C15 ACTION STEPS: Georgia anticipates that the stability <strong>of</strong> children in foster care as measured by the data system will decrease to<br />

more closely agree with file reviews after the definitions <strong>of</strong> placements are clarified in policy. Georgia will<br />

compare the stability measured by the data system be<strong>for</strong>e and after the policy clarification to evaluate this<br />

hypothesis.<br />
