ACCOMPLISHMENTS:<br />

1 st and 2 nd Quarter Reports: Achieved. Foster Care Recruitment Consultant position established through restructuring <strong>of</strong> Placement<br />

Resource Development Unit on December 1, 2002.<br />

2 nd Quarter Federal Response: HAS IT BEEN ACHIEVED<br />

3 RD Quarter Report/Reply Achieved: Foster Care Recruitment Consultant position established through restructuring <strong>of</strong> Placement<br />

Resource Development Unit on December 1, 2002. Ms. Ife Walker is the Foster Care Recruitment Consultant.<br />

4 th Quarter Federal Response: S4 was initially achieved but due to the resignation <strong>of</strong> a staff person and lack <strong>of</strong> the State's ability to<br />

re-fill the position, it is no longer achieved. What is the State's contingency plan to fulfill action step?<br />

5 th Quarter Reporting: Achieved. The item has been achieved. The state explored the possible funding <strong>of</strong> a division-level<br />

Recruitment manager position to coincide with that <strong>of</strong> the Office <strong>of</strong> Adoption and the proposal was rejected due to budgetary<br />

constraints. However, a position was established by redirecting the duties <strong>of</strong> the staff that was currently in the Placement Resource<br />

Development Unit in December '02. This position remained filled <strong>for</strong> a little more than two quarters, until the resignation <strong>of</strong> the<br />

recruitment consultant in August <strong>of</strong> 2003. Currently, this position along with others, are not being filled as the state is undergoing a<br />

monumental reorganization. While there is no assigned recruitment manager, the division continues to provide technical assistance,<br />

funding, materials and supplies, and policy guidelines to the counties <strong>for</strong> the implementation <strong>of</strong> local recruitment and retention<br />

activities <strong>for</strong> foster and adoptive resources.<br />

BARRIERS TO ACHIEVEMENT:<br />

4 th Quarter Report: No longer achieved. Recruitment Consultant resigned effective August 15, 2003 and DFCS unable to fill<br />

positions due to state budget cutbacks. The loss <strong>of</strong> this staff person will be <strong>of</strong>fset by having existing staff and supervisor share in the<br />

Recruitment Consultant's duties until the state's budget can accommodate the hiring <strong>of</strong> additional staff.<br />
