78 months. The average <strong>for</strong> 4 th<br />

quarter FFY was 6.52 months. The average length <strong>of</strong> time from placement to finalization <strong>for</strong> 1 st quarter FFY 2003 was 6.66 months.<br />

The average length <strong>of</strong> time <strong>for</strong> 4 th quarter FFY 2003 was 5.93 months.<br />
