5 th Quarter Report: Achieved. Counties received directions <strong>for</strong> handling protected in<strong>for</strong>mation (all programs). A HIPAA compliant<br />

release <strong>for</strong>m has been added to program <strong>for</strong>ms.<br />

BARRIERS TO ACHIEVEMENT:<br />

1 st Quarter Report: Statewide CPS Panel has not fulfilled its initial plans to participate in this project. This project was taken over<br />

and completed by the state <strong>of</strong>fice Protective Services Unit.<br />

Federal HIPAA requirements limit what in<strong>for</strong>mation can be shared and how it can be shared. This will require changes in sharing<br />

in<strong>for</strong>mation in services' cases. HIPAA requirements will also effect how in<strong>for</strong>mation is shared and protected within team meetings and<br />

other CPS / CPPC hub activities.<br />

Added 4 th Quarter per ACF Response: This could not be done by July, as anticipated, because interpretations <strong>for</strong> CPS use have just<br />

become available.<br />

The department's legal <strong>of</strong>ficer has shared HIPAA procedures with county <strong>of</strong>fices.<br />

5 th Quarter Report: This is no longer a barrier.<br />

B4 ACTION STEPS:<br />

Strengthen prevention and early intervention strategies to prevent child abuse and support families.<br />

Develop and implement voluntary support <strong>for</strong> medically fragile children at high risk <strong>of</strong> abuse. (Achieved)<br />

Expand capacity <strong>for</strong> parent aide and early intervention.<br />

Enhance access and use <strong>of</strong> UW 211 <strong>for</strong> screened out CPS calls to voluntary community assistance. (Achieved)<br />

Develop with Budget Office recommendations to adequately fund early intervention, parent aide, PUP and<br />
