3 rd Quarter Report: Partially Complete. A protocol <strong>for</strong> the establishment <strong>of</strong> MOU's <strong>for</strong> emergency and regular placements with<br />

private agencies is established <strong>for</strong> the state's two largest counties. This will be used as a basis <strong>for</strong> the development <strong>of</strong> a statewide<br />

protocol <strong>for</strong> implementing MOU's with private agencies in the placement <strong>of</strong> children. See Attached MOU <strong>for</strong> Independent contractors<br />

or <strong>for</strong> Purchase <strong>of</strong> Service.<br />

4 th Quarter Report: Committee discussed issues needing to be considered <strong>for</strong> both DFCS and private agencies in establishing an<br />

MOU protocol. Committee members will review the current MOU used by Fulton and Dekalb counties and e-mail<br />

suggestions/concerns to chairperson regarding possible revision <strong>for</strong> statewide implementation.<br />

5 th Quarter Report: According to the state's Administrative Office, due to the new requirements by the federal government regarding<br />

IV-E expenditures, the use <strong>of</strong> MOU's with private vendors will be discontinued with private placement providers. Contracts will be<br />

established with vendors <strong>for</strong> the placement <strong>of</strong> children in child-caring institutions, child-placing agencies and emergency shelters<br />

instead <strong>of</strong> the current MOU's. The general protocol <strong>for</strong> establishing contractual services <strong>for</strong> placement with private vendors is<br />

currently being drafted by the state's Administrative Office. Specific stipulations based on the type and level <strong>of</strong> placement (emergency<br />

placements are at the Assessment Level) will be included in the individual provider's approval letter. The final version <strong>of</strong> the contract<br />

protocol should be completed by June 2004.<br />

BARRIERS TO ACHIEVEMENT:<br />

Goal: Improve the Retention rate among foster families.<br />

S7 ACTION STEPS: A. Evaluate the current foster parent preparation model (GPS:MAPP) <strong>for</strong> its effectiveness in the preparation and<br />

retention <strong>of</strong> foster, adoptive and foster/adopt parents.<br />
