is also a measurable benchmark <strong>of</strong> decreasing length <strong>of</strong> time to file TPR. Was this benchmark (also the goal <strong>for</strong> this work plan) placed<br />

in this step in error? If not, State must show progress on this benchmark as well, be<strong>for</strong>e this step is noted as achieved.<br />

5 th Quarter Report: The benchmark 'Decrease in length <strong>of</strong> time to file TPR' was placed in this step in error. The appropriate<br />

benchmark should be: 'Creation <strong>of</strong> the Reporting Document.'<br />

This step was reported as achieved and documentation <strong>of</strong> the SSMT dated 4-21-03 that included protocol packets was included in the<br />

documentation submitted in the 3 rd Quarter Progress Report. However, we have found the counties are not complying with the request<br />

to report overdue petitions and court orders to DFCS Legal Services. A new mandatory reporting <strong>for</strong>m has been developed and will be<br />

sent to the county DFCS Directors and Field Directors in February 2004. Memo to DFCS Directors and Field Directors will be<br />

attached in the 6 th quarter report.<br />

E7 ACTION STEPS: Develop strategies in partnership with the law department that will urge the SAAGS to file TPR within<br />

30 days <strong>of</strong> receipt <strong>of</strong> complete legal services referral and prepare court orders within 15 days <strong>of</strong><br />

termination hearing:<br />

Urge the law departments to increase number <strong>of</strong> SAAGs to reduce delays created by backlog <strong>of</strong> cases.<br />
