complete in the spring <strong>of</strong> '03 and will account <strong>for</strong> each child in care. Developing the statewide database was labor intensive and<br />
required additional support and checking <strong>for</strong> accuracy.<br />
3 rd Quarter: The above statements are not barriers and were inappropriately stated under this column.<br />
