ACCOMPLISHMENTS:<br />

1 st Quarter Report: Partially achieved. Materials have been completed and mailed to county DFCS <strong>of</strong>fices <strong>for</strong> support <strong>of</strong> the<br />

recruitment campaign beginning February 2003.<br />

2 nd Quarter Report: A change in completion date was approved. No report is due <strong>for</strong> this quarter.<br />

3 rd Quarter Report: In collaboration with DFCS county <strong>of</strong>fices, One Church One Child <strong>of</strong> Georgia and private child-placing<br />

agencies, the state has launched recruitment initiatives that target minority families. These include roundtable meetings with local<br />

clergy and presentations to ministerial alliances, public service announcements <strong>for</strong> minority recruitment, adoption fairs at various<br />

churches, gospel fests, recruitment activities with neighborhood advocacy groups, support <strong>of</strong> foster parent support groups and<br />

shopping mall exhibits, among other activities.<br />

Closure <strong>of</strong> foster homes, which <strong>of</strong>fsets the number <strong>of</strong> new homes developed, continues to be an issue. We are addressing this concern<br />

by stepping up retention ef<strong>for</strong>ts (implementation <strong>of</strong> foster parent poster campaign, development <strong>of</strong> a respite program, revising policy<br />

that supports parenting while concurrently protecting children, developing a support desk reference <strong>for</strong> staff, etc.).<br />

DOCUMENTATION PROVIDED 3 RD Quarter:<br />

Service Delivery/Payment Schedule Oct. 1 -- Nov., 9, 2002; Round Table Discussion Foster Care and Adoption Crisis; and FFY 2003<br />

Service Delivery/payment Schedule.<br />

4 th Quarter Report: DFCS continues in its ef<strong>for</strong>ts to recruit minority families and engage in on-going general recruitment <strong>for</strong> families<br />

<strong>of</strong> all races/ethnicities. The state continues it's contract with One Church One Child to assist with this ef<strong>for</strong>t and is launching a<br />

Comprehensive Resource development <strong>Plan</strong> to address specific county placement needs relative to the maintenance <strong>of</strong> a pool <strong>of</strong><br />

families that reflect the placement needs <strong>of</strong> children within specific counties/areas.<br />
