4 th Quarter Federal Response: Action step completion date was July 2003. There is no indication that progress on this action step<br />

has enhanced county's capacity to retain foster parents by strengthening team/partnership strategies between county departments and<br />

foster parents. However the state has made significant progress by implementing statewide foster parent support poster campaign.<br />

5 th Quarter Report: Achieved. While there is indication that problems with foster parent retention continues to persist, the state<br />

continues its ef<strong>for</strong>ts on behalf <strong>of</strong> foster parent retention. A desk reference <strong>for</strong> foster parent retention and support was distributed to<br />

counties in December 2003.<br />

ACCOMPLISHMENTS:<br />

1 st Quarter Report: Achieved 10-2001: Guidelines <strong>for</strong> Wrap Around Services <strong>for</strong> foster, foster/adopt families established and<br />

implemented in counties. Over 2,500 DFCS staff, First Placement/Best Placement private providers and foster parents received<br />

training on Wrap Around services <strong>for</strong> crisis intervention. A database <strong>of</strong> placement and services resources has been established and is<br />

being expanded upon by GAHSC <strong>for</strong> county use. Methods <strong>for</strong> measuring achievement: Decreased child placement moves. Actual<br />

utilization <strong>of</strong> allocated funds <strong>for</strong> services. Decreased in the number <strong>of</strong> homes closed due to insufficient support services. Actions to be<br />

taken next quarter: Ensure county awareness and utilization <strong>of</strong> expanded resources through the expansion <strong>of</strong> the GAHSC database.<br />
